Blain-e's tour in England and Scotland is furnishing this country, and particularly those people given to admire foreign nations, with a good deal of practical instruction. Of Mr. Blaine as an American abroad wo are proud, for we feel he can uphold, in his awn person, a national charac ter, dignity and independence. En glishmen evidently think so too. We need such men as Blaine abroad. Men who respect themselves, their country, their national instito tions, character and customs, and who can evince such a feeling without offenso or spread-eagleism. Many philosophic minds have regarded as an evidence of the weariness or color lessness of our national character the tendency of a residence in the old world to vitiate what is characteristic and peculiar in American visitors. Thero are grounds for this con elusion. Americans have been taken forFrepchmen in London, for English men in Paris and for- both in Eome. Much of this is due to our impression able character, quick to absorb what seems good to new habits and ideas. Some of it is due to a fear that old standards are necessarily better than new ones, and that there "is some thing inherently raw and uncouth in the genus Americans. And some of it is due to fashion. Mr. T31aine has plenty of moral back bone, but what makes his American ism valuable is its unconsciousness. He could not be mistaken for any one but an American if he tried. His nationality is inherent. He creates in consequence an impression that is unique and unmistakable. Strong, clear, self-possessed and virile, the observer feels that under a conven tional dress is a character that can be formed in one placo only, and that place the American republic. A NEW PARTY. A movement to reorganize or rath er to recreate the old know nothing party is said to be on foot in New York, and Mr. Powderly is reported to be taking an active interest in it lis one central idea is restriction of foreign immigration. -JEt hardly needs, a new, party to start or pusn a movement 01 uus kind, since both the old parties in their state conventions recently held, have declared in favor of legislation in that direction, and the national con ventions next year will no doubt make more authoritative declarations, if in deed congress does not satisfactorily settle the matter this winter. AVe al ready have some law on the subject, but it is hardly broad enough to suit our present needs. We have certainly no need for a know nothing party. Most foreign, ers who come to this country make good citizens some of our very best The accident of birth has never count ed for much in this country, and there is no reason to try to make it count for more. We have plenty room here yet, and any man who is willing to become an American citizen and earn an honest living for "himself and let others do the same, ought to be wel come. All others should be Ijept out, and doubtless will be before a great while. The Northern Pacific is inaugurat ing a movement to put boats on the upper river so as to command tho grain -trade of the upper Columbia. This,, says The Dalles Times-Mountaineer, will give it the control of the grain market abovo Celilo in eastern Oregon, and will completely shut off the O. R & N. Co. from the trade of the inland empire. If Portland de sires to compete for this trade, sho will be forced to put on a line of boats and use the portage at the Cascades and above this city to the best ad vantage. England seems to be making a col lection of river mouths. Not content with the Gauges, tho St Lawrence, the Nile and a few others, she has taken possession of the Orinoco. Cardinal Gibbons has promised to make the closing prayer and pro nounce the benediction at the ap proaching constitutional celebration in Philadelphia. A Gift for All. The real estate mar ket was steadier to-dav than vftKtrdnv and the sales will reach $650,000. Most of the agents were busy to-day closing up the sales of the month and thus untying thousands of dollars, which will find cir culation again within a week. There is a movement on Soot to estab lish a patent wagon factory with a capi tal of $2.")0,000, and also to create a build ing and improvement association. A syndicate has also been formed for tho purchase and subdivision of a $145,000 ranch a few miles from the city. New buildings are going up in eYery part of this city and the boom has taken up its healthiest tone. Among the transactions to-day were the 'follewing: Higgins & Fisher, presi dent and secretary of the Santa Clara valley .Land and .Loan Association, did a eood day's work. There were many in quirers for city and county property, and several large transactions now on hand will be consummated soon, u'ney sold a number of small tracts to-day to new comers and several nieces of citv Droner- ty. They report the prospects as brighter than ever and the markep nrmer. J. no aggregate dOf their sales jo-day was $27, 000. Easton, Eldridge & Co. made some good saleaamong them 182 acres near Agnew's station for $55,000; a lot on Stockton avenue for $5000 and several lots in tho Liendrum traot for 000. X. E. Burns & Co. sold country and city property to the amount of $12,500 and have several important transactions on hand. Montgomery & Rea effected the sale of two lots on the Alameda for $85 per front foot, three lots in the Chapman & Davis tract for S3900, and a lot on Fourteenth street for $900. Bailey & Phillips made several sales of city and suburban property, and have aomo large transactions to be consum mated. The total of their sales to-day is $13,700. J. E. Backer & Son sold a number of city lots and report prospects bright Among their sales was a lot on the Uni versity tract for $G000; other sales aaaountmc to $7000. Wright & Field made tho sale of thirty acres five miles from town for $7000, and two oity lots for $1000. San Jose, Sept. L It is stated on good authority that a branch of Smith's patent wagon and carriage wheel factory of satana, N. x., will be established in this oity this fail; $500,000 will bo expended in the works and fifty men will bo given employment. A meeting was held this evening by residents of Fifth street to adopt meas ures to make n fine boulevard of that street. It is intended to have the street macadamized and covered with aspb.aU tum, tho center of the sidewalks to be ooTored with artificial stone, on either side of which will be handsome lawns, and the outer side will bo lined with palm trees. Pfoporty-ownors have agreed to mako extensive improvements. Tho council will be asked to change the name of the street to Washington boulevard. Appointment of Staff Officer. Advices from London to-day state that the situation in salmon has further im proved, and in tho prevailing scarcity on spot, prices have run almost at will. Landed parcels of Columbia river hsh have been eagerly taken at 2728s per case for prime qualities in tall tins, and contracts have been made for the arrival on similar terms, say b7s bd. Julge Spencer has given a decision in tho suit involving the title to tho ranch of Elwood Cooper, president of the state board of horticulture, embrac ing 20,000 acres in Santa Barbara county. The decision is in favor of Cooper, who is the most extensive grower of olives in tho world. The suit has been pending for fifteen years and was based on au old Span ish title. A DYING MAN. San Francisco, Sept 7. There is little if any improvement in governor Bartlett's condition this morning and it is believed that he may pass away at any moment either in a stupor or by another stroke of paralysis. At ten o'clock his symptoms were still those of increased pressure on the brain; pulse 102, respiration 36. MYOPIA OP THE "TIMES." London, Sept. 7. Commenting on the invitation received by Gladstone from the executive committee to at tend the centennial celebration at Philadelphia of tho adoption of tho Amerioan constitution, the Times says Englishmen will not fail to gratefully recognize the kindly feel ing that prompted tho invitation, but we are sorry that Gladstone was chosen as he is unable to accept but we find it difficult to discover how the conclusion was arrived at that Gladstone wa3 peculiarly fitted to represent England on such an oc casion. We should hardly select Blaine to represent the United States if an English celebration were in question. TWO FAST HORSE3. Chicago, Sept. 7. Jay Eye See and Patron are matched for a trot at Washington park for $5,000 a side. This race will take placo either on September 27th or Ootober2nd. It will be the grandest trotting event of the year. Jay Eye See's record is 2:10; that of Patron, 2:14l. The latter has the best record for a fivd year old stallion by almost four sec onds.
