Br what authority, pray, do you
presume to speak? We emphatically
protest against your assumption that
because vessels decline to have the
copper dragged off in an attempt to
get to Portland, therefore, you have a
Titrht in talk for the whole river. This
is impertinence on your part "Even
with our river at its best" Paget
sound can't and won't "offer superior
inducements to shipping." It can
and will and doe3 offer superior in
ducements to Portland, but it is just
like your impudence to assume, ex
cathedra, that Portland is the one
only place. Of course it would be
Portland's policy to have matters so
arranged that no vessel could enter
the Columbia that could not go to
Portland, but Portland's policy in this
regard is a perpetual quarrel with the
Creator, with the usual result in strifes
of that nature.
Puget sound can offer no superior
inducements to Astoria as a shipping
point, and we beseech our Portland
boomer of Tacoma in the Journal of
Commerce office not to forget it In
the meantime in your moans and re
grets speak for yourself and don't at
tempt to include Astoria in your dis
mal complaint
SHOULD BE ACCURATE.
Now that the usual fall shipping
begins, our Portland contemporaries
will have the usual fall editorials. All
Tiie Astorian asks is that you " tote
fair Betsy." It is with regret that we
notice in the Portland Journal of
Commerce of the 20th inst, the fol
lowing statement in a column edito
rial regarding Portland's tribulatiens:
$750 for towing a ship liko the Merom
in and ont over the bar is much too high,
considering the other charges and the
low freight rates obtainable.
Now, while this does not specifically
say that the charge for towing the
Merom was 750, yet any one reading
the article would, obviously, have the
idea that such a charge had been
made. That is, unless he knew differ
ently. As a matter of fact the charge
for towage of the Heroin in and out
over the bar was 3125.
The attention of the Journal of
Commerce is gently directed to the
editorial necessity of accuracy in state
ments or implications which it wishes
to have believed.
EASILY OBVIATED.
The Portland Journal of Com
merce of the 20th has an article on
the difficulties besetting an attempt
to make a seaport out of an inland
city, and after making divers and sun
dry complaints about existing geo
graphical circumstances, for which
the Almighty is alone responsible, it
says:
The river towage up and down on a
ship like the Merom costs about $500.
This itself is serious enough to awaken
some modifying action justifie'd by the
circumstances, but when to this is added
n chargo of $800 for lighterage, the ship
has an almost unbearable burden con
fronting her in coming to our port. In
addition to this, the bad state of the
river now involves the use of more than
one tow-boat, and there is only one good
tow-boat working the river at the present
time.
It is indeed a grave matter, but 6no
that can be happily and easily over
come. All this terrible towage and
lighterage, etc., can be obviated by
loading and unloading vessels at As
toria, the natural seaport of Oregon,
and thus avoiding the tortuous shal
lows between here and Portland, and
the rocks and fogs of that terrible
north coast
In noticing common errors respect
ing tho weather, Prof. Cleveland
Abbe, the distinguished meteorolo
gist, urges attention to these facts:
That, while the moon might be ex
pected to influence our weather, scien
tific evidence shows that it does not;
that there is no sound reason for be
lieving that sun-spots have any appre
ciable effect in producing storms or
other local changes; that animal in
stinct ranks greatly below human in
telligence as a guide to future
weather; that the indications fur
nished by plants are due to the hydro
scopic condition of the air, as are also
other "signs," and are less delicate
and trustworthy than the accurate in
strumental tests of meteorologists;
that electricity and ozone do
not produce the effects often
ascribed to them; that thunder storms
do not cool the air, but the cool
inrush results, like the storm, from
the rise of hot air, at least in many
cases; that it has not yet been proven
that the removal of forests and the
extension of railroads and telegraphs
have influenced our climate; that the
weather is materially the same as in
old fashioned times, scientific records
disproving the faulty recollections of
the oldest inhabitant; and that severe
storms are no more liable to occur at
the date of the equinoxes or on cer
tain days of the week or month than
at other times.
The lien law of this state provides,
among other things, that any boat or
vessel used in navigating the waters
of the state shall be subject to a lieu
for all debts due to persons by virtue
of a contract with the owner or agent
thereof "on account of labor done or
materials furnished by mechanics,
tradesmen or others, in the building,
repairing, fitting and furnishing or
equipping such boat or vessel, or on
account of stores or supplies furnished
for the use thereof." Judge Deady,
of the United States circuit court for
the district of Oregon, held in the re
cent case of the city of Salem, that
the phrase "or others" used in the act
did not include a bank with which
the owner of a steamboat kept an ac
count, and which paid the checks of
the latter drawn in favor of third per
sons in payment of materials fur
nished for the boat The phrase, the
court said, was only applicable to
other persons in the same category or
calling as mechanics or tradesmen.

COUNTY EXHIBITS.
The state board of agriculture has
offered the following special premi
ums for county exhibits: For best
exhibit of cereals, sheaf and .shell
grains, 8100, S35 and S15 for first,
second and third premiums. As also,
for grasses, (native and cultivated),
the same premium. For best exhibit
of vegetables (farm and $25 for gar
den), $50 and first and second. For
best exhibit of fruits (green) 8100 for
first and 850 for second.
They append the following note
which fully explains tho above. Tho
board, however has mado a ruling
that in all cases where the county
courts of the several counties shall
appoint a person to make a conuty
exhibit, that such a person shall have
a preference in making an entry, that
is provided there bo several exhibits
made by as many persons in the
county.
"None of the foregoing are eligible
to entry in the regular premium list,
and entries must bo made by one per
son and the product grown and col
lected within the limits of the county
by the citizens thereof. The commit
tee will take into consideration qual
ity, manner of preparing and varie
ties. This rule is applicable to coun
ty exhibits of fruits and vegetables,
as well as to grains and grasses, and
only one entry in tho name of any
one county shall bo allowed and the
exhibits shall be the products of 18S7."
