To Inspect the Fisheries.
Sax Fkaxcisco, Aug. 19. The
coming of the government fish
commission's steamer Albatross is
awaited with some impatience by
the principal salmon-canning and
codfishing firms of the coast. On
her arrival she will proceed north
ward and ascertain the extent of
the Alaskan cod banks and will
investigate the fisheries of the
north Pacific waters in general.
The work of the Albatross will
be of vast moment to fishermen
and packing companies alike. It
is estimated that the cod banks in
southern Alaska are four times the
size of the famous fisheries of
Canada. The fish seem equally as
abundant. They are of exactly
the same species, and there is
ample reason to believe that when
the value is better known a num
erous fleet of schooners will doubt
less be sent out every year.
Since the Albatross began her
investigation in the interest of
New England fishermen their
trade has become more of a cer
tainty. In the old times shippers
and their crews depended mainly
on luck. The Albatross has
changed this. By means of deli
cate apparatus the course of sea
surrents and their temperature at
different seasons, and at different
depths, have been learned, and
information, coupled with knowl
edge of the life of the fish and the
temperature best suited to them,
has enabled the commission to pre
dict with fair accuracy where
certain fishes will be at cer
tain times. The fishing
smacks govern their movements
accordingly. Similar work has
been done by the Norwegian com
mission, and Norway fishermen
have employment the year around
now, as against a few months each
year formerly.
It is also expected that the Al
batross will examine into the salm
on fisheries, with a view of learn
ing the cause of the decrease of
the run in late yeats. While
speaking of this matter to Joseph
D. Redding, who is the resident
agent of the government fish com
mission, he said:
"The shortage in the salmon
pack is becoming serious, and it
should be looked into. Tho run
in the Sacramento liver has been
destroyed virtually through the
ravages of sea lions, total disre
gard of the fish laws, until recent
ly, and the fouling of water with
debris. Sea lions are like a pack
of starved wolves, and thev de
stroy from 40,000 to 00,000 pounds
of fish daily. The overflowing of
the Sacramento, on account of its
clogging with slickens, often
drives young salmon into the
tulcs, where they are stranded. 1
have seen acres of land covered
with young fish. AVe may just as
well admit that the Sacramento is
ruined. Other California rivers
are not so important. The short
age in the Columbia river run
may be explained by ascribing it
to what is called periodical eccen
tricity of the fish. Experience in
Norway proves that they have
seven or eight good years and
then two or three poor ones. The
salmon, in poor years, for some un
explained reason, do not take to
the rivers. The same explanation

NOTICE is hereby given that the as
sessment made by ordinance No. 985, of
the city of Astoria, Clatsop county, Ore
gon, entitled an ordinance declaring the
probable cost of improving Cush
ings Court street from West 8th
to West 9th street, which passed
the common council of said city
on the 26th day of July, 1887,and was
approved by the mayor of said city
on the 1st day of August, 1887, for
the improvement of Cushings Court
street in said city, as laid out and re
corded by J.SI.Shively, from its inter
section with West Eighth street, to its
intersection with West Ninth street in
the manner provided by ordinance No.
9S0 of said city, entitled "an ordinance
declaring the time and manner of im
proving Cushings Court street from
West 8th to West 9th street' which or
dinance passed the common council of
said city on the 21st day of June, 1887,
and was approved by the said mayor on
the 28th day of June, 1887, on each of
the following described lots fronting on
said portion of said street, is now due
and payable at the office of the city
treasurer, in TJ. S. gold or silver
coin, and unless paid within five days
of the final publication of this notice,
tc-wit: Monday, August 22d, 1887, the
common council will order warrants is
sued for the collection thereof. The as
sessment is as follews:
R. Carruthers, lot 3, block No. 118, 522
yards excavation; cost of excavation,
130.50 : cost of planking, S50.00 ; cost of
sidewalk, $50.00; total cost, 230.50.
John W. Welch, S. F. Wood, D.H.
Welch and Mary I. llerren, lot No. 1,
block 133 ; 208 yards excavation ; cost of
excavation, S52.00; cost of planking,
50.00: total cost. S102.00.
G. W. and S. F. Wood, lot No. 2, block
No. 135: 394 yards excavation ; cost of
excavation, S98.50; cost of planking,
50.00 ; total cost, 148.50.
