The fisheries question on thp Atlantic coast has assumed a new aspect. It is reported now that the British war ships in Nor.th American waters are to take a hand in settling the trouble, and the announcement has caused gen eral surprise on all sides, as this is the first time the British author ities have interfered. Heretofore the trouble has been entirely be tween the United States and the dominion of Canada; but now it is said that the British men-of-war will not only act as patrols to keep American fishermen outside the forbidden waters, but will also make seizures when they cross the line. It is supposed that but three war ships, the Relterophony the Canada and the 'Pitotles, will engage in this service for the present, but if it should be deerfied advisable others can be ordered into those waters from Newfound land and Bermuda at a few days' notice. It is hardby credible that, the Salisbury government desire war with the United States over so paltry a'tnattor as catching a few fish within three miles of the shore of Nova Scotia, more especially when Canada has shown herself able to cope with the question and to enforce her construction of the law by seizures of vessels and confiscation of fishing appliances. The tory ministry cannot believe that matters have reached such a pass that Canada is in imminent danger from the United States, or in actual support from the imperi al navy. Most likely this naval demonstration is intended rather for show than for actual use, and in the hope of compelling the United States to take some definite action looking toward an adjust ment of the fisheries question. "Why secretary Bayard does not move in I his matter no ono seems to know. Beyond question the in structions given by Admiral Luce a few days ago, and for which he was reprimanded by secretary Whitrifcy, were strictly in accord ance with the treaty of ISIS, the only one now in force upon the subject. That treaty provides that American fishermen shall be permitted to enter Canadian bays and harbors for the purpose of shelter, and of repairing damages, of purchasing wood and of obta:n ing water, and for no other pur pose whatever. Admiral Luce limited his instructions in accord ance with that language, where upon seeretarj' Whitney reproved him, and yet he could have done nothing else. The whole difficulty ari&es from the supineness of the administra tion. Ft is admitted on all hands that the treaty of ISIS is inequita ble, as far as the United. States is concerned, and that there is urgent need of negotiation with Cana da and Great Britain for a new one, yet Bayard does nothing at all. The next thing will probably be the seizure of American vessels by the British fleet under Admiral Lyons, and then we shall be forced either to figlit or eat humble pie, neither of which the United States is anxious to do. Now is the time to settle all this trouble, before anything like an overt act of hos tillty has been committed; and un less president Cleveland and his administration take some steps in the matter, they will find the United States involved in a per fectly useless war with Great Britain, over a subject trivial in itself and which might Ireve been settled without any difficulty. While a night train of the Phil adelphia & Erie railroad -was run ning along at the rate of thirty miles an hour, the engineer noticed something white fluttering on his cowcatcher. He could not make out what it was from his cab, and he climbed out and walked along the guard rail to the smokestack. Peering over and lookingdownbri the pilot he was horrified to see the blanched face of a young woman turned upward, with a look of terror in her eyes, while she grasped the bars of the cowcatcher to hold herself oh her perilous perch. She , was in her night clothes. The engineer hastened back to his cab and reversed, his engine. When it had come to a standstill he hurried out to the aid of the mysterious passenger he had on ahead, the pilot bars, and it was some time before the young woman re covered sufficiently to give anjac count of herself. She then 'said that he name was Susan Cooley, the daughter of a well known res ident of Analomink. She is a somnambulist, and she must have got up in her sleep, walked down to the railroad, and in some way climbed upon the cowcatcher un observed while the train was standing at the station. The first she knew was when she was awak ened by the locomotive whistling. It was then sometime before she realized where she was, and when the knowledge of her situation came to her she became paralyzed with fright, and seized' the pilot mechanically.
