THE SALMON BUSINESS.
The close of the salmon season
of 18S7 is as financially unsatis
factory to many of the cannere as was
the close of preceding years. This is
in a great measure due to the manner
in which the business is conducted.
Any business carried on in the same
way would, of necessity, have the
same financial result Smith or
Brown, in February or March, con
tract to deliver so many thousand
cases of salmon at prices ranging from
S1.27K to $1.30. All the risk is
theirs; all the expense, all the friction
and annoyance of the season; all the
chances are taken by them, and when
August 1st comes, the salmon that
they are delivering at $1.20 and $1.23
aud $1.30 are worth $1.55 on the river
and $1.90 in New York. They are
worth that-to the wholesale dealer,
the speculator, the middleman: why
not to the canner? Simply and solely
because the business is carried on as
it is. Every year the cream of the
profit i3 skimmed off and the blue
residue left for the canneries: every
year the same stripping performance
is repeated, and like a man who
works all day for $S or $10 and blows
it all in at a faro game at night, the
canners work year in and year out for
a bare existence that could be made
richly profitable by adherence to the
most ordinary business suggestions.
Any criticism such as this on the
style of doing business prevalent is
sure to evoke hostile comment from
both canners and speculators. Bnt it
is so, all the same. These are the
patent facts, refute them if you can.
The money that is made in the Colum
bia river salmon industry is not any
use to the men that do the most of
the work, and who carry the big end
of the plank the canners. To them
is left the work; to others is given the
profits. Bankruptcy would await any
man in any line of business that
would adopt and adhere to such a
course.
And it is not a matter of necessity.
It appears to be allowed to continue
through force of habit more than any
thing else. "How are you going to do
different?" Yery easily. The first
necessity is to recognize the fact that
a case of Columbia river salmon
"straight goods" carries its value in
the fact of its own existence. It is of
repute, stands at the head, is not com
pelled to seek recognition, is of su
perior quality by reason of its being
Columbia river salmon and the care
exercised in its preparation, and is
sought after and valued accordingly.
A Columbia river canner needn't
throw himself on the five cent counter
or snap at the first offer made him.
If he has the salmon he can find a
ready market for it, provided it is
what it is represented to be. No
other river's product can compare
with it, and it is a good deal like a
man selling $20 gold pieces for $17.50
to see a Columbia river salmon canner
allowing other packs to be brought
into competition with the pack of this
river, and scared into selling it away
below par.
This is written in full recognition
of the fact that advances are made,
money furnished the canner to carry
on his business, etc., and that brok
erage charges, interest, eta, may ne
cessitate the best terms possible un
der the circumstances. But that isn't
a lair criterion. Any man m any
business, whether it bathejnewspaper
business or the grocery business, or
the old junk business, that is trading
on borrowed capital has to dothe best
he can. Of course, if he is owned by
the man that carries the sack, he must
do his master's bidding and either fish
or cut bait
The second requisite is to cut down
the number of boats in the river at
least one-half; just as many salmon
would be caught as under the present
ruinous way of carrying on business,
where the only reason that Jones can
give for running 60 boats is that Rob
mson is running G5. A cannery that
has $10,000 invested in gear cannot do
near so well selling salmon at $1.40 a
dozen as a cannery with $20,000 in
vested that sells its salmon at $1.35.
The only reason why 1,500 boats were
on the river this summer was that
every time a cannery put on a half-a
dozen more every canner on the river
had to follow suit, on the same plea
as the man who stole a mule in Arkan
sas "self defence."
The third and by no means the
least of the business requirements of
the situation is the establishment of a
salmon exchange at Astoria. In a
conversation with a prominent Chica
go operator last month he thought
that that idea was absurd. Probably
it is from his point of view. But it
is a sound business requirement from
the canner's point of view. The As-
tokian has for the past six years ad
vocated the establishment of a salmon
exchange right here, at the headquar
ters and natural entrepot of the busi
uess, and has never yet seen a valid
objection to the scheme that it con
sidered would outweigh the least of
the many freasons that may be ad
vanced in favor of the project
It must come to this sooner or later,
or the whole thing concentrate in the
hands of one or two individuals. The
future of the business is for those
who are engaged in it to determine.
The business itself run on a legitimate
basis, can be made a perpetual one.
It is just as firm and sure as iron, or
fruit, or wheat, or cattle. The -freeze
out'' process was tried in '81 and '82,
and resulted disastrously to the freez
ers. It would, apparently, be more"in
the line of business to combine, and
make some money out of a splendid
business that can be handled here in
every detail and is never in danger of
being overdone. "What is said here
has been iterated and reiterated in
these columns. It was true in former
seasons, is none the less true now, and
every year demonstrates, if possible,
more clearly the necessity of arrang
ing the sale of Oregon and "Washing
ton's second staple on a different basis
than that which obtains.
There has been prepared a table
of royal salaries yearly paid m Europe,
which the reader may do well to keep
for reference in case of an offer of one
of the positions. Here it is: Em
peror of Bussia, $S,250,000; sultan of
Turkey, $6,000,000; emperor of Aus
tria, $4,000,000; king of Prussia, $3,
000,000; king of Italy, $2,400,000;
queen of England, $2,200,000; queen
of Spain, $1,800,000; king of Belgium,
$500,000.

AN ARREST AT BAY VIEW.
Reports from across the river and
farther up on the "Washington terri
tory side are to the effect that nnmo
of the canneries on the ferric rial
side are still running.
Last Thursday Hugh Murray, a
stockholder in and the manager of
the Ocean Canning Co., at Bay Yiew,
"W. T., waB arrested by sheriff S. F.
Albert, of "Cathlamet, "Wahkiakum
county, charged with violation of
the territorial law of November 14th,
1879, regarding the taking of salmon
in the waters of the Columbia during
the close season. He was taken to
Cathlamet and given a preliminary
hearing before the justice of the
peace, who held him on his own
recognizance to appear before the
grand jury at the next term of court
at Kalarrta.
There is some diversity of state
ment regarding the arrest Murrav and
his fnends olaim that it is all a piece
of spite work on the part of others
than the efficial: that several other
canneries have been running: that
sheriff Albert and a posse visited
the Bay View cannery last
"Wednesday and notified him to hto p;
that it was then and there understood
and mutually agreed that he was to
pack all the fish on hand, take no
more from any source, clean every
thing up and shut down; that with
this understanding the sheriff left,
and came back the next day and ar
rested him; that no further fish had
been received and that he was clean
ing everything up as fast as he could.
He thinks he is but made a scapegoat
for others, it being his first year in
tue uusiness on tue river, ana says
he will make complaint and briug
proof implicating several other cau
nery proprietors.
The arrest has occasioned consid
erable interest nlong the river. It is
believed to be the first attempt of the
kind to enforce the territorial law.
It is not considered certain that the
charge will bo pushed. It is thought

Wahkiakum counties will not be idle
for lack of business for the ensuing
terms.
