THE IRISH PEOPLE.
A Change of Sentiment in America Be
gsingTnem. There has been a marked change
in sentiment in regard to the Irish
question in this country within the
past two or three years. The
American people, are beginning to
understand what this question
means, and they are learning more
about the Irish and their rights
and wrongs than they ever knew
before. .The English" idea of an
Irishman has been heretofore ac
cepted as the correct one. He
has been looked upon as ignorant
and quarrelsome, and of a race
with whom it was impossible to
live in friendly neighborltness.
We now understand that centuries
of grindingpovertyand wrong have
put their impress upon the Irish
man's face and oharacter, and have
instilled into his nature that stub
born combativeness which alone
lias prevented his being stamped
oat by tuff long oppression that ho
has endured.
Without Irish pluck atid com
bativeness where would the world
be to-day? The Irish people have
helped both bravely and loyally to
win great victories fur England
and France and America. They
helped man Britain's-ships in the
defeat of the Great Armada and at
the battle of Trafalgar. They
helped win England's victories at
Oudeuarde, Malplaquet, Salaman
ca, Vittoria and Waterloo. The
Irish legion in the French army
helped defeat the English at Fonte
noy. Irishmen were in the front
rank at Buena Vista and Chepu!
tepec, at Chickamauga and Get
tysburg. They are a virile, ag
gressive, tenacious, irrepressible
race in war aud in peace.
But the Irish make good citi
zens here. Under the beneficent
influences of this free and pros
perous country Irishmen and their
children here are found among
our most energetic, prosperous
and respected citizens.
The notion that the Irish people
are lawless and disorderly is in a
large degree erroneous. A com
parison of the criminal records of
the English, Scotch, Welsh and
Irish is not unfavorable to the latter.
The Statesman's Year book for
1887, an English publication, fur
nishes the following criminal tn
tistics for the year 188:

The population of the three
kingdoms that year was estimated
to be: England and Wales, 27,
499,041; Scotland, 3,907,736 ? Ire
land, 4,918,338. From these fig
ures it will be seen that the Irish
criminal record is better than
either England or Scotland. The
Irish have also a greater respect
for the marriage relation than have
either the English or the Scotch.
In Scotland, in 1885, the average
proportion of illegitimate births
was 8.5 per cent, of the whole; in
England it was 4,7, but in Ireland
it was but 2.8, the rate varying
from 0.9 in Catholic Connaught to
4.3- in Protestant Ulster.
The Irish are much better than
they have been painted. They
have been maligned to the world.
The fictions in regard to them
are being dispelled by investiga
tion. It only remains for them to
disprove one other illusion that
they are incapable of governing
themselves. At the present rate
of progress they will soon have the
opportunity to prove that this, too,
is an error.

Eegarding the Pish Law.
State fish commissioner R. C.
Campbell, of Rainier, was seen by
an Oregonian reporter Thursday,
on the steamer Telephone en route
to Astoria. "I see that governor
Pennoyer is getting after the fish
nnmmissioners for not enforcing
the law prohibiting the catching of
salmon after tne close, August i,
he said. "To tell the truth the law
is but a local one, applying only
to tha Columbia, and is held by
judge Raleigh Stott, of Portland,
who nas tnorougniy exaimueu it,
to be unconstitutional for the
same reason that the local option
law was declared null 'and void by
the supreme court. On the other
hand judge Frank J. Taylor, of
Astoria, district attorney McBride,
ot Oregon City, and Mr. Wat
son, the deputy district attorney
of Astoria, sustain the opinion that
the law is valid. Had it been
found to pertain to the entire state
there would have been a clash
everywhere, as the salmon runs
on the Columbia, Coquille, Ump
qua and other streams begin at
different periods. The only reme
dy I see is to rectify the difficulty
by inculcating ample provision
for the protection of salmon into
the state constitution. I under
stand that the cannerymen on the
river intend to test the law in
the courts ou the ground of its
local application."
Sneaking of the work of propa
gation of salmon, Mr. Campbell
said: "Fish commissioner F. C.
