The aggregate strength of the state
militia throughout the United States
is 97,267, of which 7,839 are commis
sioned officers and the remainder non
commissioned officers and enlisted
men.
One objection to taking Canada is
that its debt is $223,000,000 and is of
that sort that will increase, as it is
largely in railroads which cannot do
more than pay their running ex
penses. Water is so scare in some parts of
northern Illinois that "rabbits and
coons boldly come up to the farmyard
watering trough to get a drink. Many
of these wild animals, by their fre
quent visits, appear to have lost all
their fear of man.
A kecext election in Edinburgh,
which elicited the largest number of
votes ever obtained from the citizens
of the Scotch capital on any question,
showed 21,750 in favor of the people
having the entire control of the liquor
traffic, 4,333 against and 1,547 neutraL
The ancient and famous city of Da
mascus, which was a place of impor
tance 1900 33. C, is busy with plans
for laying railroad lines through the
streets. Street cars in a city said to
have been founded by Abraham,
wrmlfl bo -i startliner novelty. The
place has 120,000 inhabitants.
The strikes in the shoe trade dur
ing the last year are footed up by the
Shoe and leather Reporter as cost
ing in wages from $5,000,000 to $G,
000,000. Neaily half this sum is said
to have been lost in the five months1
strike in "Worcester county, Mass.,
where more leather is cut than in any
other county in the world.
Next year's round-up. of cattle on
the Colorado range will probably be
the last if the Denver Republican is
correct Cattle raising on the range
exclusively is said to be a thing of the
past in Colorado, the change having
been brought about by farmers set
tling on the grazing land, which they
are taking up under the homestead
and timber culture laws.
An Albany physician, having noticed
a failing in muscular power of many
business men. on inquiry found that
they had been using typewriters or
stenographers instead of writing their
own letters. This, strange as it may
appear, has deprived the business
men; the physician says, of a very de
sirable muscular exercise of the right
arm and has to some extent affected
their general health. A remarkable
discovery, truly. This probably ex
plains why lady typewriters are not as
strong-as men.
"Wrra the remedial legislation which
congress has granted the producers of
the country, interpreted in favor of
the railroad; says The Dalles Times
Mountaineer, the people of the in
land empire must use every effort for
an open highway to the sea." The fact
has become apparent to everyone that
the little progress made at the locks
of the Cascades in the last ten years
has proved that the plan adopted has
been almost futile to complete this
work, and the quicker it is taken out
of the war department and placed un
der the contract system the better. An
other fen years may pass a'way and very
little progress be noted, as the plans
may'be changed yearly, and the work
of each season worse than wasted.
The waterway convention, at its next
meeting hi Astoria, should present a
petition to congress for this change.
The locks could be finished by the
contract system in two or three years;
but under the control of the war de
partment it may -take twenty or
twenty-five years. By all means, let
the inland empire make an effort to
take this -great public improvement
out of the.present management

CITY COUNCIL PROCEEDINGS.
President of the council Bergman
was in the chair last evening. A
communication was read from the
city surveyor stating that a survey
had been made from the west end of
Concomly street to the west line of
the city; that the "distance is 1,314
feet, and by extending the center of
Concomly street from its present
limit to the west of city line the dis
tance of 1,282 feet." The estimated
cost of improvement is $4,500, exclu
sive of right of way. "The estimated
cost of extending Concomly street is
S6.70U, exclusive of right of way."

We, the Woman's Christian Tem
perance Union, of Astoria, Oregon,
do respectfully represent that the
Sabbath day Sunday is continu
ally being desecrated by the keeping
open.of places of business, saloons,
etc., thereby setting a bad example
for the young, and defrauding both
God and His creatures.
We, therefore, respectfully petition
you to pass an ordinance in accord
ance with the Sunday law of Oregon,
chapter 8, Sec 6G0, page 486.

draft an ordinance in accordance
with the petition.
A petition was read from Thomas
Dealey recommended by counoilmen
Fulton and Sherman, asking the
council to order the improvement of
West 6th street from Water to Wall
streets; referred to the street com
mittee.
An ordinance regulating the stor
age of combustibles was passed under
suspension of the rules.
An ordinance concerning offenses
and disorderly conduct was rend first
and second times.
An ordinance providing for the re
pair of Cedar street was read first and
eecond times.
An ordinance providing for the pre
vention of fires waB read third time
and passed.
An ordinance making appropriation
out of the general fund to pay Man
uel Nobriga $222 was passed under
suspension of the rules.

presented that famous spectacle "The
Devil's Auction" at the Howard laBt
night, before an audience that literal
ly packed this famous place of amuse
ment to its very walk.
Interwoven with gorgeous scenic
effects, marvellous transformations
and calcium effects, were brilliant
ballets, songs, pantomimes, acrobatic
feats and statuesque performances.
The number of people required to
present these incidental attractions
would alone suffice to start several
first-elass shows. The plot of the
piece facilitates the ohanges of the
scenes without demanding of the
auditor any expenditure of mental
force. Continual merriment or ad
miration is elicited at every stage of
the proceedings. There is not a dull
moment in the whole piece, and
there are periods when the mirth is
such as to excite uncontrollable
laughter. The stage clothing
throughout the piece is simply mag
nificent. The ballet varied and artis
tic; the acrobats never excelled the
same may be said of the jugglers
Salamonsky brothers, contortionist
and pantocaine duelist. The "Devil's
Auction" will prove a big card here,
as it should. The liberal extrava
gance of the management should
merit a continuation of the houses

Tiie Waterway Convention.
The Columbia waterway conven
tion will meet at Astoria on Wednes
day, the third dav of August next
This will be, without doubt, the
largest attended and, in its results,
the most important of any in the his
tory of this far-reaching movement
It is expected that delegates will be
present from every board of trade,
town and city council, county and
other municipal organization in all
that vast country drained by tlie Co
lumbia and its tributaries, for all are
interested in final results to be ob
tained and which will be greatly
hastened by unity of action. We
hope that Dayton will bo ably repre
sented in that gathering of earnest
business men, for she will profit im
mensely by water competition to the
mouth of the river. There are men
in onr midst who have made such
questions the subject of thought and
investigation and who can well spare
the time.. Let some of them be se
lected and empowered to speak for
Dayton and Columbia county. Co
