Aitoria, July Sth, run s Piiis ml Coeii&Go Trench Sardines Disappearing. The French Official publishes a most disheartening account of the scarcity of fish in the French lit toral. The fact is undeniable, it says, that the vast ocean is. being depopulated. The smaller lands of fish threaten to disappear and with them the means of living of the fishing population. In Nor mandy particularly, complaints are made of the decrease of fish. For merly fish was most plentiful on that part of the coast, and little time and trouble was required in fishing. The barges returned to shore after a few lowerings of the nets, filled with quivering fish of changing colors violet, gold, brown, silvery and pink. At pres ent the vessel has to be out on an open sea for a long time, greater fatigue and greater dangers are the consequence, and the result is far less satisfactory. The fisher men themselves are well aware of the cause of this disaster. Former ly the fish were caught either on a hook or with simple nets, on board small, simple vessels. At pres ent ihere are at almost every port one or more societies who have steamers which they can run out in all weather, and which do great damage with their immense nets, covering hundreds of square yards. Everybody, es pecially in "Normandy, fishes at present with trawls, wnicn are thrown out and remain in the water while the vessel sails along before the wind. Everything large and small fish, stones, sea weeds is caught in the net, the meshes of which are so small that nothing- escapes through them. But it is not only the fish living aloug the r rench coast wnicn are aisap pearing. The migrating fish, which aoDear everv vear at cer tain intervals, are leaving the shore. Sardines, particularly, keep away; the shoals are les3 compact when they come, and make their way towards Portugal. This is a misfortune, and a pain to our fishing population. As a remedy the Official proposes that nets with larger meshes should be employed, in order to let the young fish slip through, and at certain times there should be a close time for fish. To Protect British Sealers. Victoria, July 12. The war cruiser Caroline goes north to morrow morning, having admiral Seymour on board. It is under stood that the mission of the ves sel is to protect British sealers from any uufriendly acts on the part of the American authorities in Behring sea. The Caroline is the fastest cruiser or the station. Ad miral Seymour will retire from command of the Pacific squadron in October, being replaced by ad miral Win. Henry kdye. There is like ly to be some interesting develop ments growing out of the lynch ing of Oscar Kelty last week. The investigation is being quietly pro ceeded with, and the results thus far point to a number of people who had something to do with that r. Judge Butler is active in aiding the investigation. From the very best sources it is learned that im portant arrests will be made this week, and these may lead to se curing the arrest of all who were engaged in the lynching. The people all over the country are aroused over the investigation. The people who are opposed to mob law are determined that tho Kelty affair shall not go forth to the world as the only evidence of the character of the people in Polk county. Without reference to what fate Kelty deserved, the act of a mob in setting at defiance the law is condemned, and the re spectable element are determined to show that the present case is a question between mob law and the people's will, and that the people will win.
