Eemarka in the Portland Board of Trade' In the Portland board of trade last Monday night Colonel John McCraken told the congressmen of the trouble encountered in se curing appropriations large enough to do substantial river im provement work. The money was received in dribs and drabs so that no substantial headway could be made on any one .of tie im provements under way. The col onel told at length the wants of the bar and rivers, and the plans under way for their improvement. In 1841 "the mouth of the river was but three miles wide, and an Indian village stood on the spot now occupied by Clatsop Spit. Then there was a good deep chan nel, which was made so by the comparison ot the river's mouth. Now the mouth of the river is five miles wide, and the channel is not as deep as it was then. A jetty ii? now being instructed of piling and stone, and this has already deepened the channel." C. II. Dodd talked in a similar strain. The improvement of the Columbia was a matter in which every man west of the Rocky Mountains was interested in, as it meant cheap transportation, and cheap food. He wanted the river so improved that vessels drawing thirty feet of water oould cross the bar, and come up and go down the river without fear of grounding. He next spoke of Walker's Island and St. Helens bar, Swan Island bar, and said the board of trade and the citizens of Portland deepened them time and again by paying for the work out of their pockets. The government should improve the Colum bia, as it drains 260,000 square miles of Uncle Sam's territory. He said the work on the locks at the Cascades was near ly done, and it would not require a small sum to complete this great convenience for the people. As for the improvement of the river at Celilo, ho thought Major Jones' plan of a steamboat railway the most feasible and at the same time the least costly way of any yet submitted. He thought if the aotual facts of the situation were known to congress there would hj j but little trouble in seounng the appropriation necessary to com plete the improvement of the Co lumbia. Ed. MoKee said thirty feet was not necessary, twenty-three feet of water would be ample. During the next twelve months 450,000 tons of grain would cross the bar. All that Portland wanted was a portion of her deserts. Col. McCraken asked Captain Noyes if he thought the building of the jetty would cause a bar to form outside the mouth of the Co lumbia. Captain Noyes replied that the water deepened suddenly from fifteen to twenty fathoms outside the mouth of the river. North and south currents swept past the mouth, and these were strong enough to carry off all the silt and sand and prevent the formation of a bar. Once the jetty was built there would be twenty-three feet of water and a straight channel. Paul Schulze said the jetty, ac cording to the estimate of fhe United States engineers, would cost between $3,000,000 and $4, 000,000. Col. McCracken said this esti mate was for granite, but by the present method of construction the jetty would oost $2,500,000. The county clerk yesterday is sued a warrant of two dollars to "William F. Thomas for the scalp of a bear. This is the first war rant of this kind ever issued in this county. "Washington, July 11. -A Northwestern man, who is in the city, says: "lanitooa is determ ined to build her railroad, and there is going to be a lively fight, if not bloodshed, over it before snow flies. The Canadian govern ment is firm in its determination to allow no road to be built that will interfere with its pet monopo ly, the Canadian Pacific. They refused a concession, but the Man itoba government has ignored the action of the Ottawa government, and has appropriated $1,000,000 to aid the construction of its road from "Winnipeg down to Emerson. At Emerson the road will connect -with the Duluth and Manitoba road, whioh is really a branch of the Northern Pacific, and will thus have an ontlot to the east without being compelled to submit to the charges ol the Canadian Pa cific. Of course the interests of the province of Manitoba are first considered in this enterprise, but the real impulse behind Manitoba is the grand trunk railroad of Canada, or rather the Allan brothers, sons of old Sir Hugh Allan, Who owned the con trol of it. These gentlemen own, in connection with the grand trunk, a line of railroad running north and west from "Winnipeg, penetrating one of the finest wheat countries in the world. This road which was intended to run to the Pacific ocean on a line north of, and parallel to the Canadian Pacific, has a land grant of large proportions, running to the base of the Rock' mountains. The road is already built fifty miles northwest of "Winnipeg, but hav ing no -outlet, except the Canadian Pacific, it has not been prosperous. The Allans are determined to se cure a new outlet for this line of theirs, which they propose to ex tend westward, and they have urged Manitoba to this step. The new road will cost but little over $100,000 per mile to build, and the Allans will supply any money over $1,000,000 already appropri ated by the provincial govern ment." A Excellent Medicine.
