Gladstone, he said, was the greatest conquerer of Ireland. He conquered by mere generosity of soul. ATter Major Sanderson, attorney general Webster replied on behalf of the government. The debate was adjourned. London, July 8. Lord Harting toh," in the commons this after noon, continuing the debate on the Irish ctimes bill, said he recognized that ever3' portion of the majority supporting the measure must bear its full onus of responsibility for what has been done. So long as the liberal unionists were support ed by the thinking and cultured classes of England, they would continue with conGdence in their course. "For," added he, "surely the masses cannot have a better knowledge than the educated classes of the differences between England and Ireland." John Dillon said he was pre pared loyally to acknowledge the duty of Irishmen to the empire, but lie held that their first duty was to the welfare of the Irish people. His party represented a vast and overwhelming majority of the people whose fortunes the bill affected. The head and front of the Iiish members' offending was that for seven years they had devoted themselves to a struggle to induce their countrymen to abandon violence and trust to agi tation in parliament, yet they were stigmatized as associates of assas sins. The opinion of no civilized country in the world was of more value to intelligent Englishmen than that of America. It was ab surd to assert that nine-tenths of the educated people of America were not on the side of Ireland. The whole American press is on our side. Ho maintained that O'Brien's visit had been a conspic uous success, both in the United States and Canada. Sir William Vernon Harcourt criticised the bill at length. In conclusion, he said every town and village in the kingdom should be made to understand that the gov ernment refused Irish tenants that protection from an old, opprssi o law against combinations winch they granted trades unions. Goshen then spoke, whereupon the Parnellites left the house in a body. Goshen said: The govern ment's contention was not that the bill was justified because others as drastic had been passed, but it was necessary. Goshen denied that the literature of the civilized world condemned the government's pol icy. The Americans, in their struggle for maintenance of the Union, were not influenced by the opinions of English statesmen, and if American opinion was against continuance of the union of Eng land and Ireland, which he did not believe, the unionists would not be influenced by that opinion in their defense of so great a cause. Redmond concluded the debate amid signs of impatience. London, July 8. The crimes bill passed the third reading, 349 to 262. The announcement of the vote was received with cheers and counter-cheers. A general strike of section bosses and men on this division of the O. R. & N. road prevails. The cause is the lowering of wages and cut ting down of time one-half. Many of the men have just arrived in Walla Walla to-day on their way to Portland and other points. The strike emanated from a dispatch from the general road master to the assistant on this division Mr. Nelson, with orders to put all sec tion bosses and men on half time. Consequently every man, as stated, quit this morning by mutual agree ment. Many of the bosses re quested Mr. Nelson to telegraph and ask for a lay-off for sixty days. Others quit outright. It is stated that not a man is left on this di vision at the present time. In con versation with railroad men it was learned that two carloads of strik ers departed for Portland to-day, who have been working on the mountain division east of Pendle ton. It is also rumored among the strikers than ten carloads of men are now on the road from the east to take positions along the line at a low rate of wages, sent out by Jay Gould. A Game of Jreeze Out. Yesterday at Empire City, the property of the Southern Oregon Improvement company, located there, was sold under the hammer. It consists of the largest saw mill in the state, 90,000 acres of lum ber land, and town property at Empire City and Marshfield. The indebtedness under which the vast estate is, is between $1,000,000 and $2,000,000, held by New York and Boston bankers and some of the Oregon Improvement company. By the sale the prop erty practically remains in the same hands and under the same management. About the only change was the freezing out of a number of small stock holders.
