San Francisco, July 7. The mass meeting to-night at Saratoga hall to ratify the resolutions and platform framed by the executive committee of the American party was largely attended. Much en thusiasm and deep interest were manifested in the proceedings. In the platform as adopted appears the following provisions, among many ethers: "The Ameiican party is in favor of amending the laws of im migration so as to prevent the coming to our shores of all aliens who are criminals or paupers; of all who are not of moral character, intellectual capacity and physical health, to give assurance of their value as oitizens; and is in favor of resisting the importation of all laborers under contract of hire in any industrial or mechanical pursuit. The Americau party is in favor of the immediate and un conditional repeal of all naturaliza tion laws, reserving the rights of all who have in goodfaith declared their intention of becoming Amer ican citizens. Political contro versies of whatover character ex isting in other countries shall not become a subject of agitation or consideration in the United States of America. Non-resident aliens shall not be permitted to own lands in the United States, nor permitted to receive the same by inheritance. The boycott is an alien and cowardly device, the growth and transplant of foreign soil, and shall find no favor or in dulgence in the American party." A dispatch from "Washington on Thursday announced the order for tho removal of the U. S. land office from Olympia to Seattle. But the press dispatch did not give all that was included in the official order. It includes the enlarge ment of the Vancouver land dis trict by extending its present lim its north to the fourth standard parallel. This adds to this dis trict all of Lewis county, and a portion of Chehalis, Thurston and Pierce counties. VancoHvrr Tn dependent. The grand jury of Whitman county, Washington territory, have reported thirty-two true bills, and will report several more before they adjourn. Over one hall of the indictments found are for horse and cattle stealing. The Henry George labor party has made a close house-to-house canvass in New York city and has enrolled between 60,000 and 75, 000 voters. And this is only one of tho labor organizations in New York. An other reduction in the Oregon Navigation company's fares be tween San Francisco and Portland is looked for. In a few days the Southern Pa cific company will put on for sale at its local offices coupon tickets reading via the California & Or egon railway and. the Northern Pacific line from Portland to east ern points. It will reduce the rail rate, and it is believed the steam ship line will make a further re duction in its tariff than that made by it a few weeks ago. The fight for Oregon trade is getting interesting. It is stated here to-day, that Tom Potter's recent move in or dering the routing of freight for Montana, Utah and Idaho, via Portland, will precipitate the con struction of a new line by the Southern Pacific company, which is intended to head off the Oregon Short line, by which latter road tho Union Pacific is now carrying freight to and from this city. At present the Southern Pacific company is powerless to fight for business of the northern territory, but it has projected a line which it will now make haste to build, and which will again give it a fair share of this desirable traffic. This branch is to leave the Cali fornia and Oregon road at or near Fort Scott, in northern California, and is to run northeasterly through eastern Oregon to a junction with the Northern Pacific at a point not yet determined on.
