Beecher, cus tom house agent, who had in charge two white men and a Chinaman captured by the cutter while crossing from Victoria to the United States. The prisoners were turned- over to United States marshal Hamilton, who took them in charge and escorted them to the district court room, where a preliminary examination was had before chief justice Jones. Cus toms officer Brister appeared and testified that he left Port Town send on the cutter about 8 o'clock in the evening for down the Sound on official business. The night was bright moolight, and when near Smith's Island about 10 o'clock, discovered a sloop or fish ing boat about half a mile from Smith's Island light house. Being suspicious of her, he ran towards her, and as they drew near the boat could see two men on deck. When hailed and asked what they had on board, the man in com mand said "Chinamen." The sloop was then boarded and mm Chinamen found stowed be low her decks. The sloop was taken to Port Townsend and the prisoners brought here. The testimony of the lieutenant of the cutter, John E. Lutz, was the same. The Chinamen refused lo talk, although one of them, who was apparently a leader, gave his name as Ah Hen. He could speak a little English and gave the name of his friends. He acknowledged that they came from China to Vic toria and were going to the United States. The two white men told their story without any apparent attempt at concealment, claiming that they were poor fishermen living in Vic toria, and that this was their first offense. The spokesman said he was accosted in Victoria by a nice ly dressed Chinaman who wished him to bring them over to Seattle, and offered him $10 per head. He raised the offer to 20, at which price he agreed to bring them. He then got another man, hired a sloop from another, on con dition that an even divide of the proceeds should be made, or SOO each. The men gave their names as Michol Peter and Gustai:u Nicholas. The latter has a wife and child in Victoria. They were held in the sum of 100 each to appear before the August term of court to be held here. Marshal Hamilton took them to the gov ernment penitentiary at McNeil's island, but cannot tell what he will do with the Chinamen until he confers with attorney-general Garland. If their friends pay a per capita tax of $n0 they will be returned to Victoria immediately; if not paid there, the government will have them in their hands. It is evident that there is considera ble smuggling of "the heathen Chinese" across the border at the present time, but it is done in a very careful and round-about man ner. This is the first capture of the season, and will probably lead to more if the officers exercise due vigilance. Breaking Down and Building Up. Dement & Co. What Senator Dolpli Thinks. Senator J. N. Dolph has re turned to Oregon. Being asked last Wednesday, by an Oregonian reporter, "What, in your opinion, are. the chances of securing a good appropriation for river and harbor improvements at the next session of congress?" the senator said: "I think there is no doubt of a liberal appropriation. I think if, at the last session, the president had vetoed the bill promptly, con gress would have passed it over his head. As amended by the senate, the bill was unobjectiona ble. As it came from the house, it was too one-sided. The appro priations for fifteen southern states, including the lower Missis sippi, were about one-half of the entire appropriations contained in the bill. Practically, fifteen south ern states were to receive as much as all the remainder of the coun try. The changes made by the senate were mainly to correct these inequalities. There was no appro priation for any work that had not been recommended by the chief of engineers and the war department. Really there was no good reason why the bill should not have be come a law. Our delegation was keenty disappointed, because by united efforts we had secured something like Oregon's share."
