Stoney, of Uie navy, who achieved a reputation as an Arctic explorer, assumed charge of the hydrographic office in this city this morning, The detail is for three 3ears. Lieut. Milton's administration o affairs has been satisfactory and efficient from the time he estab lished the office three years ago. lie will probably be ordered east. The rules of the department do not permit of the same officer be ing kept at one station longer than three years. Lieutenant Milton has just completed his annual re port to the chief hydrographer. The extraordinary number of disasters during the year and the frightful loss of life and property on the Vancouver coast and off Cape Flattery are made the subject of a special action. The disasters occurred mainly during heavy southwest and southeast gales, and some of them, it is thought, were due to captain's avoidance of the Vancouver coast. Sailing directions for Clayoquot and Barclay sound should be pro vided, and property might be saved. During the storm of April 1st bark Elsinor found a refuge in Barclay sound, while the St. Ste 2)hot, not knowing the coast, foun dered with all hands. The report closes with a tabulated statement of the routine work of the vpar. It will soon be dangerous to go into the country after dark for fear of getting: tangled up in one or more of the many surveyed rail road lines.
