The counoil of the Russian em pire has just decided upon an en Aterprise that will doubtless prove Tftlie greatest undertaking of the twentieth century: the construc , . tion of a railroad from Petersburg sTto Pekin. , ' This . tremendous enterprise is Sc J?ot, of course, entered upon for the TeneBt of the traveling public. Sate and trade reasons are the V- only ones that have suggested it. cBussia wishes to be able to carry out its pet scheme of Asian con- quest more readily, and also to di- vert the current of commerce now llowing towards the Pacific, and which the British are endeavoring to turn towards Burmah, and the French towards Tonquin in the di rection of Siberia, the Ural and 'Russia in Europe. Siberia is pro vided with enormous rivers, all v navigable, and already traversed by quite a fleet of steam crafts. It is to connect these silent hyrh.r open tojigxiff"1 ' , 0-uon for nearly ..,.-muds of the year that the first sections of this immense line of railroad will be laid. The news of this decision on the part of the council is said to have already caused the greatest ex citement among the Siberians. The cities are vying with each other in offers of money and other inducements to secure the con struction of the road through their territorial limits, and thus secure for. them permanent prosperity. The expense of building such a line will be less than might at first be supposed. No land will have to be purchased, labor is what may be termed "dirt cheap," and in some localities the cities have offered to pay the navvies, while the country is so flat that no costly engineering works will be neces sary. Besides, mines abound in Siberia, and iron is abundant. The labor of Russian exiles can be utilized in the great work, and Chinese help will also be readily obtainable. In short, the con struction of such a line of railway will present far fewer serious ob structions than were encountered in laying the iron bands that unite the Atlantic and Pacifio slopes of the American continent. The Southern Pacifio comnanv will booh nut on a line of steam ere of its own between hero end the Columbia river and Paget Sound. This is believed in railroad ciroles to be the key by which the future plans of the Southern Pacific company may be predicted. No one acquainted with the railroad situation along the coast, and the intense rivalry between all of the American lines for business, together with the rapid and bold struggles of the Canadian Pacific, thinks for one moment that the Southern Pacifio secured the Oregon and California road merely with a view of reaching only Portland, no matter how valuable such a point may be to the company. That the Southern Pacifio company will eventually extend its line to Paget Sound seems to those who are best posted on the railroad situation to be a foregone conclusion. They also say that the road could scarcely Ignore the advantages offered by the route to Astoria. The establishing of the proposed line of steamers to the Columbia river and the Sound is understood by well informed railroad men as simply a temporary ar rangement, and will be maintained only until the railroad is extended. It is also considered an indication that there was a sound basis for the report which leaked out about the branch road from Forest Grove to Astoria. Sax FaAKCisoo, June SO.
