FOREIGN FINANCES.
It has long been the custom in
Europe to ridicule American ideas
of national finance, and to swear
at our notions as crudo and un
scientific. We have been called
tyros and schoolboys, theorists and
experimenters, blunderers and
idiots, and all sorts of calamities
have been predicted for us; but
all toe while we have been getting
richer . and "more powerful, estab
lishing our credit on a firmer basis
and reducing our debt in a manner
unparallelled in the history of the
world.
But how is it abroad, in those
countries where the masters of
financial science are at the head of
affairs? How do the results of
their purely scientific methods
compare with our honest, though
blundering attempts to carry on
tne government on a sound hnan
cial basis? Let us see.
In 1886 Germany ran behind
$12,500,000; Austria-Hungary has
a standing deficiency of $16,250,
000; Russia is trying to find a
balance on the wrong side of her
ledger of about $50,000,000;
France is going behind about $20,
000,000 each year, and Great
Britain manages to make income
and outgo about balance only by
stopping payments on its national
debt. The United States has a
surplus of $100,000,000 and up
ward every year, and that with
lighter taxation by far than any of
the European nations mentioned.
There must be some good points
in our clumsy financiering, even if
it does not correspond to the rules
fulminated in the older countries.
The difference between legis
lating for a rich and prosperous
nation and for one where every
thing must be strained to make
both ends meet is exemplied
by the action of the recent
congress of the United States,
and the action and Der-
plexities of the reichstag of Ger
many. Congress was trying in
every legitimate way to ' get
rid of the surplus and to
prevent the treasury from over
, . flowing. Germany is straining
every nerve to increase the reve
nue of the government without
making individual burdens too
heavy to be borne. We are suf
fering from too much money, they
.from too little.
It is just the same in England
and France. Every item of the
budget is scrutinized and exam
ined, turned this way and that, de
bated and discussed, to see whether
a little more revenue cannot be
squeezed out of this or that with
out entirely destroying the source
of such revenue. Straw after straw
is piled upon the back of the pa
tient camel, while the leaders of
.the caravan stand anxiously by lest
the proverbial last straw shall be
added and the poor animal sink
beneath his load. '
We presume that governments
are like other kinds of business. It
is & good deal easier to conduct a
business where a stock is paid for,
credit is excellent and there is a
comfortable balance in the bank
than where the firm is expecting
w the arrival of the sheriff, or is i.y
ing kites all the time, and is
stretohing its credit to the utmost.
The business of the former mav
not have the style or finish of the
latter, but it hardly lies in the
mouth of a bankrupt storekeeper
to tell his well-to-do neighbor that
he knows nothing about the prin
ciples of business and that his
methods are crude and unscientific.
The test of the value of a method
is success, and when the "Rnrnnoor. !
nations succeed in doing finan
cially what we have done and are
doing, it will be time for them to tell
us that we should take lessons in
finance from them.
FOREIGN SALHON SHIPMENTS.
The outgoing San Francisco steam
ertook 300 cases salmon yesterday,
190 sacks oysters, and a large quan-

Columbia river have fallen off greatly

learned much of interest regarding
the country through which tho east
ern extension of the road would pass,
and with which he is thoroughly
acquainted. He says that the road

marts of the world. He says, too,
