The queen this afternoon accorded United States Minister Phelps a private audience at Buckingham palace for the purpose of allowing him to present Prpsident Cleveland's compliments. The queen's de meanor towards him was most cor dial. She expressed the warmest thanks for the president's congrat ulations. Minister Phelps delivered to the queen an autograph letter from the president, which was sealed. The queen received Phelps in a small room, and not in one of the state departments. Only the Duke of Con naught and Lord Salisbury were present. Her majesty ex pressed her sense of .the kind feel ing always manifested toward her by the American people. Other diplomats carrying congratulations were received after the customary form. Vienna, June 20. The Official Gazette to-morrow will contain an article on the jubilee of Queen Victoria, which will say: "Millions of voices throughout her world wide empire will extol the queen ly, womanly, virtuous Viotoria. The day marks a long epoch in the political welfare of her realm. The whole world sympathizes with the festival, for the fame of the queen's blessed rule reaches-every quarter of the globe. This sym pathy is most cordially shared in by the Austriaa sovereign. The virtues of Victoria throughout the whole of her life recall those of our own great empress, Maria Theresa. Both went through life showering blessings around, and both were revered by their people. The memory of Victoria, like that of Maria Theresa, will be blest as long as history exists." St. Petersburg, June 20. Rus sian newspapers, commenting on Queen Victoria's jubilee, say that the British people's love for their queen is merited by the internal reforms and improvements in the condition of the masses, which have been effected? in Engjand during the fifty years of her riile. Some of the papers take occasion to ex press regret that the relations be tween Russia and England are not better, and hope they l improve, and the two nationsbtcome sin cerely friendly. Cork, June 20. Some houses in this city were illuminated and decorated this evening in honor of the queens jubilee. A crowd smashed all the windows, shouting "To h 1 with the queen!" and cheering for Parnell. The police, who were pelted with stones, charged and dispersed the mob. A new reporter had joined the staff. He was writing up his first as signment, which was tqe resusci tation of a half frowned woman. The city editor looked . over the scribbler's shoulder, and this is what he read: "The fair form lay on the dock, and her short pants " "lut, tut, young man," said the city editor, "none of your Zola realism not on this great religious daily; drop that pants business." The new re porter smiled softly and wrote en: "And her short pants for breath showed that consciousness was re turning." It is stated now as a fact that the con tract has been signed by the Span ish government and the Marquis de Campo, whereby a steamship line around the world is promised at once. The home port is to be Santandor, Spain. The contract is for twenty years, two years' notice of cancelation by either party be ing necessary. The steamers are to be of the best quality of iron or steel, and of 400 tons burden. A subsidy is promised by the Span ish government, which also agrees to pay tolls when the Panama ca nal is used. Thirty-six trips a year are contracted for from San tandor to New York and Vera Cruz. There will be two routes from Panama one to Valparaiso and one to San Francisco. There will be a line between New York, New prieans and Aspinwall. There will also be a line from Ha vana to New Orleans, one from Havana to Savannah, Ga., Balti more and Philadelphia, and will compete with lines running be tween New York, Boston and Que bec. There are also lines to be run to China, Japan, Australia, the east coast of Africa and Buenos Ayres in South America. TfYvo2.
