It is instructive, in view of the present vigorous propaganda of Mr. George's land theories, to mark some facts in connection with land ownership among the Indians which have lately been brought to public notice One of the points which the friends of Indian civilization have worked hardest to secure is the al lotment of lands in severalty, which congress has now com manded. This simply means se curing to the Indians the privilege of individual ownership of land, instead of the system of tribal ownershiphithertoprevalentamong them. The abuses of that system are very strongly depicted in the last report of Indian Commissioner Atkins. He says: At present the rich Indians who cul tivate tribal lands pay no rent to the poorer and more unfortunate of their race, although they are equal owners of the soil. The rich men have too large homesteads, and control many times more than their share of the land. It will not do to say, as the wealthv and influential leaders of the nation contend, that their system of laws gives to every individual mem ber of the tribe equal facilities to be independent, and equal opportunity to possess himself of a homestead. Already the rich and choico lands are appropriated by those most enterpris ing and self-seeking. A considerable number of Indians have in cultivation farms exceeding 1,000 acres in extent, and still a larger number are cultiva ting between 500 and 1,000 acres. In theory the lands are held in common under the tribal relation, and are equally owned by each member of the tribe, but in point of fact they are simplv held in the grasping hand of moneyed monopolists and powerful and influential leaders and politicians, who pay no rental to the other mem bers of the tribe, who, under their tribal ownership in common, have equal rights with the occupants. The whole Indian territory con tains over 44,000,000 acres of land, with a population of a little less than S0,000. Allowing four persons to a family, this would make at the most 20,000 iamilies. To give each family a homestead of 160 acres would take considera bly less than one-eleventh of the land in the territory, leaving over 40,000,000 acres open to white set tlement and civilization. This land, being recognized as the property of the Indians, could be bought from them by the govern ment. The proceeds of such sale, it is calculated, would give each of them a' handsome independent income aside from their larms. At present, vast areas are leased by the Indians, without authority of law, to ranchmen, and are occupied by cattle. Secretary Lamar de clares his intention to annul these leases and to order off the cattle, because the whole influence of the cattle kings is exerted to induce the Indians to oppose the allotment in severalty law. It is obvious, then, that the tribal ownership of land is the cause to-day among our American Indians of needless poverty, of great inequality among them sclves, and of their being victim ized by others. Now, tribal own ership of land is, in fact, if not in foim, what Mr. Georere and Dr. McGlynn are after. 1 1 is a work ing model, on a small scale, of their great invention for the aboli tion of poverty. The way it operates, as thus seen in actual practice, will hardly commend it to average judgment. The eleven months of the fiscal year, closing June 1st, have wit nessed a reduction of the national debt by 93,000,000. If the aver age be maintained for the current month, the reduction for the year will be $100,000,000. But it will be impossible to continue this policy after the present year, all the bonds redeemable at the pleasure of the government hav ing been now called in. At the same time there is a marked in crease in the revenue over last year the increase in customs receipts for May alone being 3, 000,000 and though there is like wise a larger expenditure this year than last, the final result bids fair to be a considerable enlarge ment of the surplus.
