The following letter was sent to the secretary of war by the president to-day, in regard to the disposi tion of flags captured by the Union forces durinsr the late war: ; I have to-day considered with more care than when the subject was orally presented to me,.the action of your department direct ing letters to be addressed to the governors of all the states, offer ing to return, if desired, to loyal states Union flags captured during the war of the rebellion by Con federate forces and afterwards recovered by government troops, and to Confederate states flags captured by the Union forces, all of which, for many years, have been packed in boxes and stored in cellar and attic of the war de pat tment. I am of the opinion that the return of the flags in the manner thus contemplated is hot authorized b existing law nor jus tified as an executive act. 1 re quest, therefore, that no further steps be taken in the matter, ex cept to examinp and take an in ventory of the flags, and adopt proper" methods for their preserva tion.
