The following extract from an
official'dispatch to tbe state depart
ment about the trade in American
petroleum, written bv James Rus
sell Lowell, while minister to
Spam, from Madrid, July G, 1878,
is now published for the first time.
Lowell was repeating what Senor
Silvelo, a member of the Spanish
government, had told him about
the smuggling done by Fourcarde,
a French imperter:
"One of the devices of Four
carde, which came within Silvelo's
own knowledge when in another
department of the government, is
so ingenious and amusing as to be
worth recounting. The French
man's object was to smuggle pe
troleum into Madrid without pay
ing the octroi. To this end he es
tablished storehouses in the sub
urbs, and then, hiring all the lean
est and least mammal in
women that could be found, he
made good all their physical- de
fects with tin cases filled with pe
troleum, thus giving them what
Dr. Johnson would have called the
pectoral proportions of Juno.
Doubtless ho blasphemed thp un
wise parsimony of nature in deny
ing to women in general the mul
titudinous breasts displayed by
certain Hindoo idols. For some
time this seemingly milky mother
passed without question "into the
unsuspecting city and supplied
thousands of households with that
cheap enlightenment which cynics
say is worse than none. Mean
while, Fourcarde's pockets swelled
in exaot proportion to the Quaker
breastworks of the improvised wet
nurses. Could he only have been
moderate. Could he only have
bethought him in time of the ne
quid nimis. But one fatal dav ho
sent in a damsel whose contours
aroused in one of the guardians at
the gate the same emotions as
those of Maritones in the bosom of
the oarrier. "With the playful
gallantly of a superior he tapped
the object of his admiration, and
it tinkled. He had "struck oil"
unawares. Love shook his wings
and fled. Duty retired frowning,
and Fourcarde's perambulating
wells suddenly went dry."
