ASTORIA. OREGON:
SATURDAY.
MAY 21. 1687
According to the Union, ths
future of Walla depends upon ite
ability to raise an immediate 75,
000 subsidy for the Northern Pa
cific railroad to build a branch to
Wallula.
There are only eight hundred
Japanese in San Francisco; and,
of these, forty are women. The
children attend the public schools.
The adults are mainly house ser
vants, and their proficiency
much commended.
is
A sack of flour in a German
mill, falling downstairs, opened
and scattered the contents in a
cloud through the lower room,
where a burning gas flame set fire
to the dust, causing an explosion
which Hfteda part of the roof of
the mill and broke almost all the
windows.
As unsinkable lite boat, recentj
ly patented by a gentleman in
Buffalo, N.t Y., possesses some
novel features. The entire lower
part of the boat is filled with sheets
or slabs of cork, set up edgwise
and fastened together. " Above
this is a filling of rushes, set up
vertically and having their ends
rendered water-proof. Above the
cork and rushos is a water-tight
deck, which separates the lower
half of the boat from the the upoer
half, where seats are provided for
crew and passengers.
The strange and beautiful cus
tom prevailed among the ancients
of using flowors and fruits to de
note each hour of the day: the
first hour, a bouquet of full-blown
roses; the second hour, heliotrope;
the third, white roses; the fourth,
hyacinth; the fifth, some lemons;
the sixth, a bouquet of lotos; the
seventh, lupins; the eighth, some
oranges; the ninth, olive leaves;
the tenth, poplar leaves; the elev
enth, a bouquet of marigolds; the
twelfth, heartsease and violets.
And if they wished to appoint an
hour to meet any one, they would
send the emblem of that hour.
In the matter of interstate com
merce, the United States are but
one country, and are and must be
subject to one system of regula
tions, and not to a multitude of
systems; the doctrine of the free
dom of commerce, except as re
gulated by congress, is so firmly
established, that it is unnecessary
to enlarge further upon the sub
ject. And the law of Tennessee
requiring a drummer, before he
can sell goods by sample in that
state, to pay a tax and take out a
license, is unconstitutional and
void. Sabine Bobbins vs. the
Taxing District of Shelby County,
Tennessee.
San Feancisco- furnishes some
thing new in the matter of press
notices. Generally, when a negro
minstrel' or a tragedienne or a
tenor shows up in a city he, she or
it is on trial, and the question is
one of personal ability. Sara
Bernhardt, who has twice achieved
maternity while still rightfully
retaining her maiden name, is now
in San Francisco, and the papers
of that pleasant city calmly -assure
their readers that her histrionic
ability is so great that the question
is not will she suit San Francisco
theater goers, but will San Fran
oisco theater goers suit her. As
the Post deliriously puts it: uIt
is not Bernhardt, but Sari Fran
cisco that is on trial." Let us
hope in common defense of the
coast that San Francisco will be
found satisfactory to the Bern
hardt woman. It is safe to pre
sume that it tne audiences
large enough it will.

Genebal Oeders:
No. 1L f
Nineteen years ago the then commander-in-chief
of the Grand Army
of the Republic, in general orders, set
apart the 30th day of May and sug
gested that it be consecrated to the
memory of the fallen soldiers of the
Nation. This being the first Memo
rial day occurring since his death, the
commander-in-chief asks that. the elo
quent and appropriate words of Gen
eral Orders No. 11, 1868, uttered by
that illustrious soldier and beloved
comrade, John A. Iogan, be again
taken as inspiration and gnidance
for the 30th day of May. 1687.

GeSEBAIi OEDEE3, )
No. 1L y
I. The 30th day of May, 1868, is
designated for the purpose of strew
mg with, nowera or otherwise decor
ating the graves of comrades who
died in defense of their country dur
ing the late rebellion, and whose bod
ies now lie in almost every city and
village churchyard in the land. In
this observance no form of ceremony
is prescribed, but posts and comrades
will in their own way arrange such
fitting eervioes and testimonials of
respect as circumstances may permit.
We are organized, comrades, as our
Eegulations tell ub, 'for the purpose,
among other things, "of preserving
and strengthening those kind and
fraternal feelings which have bound
together the soldiers, sailors and
marines, who united to suppress the
late rebellion." What can aid more
to assure this result than cherishing
tenderly the memory of our heroic
dead, who made their breasts a barri
cade between this country and its
foes? Their soldier liveB were the
reveille of freedom to a race In
chains, and their death the tattoo of
rebellious tyranny in arms. We
should guard their graves with sa
cred vigilance. All that the conse
crated wealth and taste of the nation
can add to their adornment and secu
rity is but a fitting tribute to the
memory of her slain defenders. Let
no wanton foot tread rudely on suoh
hallowed grounds. Let pleasant
paths invite the coming and going of
reverent visitors and fond mourners.
Let no vandalism of avarice or neglect,
no ravages of time testify to the pres
ent or to the coming generations that
we have forgotten as a people the
cost of a free and undivided republic.
If other eyes grow dull, and other
hands slack, and other hearts cold in
the solemn trust, ours shall keep it
as long as the light and warmth of
life remain to us.
Let us then, at the time appointed,
gather around their saored remains
and garland the passionless mounds
above them with the choicest flowers
of springtime; let us raise above them
the dear old flag they saved from dis
honor; let us in this solemn presence
renew our pledges to aid and assist
those whom they have left among us
a saored charge upon a nation's
gratitude the soldier's and sailor's
widow and orphan.
IL It is the purpose of the commander-in-chief
to inaugurate this
observance" with the hope that it will
be kept from year to year, while a
survivor of the war remains to honor
the memory of his departed comrades.
He earnestly desires the public
press to call attention to this order,
and lend its friendly aid in bringing
it to the notice of comrades in all
parts of the country in timo for simul
taneous compliance therewith.
IIL Department commanders will
use every effort to make this order
effective.
By command of John A. Logan,
commander-in-chief.
N.F Chtpmax, Adjutant General.
By command of Lucius Fairchild,
commander-in-chief.
E. B. Gray, Adjutant General.

Pubic School Picnic.
The last day of the term in district
No. One, was one of pleasant memo
ries to all who participated in the
picnic yesterday at Smith's point
Though the morning was lowering it
gave evidence of a fine day and the
children and teachers started from
tbesohool house shortly after nine
o'clock to the picnic grounds selected
at Smith's point, where they were Vis
ited during the day by a large number
of citizens. There was no set pro
gramme, everyone enjoying himself
or herself in their own way.; Swings,
football, games, etc., whiled the morn
ning away and lunch time found ev
eryone with a hearty appetite. In the
afternoon, with the forest for a back
ground, by the shining waters of
Young's bay, there was a photograph
taken of almost the entire parfy.
Old and young enjoyed the day,
which passed off without the slight
est untoward incident to mar its
pleasures.
