'The Pisneries Question.
Ottawa, May 2. A brief dis
cussion of the fisheries question
took place" in "the house of com
mons to-night. Ellis, a New
Brunswick member, asked for. a
return of all United States vessels
from the board, which had been
warned or intimidated by the Ca
nadian "fisheries, protection fleet,
and recited a number of cases of
reported harsh treatment to Amer
ican vessels by Canadian officers.
Ae said already 120 .complaints
had been filed at "Washington
Thompson, minister of justice,
said Ellis was too flattering when
he termed American reports of ill
treatment evidence. The particu
lars Ellis had given were selections
from a number of rambling and
inaccurate statements made ag.nnst
British and colonial authorities by
persons who received a general
invitation to send in all the claims
the could possibly bring against
a nation, which, it was supposed,
would in the end have to pay a
bill of damages. It transpired
not only irom investigation of
these complaints, but subsequently
b- the admissions of some of per
sons who made these unveracious
statements that they were uttterly
without foundation, that they were
reckless, and were oftentimes
based on misapprehensions aud
want of knowledge of the circum
stances. When papers were
brought down it would bo found
that the statement of a dis
tinguished member of the govern
ment of the United States that the
Canadian fisheries laws and regu
lations had been administered with
brutality was as preposterous an
exaggeration as could be found in
the English language, loud ap
plause. Foster, minister of fishes, de
clined to bring down his instruc
tions to the protective fleet, on the
ground that it would -be detri
mental to properly carrying them
out, andraight hamper the nego
tiations in progress.

London May 2. Tlio admiralty
has advices from tho north Pacific
station to-night, and reports that
the Russian fleet in the Pacifio is
being constantly reinforced. Dur
ing the past two weeks three
steam schooners partly armored,
one ironclad and several dispatch
vessels " and torpedoes, have ar
rived, together with two troop
ships, each bringing one battalion
at full war strength. The British
fleet in the north 'Pacific is about
to bo strengthened by the addi
tion of ships of a more powerful
type than those at present on the
stations.

High Water Predicted.
"Old Mountaineer," writing to
the Walla Walla Statesman of
April 30, says: There are from
six to eighteen feet of snow on the
high ranges along Snake and Co
lumbia rivers. There are Irom
three to twelve feet of snow on
the entire forest line of the Blue
range, and the weather has been
cold thereon for one month past;
so that the rise o the Snake river
has been delayed one month there
by. The usual June rise of both
Snake and Columbia rivers will
take place at the first warm moon,
and wet or rainy weather prevail
in May "A wet Easter, a rainy
spring," an old truism based on
meteorological facts well authen
ticated. It is the general belief
of all old river and mountain men
that the spring of 1887 will pro
duce" the greatest floods ever
known in the Snake and Columbia
rivers. Both will rise together
and the chances for low river
towns are not very flattering to
permanency, unless built upon a
raft and anchored to a fir forest.
This is no sensation article, but a
forecast of flood-formed facts.
Judga R. E. Bybee, of Port
land, publishes- a letter in which
he charges the officers in charge of
the work at the Cascades locks
with being in collusion with rail
road managers in delaying the
important improvements at that
point. Ho says that 1,000,000
has been spent on the work, for
which there is scarcely anything to
show, and adds that, one of the
roost successful contractors in the
state offers to contract to finish
the locks now for 500,000, and
would have contracted for the
whole work for 600,000 at its
commencement.
