When to Shoot.
It is an ordinary affair in coun
try life for a farmer to discharge a
shotgun at tret-passers, and he
seems to be unaware of the fact
that he can he convicted of mur
der in ca&e the shot proves fatal.

because you have a right to infer
that the burglar or highwayman is
armed and wilj shoot you, and be
cause vou cannot escape. But
you have no right to shoot the
thief whom you may detect in
leaving your hail with your over
coat, nor tho pickpocket whom
you catch with his hand in your
pocket. The, principle upon which
the law is founded is obvious.
You have a moral and legal right
to defend your life or the life of a
fellow being, but you have no.
right to be the judge and execu
tioner in the case of a misdemean
or or felony. Tho courts exist for
the purpose of punishing the
crimes of housebreaking, felony,
thieving and fruit stealing, and
when ou presume to punish them
you are rightly- amenable to the
law. If it were not for some such
provision societ' would -fall into
chaos.

Common Council propose to order the
improvement of Concomiy street in the
city oi Astoria, Clatsop countyj Oregon,
as laid out and recorded by John ac
Clurc from the west side of Main street
to the western end of said Concomly
street, by raising that portion from
Washington street to the western end of
Concomly street to Its established grade
and by planking the same to a width of
twenty feet through the center thereof,
and by building a side walk on the
north side thereof, and by planking
thatportion between Washington and
Main streets to its full width, and by
building side walks on both sides there
of, and unless a remonstrance signed by
the owners of two thirds of the proper
ty adjacent to said portion of said
street oe filed with the Auditor and
Police judge, within ten day? of 'the
final publication of this notice, viz:
Tuesday, May 10th, 1887, the Common
Council will order said improvement to
be made.

NOTICE is herebv given that the
Common Council of the city of Aston a,
Clatsop county, Oregon, propose to
order the Improvement of "that portion
of Cedar street in the city of Astoria,
Clatsop county, Oregon, as laid out and
recorded by J. M. Shively from the east
side of "West Cth street to the east side
of Salmon street, by replacing all miss
ing piles with new ones, and by re
placing all defective stringers with new
and sound ones, and planking said
portion of of said street to a width of
thirty feet through the center thereof
with new and sound fir planks four
inches in thickness, said improvement
to bo made to the established grade of
said, portion of said street, and
unless a remonstrance signed by
the owners of two thirds of the prop
ty adjacent to said portion of said street
be filed with: tho Auditor and Police
Judge within ten days of the -final
pubiieation of this notice, viz: Tuesday,
May 10th, 1837, the Common Council
will order said improvement to be
made.
