The members of the immigra
tion board, including the secretary,
have resigned. They suggest to
the governor the advisability of
continuing the organization, which
is a state necessity.

The statement of county finan
ces, published elsewhere is. a mat
ter of interest to every taxpayer
in the county. There is now a
balance in the general fund of
$23,694.91,whih is to be paid out
on the redemption of county war
rants issued prior to July 1st,
1886.
We are not always consistent in
the treatment of nuisances. The
person who dumps garbage on
your premises, or is responsible for
a condition of things which is
prejudicial.to the public health, is
amenable to law; but the man who
thrusts a newspaper reeking with
the purient details of crime' into
the family circle, is not molested.
The New York Commercial
Advertiser says: "Between Amer
icans born here and Americans
born abroad, there should be no
unnecessary distinctions, so long
as both are really and truly Amer
icans; but the doctrine that Amer
ica is for Americans native and
naturalized is sound doctrine,
and it should be enfqrced by all
the power there is in sentiment and
law."

journal has a right to invade the
sanctity of the home of any man,
be he .private citizen or public
officer. No journalist has a right
to use-" the columns of a newspaper
to attack the honor of a family or
heap disgrace upon the heads of
defenceless women and children.
It is without the pale of decency,
beyond the toleration of conserva
tism, a cowardly, criminal wrong.
He who thus prostitutes the col
umn' n& controls, who thus abuses
the vanted and necessary 'liberty
of the press' should be held per
sonally accountable therefor."

The faculty of hope is some
times treated as if it were an airy,
visionary apartment in the brain,
of little practical value to people
who walk on the solid earth. But
there is no faculty which people
who walk on the solid earth find
of more valUe in helping them
over its ups and downs. The
sangftiiife man is the man who ex
pects success. The great majority
of people have little heart to work
for things which they do not ex
pect "to see realized. The hope
stimulates the will power. It dif
fuses its geniality over the whole
man. Is is a light which warms
as well as cheers.
Says the Telegram: The rail
roads are taking every possible
advantage of the interstate com
merce law. -Even employes find
it much harder to obtain passes
over the roads for which they
work than formerly, and in some
instances they do not get them at
all. The O. R. .& N. company
have taken to 'issuing their em
ployes half xate checks for tickets
and other roads will probably do
likewise. One employe who
grumbled at this vvas told that
under a strict interpretation of the
law the officers themselves would
have to buy tickets over their own
roads, A large sized grain of salt
goes with this story, however.
Drummers -and theatrical people
are the ones who will fare the
worst under the provisions ot the
new law. It had become quite
customary for all roads and trans
portation lines to grant these
people not only special rates but
also to permit them to carry a
large excess of baggage over the
usual amount allowed, thus saving
another big item of expense.
This is no longer permitted.
Large companies of actors will,
however, probably be able to ob
tain rates under the section of the
law which provided for excursion
parties.

meeting of Capital Engine company,
held to-night, it was, upon motion.
decided after a warm disenssion to
withdraw from- the state firemen's
association. The.attendance at the
meeting was ver. large, and the mo
tion was earned by a majority of two.
A protest Against the action of the
company was entered on the minutes
by some of those voting in the minor
ity. The Capitals were for three sea
sons champions in the hose race,
