Looking over the files of The Astoriax, from 1878 to date, -we find through all these years the same suggestion, iterated and re iterated, repeated till fear oi being tiresome has often deterred further editorial enunciation that the main requisite in this county, in this section of the northwest, is to what? Sit around and wait for "capital?" Expect outside aid? Supinely slumber? No; but to DEYELor OUR RESOURCES. This idea never needed more practical emphasis than now. So long as we neglect our resources, so long we will be neglected. We of Clatsop county have an empire, rich in all that makes an empire great; uncqualed in situa tion and natural surroundings, but wo are distanced by less favorably sittaued, less naturally endowed communities. Organization, effort, development, are needed. No su periority of natural advantage will take the place of effort. All this has been often said by The Astorian andjacquiesced in by all concerned, and it contin ues to be repeated because it can not bo improved. It is trite, but as true as trite. Speculating on the probable re sults of a railroad, etc., is well enough, but the surest way to build a railroad to or from Astoria is to make it worth while for a rail road to come here. "With a prop erly improved bar Astoria needs no raiiroad; even as it is, Astoria stands in about as little need of a railroad as any other one com munity in the country, but rail roads are, in these days, as essen tial a factor in a town as light or streets or waterworks. Railroads, however, are in some cases more results than they are causes. There are things of more present need in Astoria than a railroad. One of them is a little stir, a little realization of the im mensity of our natural wealth, and the desirability of developing it. Catching salmon and shipping sailors are fully developed indus tries: there are others more in timately connected with the material growth of the city and county that are not receiving the attention their importance de mands. CLEVELAND AND ST. PATRICK. St. Patrick was born in 387, 1,500 years ago. The old song tells us "St. Patrick was a gentle man," a generally accepted state ment. Cleveland's birthday comes to-morrow. lie was born 1,450 years after St Patrick. St. Patrick was born in France;. Cleveland was born in New Jersey. There are other points of difference be tween the two. Ilistory lauds St. Patrick as being a great success, and though 1,500 years have passed since I: eland's missionary saint was" born, millions still cel ebrate his memory. He died March 17th, 1G5. IIe never vetoed any river and harbor appropriations and was a true friend to his country. A good many believe that between St. Patrick andCleveland, the former is the better man of the two. He is oertainly the most popular. St. Patrick was 78 years old when he died: Cleveland will be 50 years old to-morrow. Half a century of life teaches a good many things to most men. It has failed to teach our chief executive that he serves his part' best who serves his coun try best, a lesson learned by Ire land's patron saint in his extremest youth. Ts 18G5, France, Italy, Belgium and Switzerland, formed a com- bination that was known as the Latin union. They entered into an agreement by which the amount of silver to be coined yearly was fixed for each member of the union. The coinage of all the countries was jof like character, and to be received without dis count throughout the union on public and private account. Greece pined the union in 186S, Spain in 1871, and subsequently bervia and Roumania also became members. Some of the South American states also use the Latin union coinage. Spain alone, of the countries of the union, coins a gold piece not used by the others. The unit of coinage in the Latin union is the franc; it has different names elsewhere, as in Italy, the lira; in Servia, the dinar; in Spain, the peseta, but the value is always the same. The perfect decimal system of France is also used, and the convenience of the coinage has led to its wide adoption. It is the most widely circulated coinage system in Europe, being used by about 148,000,000 of people. The system is theoretically a double standard one, with a ratio of lol to 1; but the states of the union, in 1874, by mutual consent, prac tically suspended the coinage of silver, thus producing what is called a "limping standard." - - ' As army officer says that small as our army is, there is an excess ive percentage of desertion from it, although the men are far better fed.and paid than any soldiers in the world. The reason is that a great number of men enlist for the purpose of being-sent west and then deserting. This class is very large and exceeding hard to deal with, as it is next to impossible to apprehend them owing to the gen eral feeling throughout the moun tain regions that they have escaped from a kind of slavery. Another class liable to desert consists of young men of good family who have become dissipated and en listed in a moment of despair. But the strangest class is that of the chronic deserters. These men enlist, desert and then enlist again. Some men enlist.to escape intoler able blackmail. Member of the Oregon legisla ture receive $3 per day. Members of the California legislature receive $8 per Any. Members of congress get 5,000 per year. Members of the British parliament get no pay. Norway pays her legislators 3 per day for twelve weeks' work. Spain pays no salary. Portugal pays her law-makers 8335 per year. France pays hers 1,700 per an num. Sweden pays members of her diet 328 per year. Italy pays nothing but free passes to travel. Switzerland pays her law makers 2.50 per day. Members of the Belgian chambers get G.70 per day. A Greek senator gets 1,200, a representative G00 a year. Germany pays her legislators $2.25 per day, and Austria 5.
