of the city of Astoria, Clatsop county,
Oregon, and which ordinance passed
the Common Council on the 8th day of
February, 3887, and was approved on
the flth day ofi February 3887, for the
improvement of West Ninth street in the
city of Astoria as laid out and recorded
by J. M. Shively from the nortii side ot
Water street to the south side of Wail
street as provided by ordinance No. !fi7,
which ordinance passed the Common
Council on the 2oth day of .January,
1887' and was approved on the 2Gth day

An Opinion on Prohibition.
Astoria, March 9th, 1887.
Editor Asterian:
In your issue of this morning I
notice, what senator Inalls has to
say about the result of prohibition
in Kansas. Let us see what oth
ers say about it.
John A. Martin, Governor of
Kansas, says in his animal message:
"Truly intemperance is decreas
ing in Kansas; drinking habits are
giving place to sobriety, and pub
lic sentiment is deepening and
strengthening in favor of whole
some and practical laws to extir
pate the open saloon, and the vice,
the crime, the poverty, the
suffering and the sorrow af which
it is the fruitful source."
And again lie sriys: "It is my
opinion that not more than one
tenth of the liquor is sold in the
state to-day that there was before
the passage of the prohibitory law."
I he Chicago JS'eics lately pub
lished the opinions of every pro
bate judge in the state of Kansas
on this subject of the effects of
prohibition. Out of fifty-five there
were fifty-two who testified that
prohibition did prohibit, crime
was greatby diminished; that taxes
were lessened, and that the peoole
were happier, more contented,
more prosperous, since prohibition
went into effect.
If prohibition is a failure m
Kansas, who sells the liquor?
Some say the drug stores sell.
Then of course we must expect to
find a great increase in the num
ber of drug stores to make up for
the deficiency in saloons. But
there is no such increase. In Kan
sas, as in Oregon, every drug store
and every saloon is compelled to
take out a United States license-
to sell liquors. Now let us com
pare Kansas with Oregon in this
respect. Tn Oregon there is one
license to every 131 souls; in Kan
sas there is one to every G0S souls.
That includes the drug stores.
How about taxes? The saloon
causes four-fifths of our crime. It
is the crime that causes our taxes
here in Clatsop county as else
where. So when we have abol
ished the saloon we reduce the
taxes, do we? Yes, that's it.
Here in Clatsop county, with
about sixty saloons, our taxes (not
including city taxes) are about $5
to 6 per capita; in prohibition
Kansas, 20 cents per capita; in
prohibition Maine they are 10
cents per capita. Prohibition
Vermont has a 10 cent tax, while
high license Illinois has a 7 per
capita tax.
Now see what Hon. Jas. G.
Blaine, of Maine, says about the
success of prohibition in that state.
He says:
"Intemperance has steadily de
creased in Maine since the first
enactment of the prohibitory law,
until now it can bo said with truth
that there is no equal number of
people in the Anglo Saxon world
among whom so small an amount
of intoxicating liquor is consumed
as amor g the 050,000 inhabitants
of Maine."
