The senate committee on the District of Columbia held a special but very short session this morning and voted to report adversely on the nomination of James M. Trot ter, of Boston, the colored man nominated to be recorder of deeds for the District of Columbia. HOUSE. On motion of Crisp, of Georsia, the rules were suspended and the senate amendments to the house joint resolution for the investiga tion of the accounts of the Pacific railroads were non-concurred in. On motion of Voorehes, of Washington territory, the senate amendments were concurred in on the biii annexing a portiou of Idaho lo Washington territory. Tin hun4 resumed considera tion of the conference report on the fisheries retaliation bill, and, after some discussion, agreed, ayes 49, noes 134, to recede from the amendments to the senate re taliatory bill. The motion Jto re consider is pending. The conferees on the Pacific railroad investigation resolution reached a complete agreement. The house conferees adopt the senate amendment, but the clause exacting a commissioner is modi fied by striking out the require ments that the commissioners be subject to confirmation by the sen ate, and so arranging the phrase ology that the president's power to appoint during recess is beyond question. The house laid upon the table the motion to reconsider the vote by which is receded from the amendments to the senate retalia tory bill. This passes the bill in the shape in which it passed th- senate. The diplomatic and consular ; propriation bill has been ngred upon in the conference. The president to-day approved the militarj' academy appropria tion bill; the regular pension ap propriation bill; the act to organize a hospital corps of the United States; the act in relation to the importation of mackerel during the spawning season. The conferees on the District of Columbia appropriation bill disa greed, and will so report Iq the house. The points at isne are in reference to schools. Canadian Pacific Steamer Line. Nkw Ytork, March 2. The Canadian Pacific railway, to which was recently chartered the Ounard steamships JParthia, Batavt'ii and Abysshi to for the Pacific trade, has arranged to start the first line from Vancouver to Japan and China ports. The Part hid will be the pioneer steamer on the line, leaving Hong Kong by way of Hiogo and Yokama for Vancouver. The vessels will run monthly until the new steamships arc built. The line will connect with the Peninsu lar, Oriental and Messageries mar itime lines in the East India trade. Washington, March 2. If it is not a declaration of independence it is the next thrtig to it. The Newfoundlanders tell the imperial government that they own their fisheries and they do not propose to pay the slightest heed to French or American interests or to brook any interference from the imperial government. The situation is so serious that both the premier and Sir Ambrose Shea, the leader of the opposition, have gone to Lon don to represent the dangerous character of the prevailing feeling in Newfoundland. The press and people are universally discussing the benefits of annexation to the United States. Anything would be better than the present state of affairs, and if annexation was sub mitted to a popular vote it would be carried by a three-fourths ma jority. England's keit.v. London, March 2. The coloni al secretary has sent a dispatch to the governor of Newfoundland in forming him that the home gov ernment does not feel justified in disregarding the strong protests of France against restrictions at this late period which are calculated to inflict great loss on French fisher men, and is therefore unable to allow the bill passed by the New foundland legislature in relation to tha fisheries to operate this sea son. The secretary says the government thoroughly under stand that the French bounties are a grave disadvantage to Brit ish fishermen, still it is iot shown that the British fisher5 es are unre inunerative.
