A Good Story About the Famous Orator.
"1 served in Bob Ingersoll's
command," said a veteran of the
Ochiltree club at the panorama of
Bull Run in "Washington the other
day, "and whenever I want to have
a good laugh, I recall in my mind
the incident connected with his
capture in Tennessee. I have
seen somewhere a cruel paragraph
to the efiect that the colonel sur-
rendered very willingly, and I
want to brand that falsehood for
what it is. A braver man I never
saw in five years of service. Ve
were scattered over a good deal of
territory, surrounding a village at
the time the colonel was taken and
cared for by the Johnnies. We
were in a skirmish at the time, and
the colonel was trying to get to a
demoralized wing of his command.
As he was passing through a series
of cattle-pens, he was surrounded
dv a lot of confederates and com
manded to surrender, but he didn't
do it worth a cent. He kept right
on running at breakneck speed.
He was not so stout then as now,
and as a pedestrian he was no
slouch. The bullets were flying
about him thicker than hail. If
he could get to another branch of
1ms command he felt that he could
rally the boys and win the fight.
A number of his men saw that he
was in imminent peril, and that if
he did not surrender he would be
killed, and they yelled at him at
the top of their voices to stop and
surrender. He heeded, but I
could see that he did &o with re
grot and disgust."
"Here is where the humor be
gan. "When the colonel stopped
he threw up his hands and shouted
out, 'Stop firing! I'll acknowledge
your old confederacy!' The
colonel was taken over to a store
for safe keeping, and he Droved
to be a great curiosity. People
flocked around him, listened to his
stories, laughed, and declared that
they were having more fun than
they ever had in their lives. rl hat
night the colonel sat around the
store till a goodly number of rebels
came in, and then began to treat
and tell yarns. Fit ally the crowd
overflowed the place and blocked
the entrance to it. Then the col
onel went outside. The bo
were all feeling well under the
potency of words and drink, and
every man, woman and child with
in the sound of his voice loved
him. Directly the colonel was
called upon to make a speech.
This is what he had been working
for, and a minute later he was on
a box and addressing a crowd
and it was a right rough crowd,too.
No lecture that the great orator
had ever delivered contained so
much that was'good in it. It fair
ly bubbled over with good will
and the' milk of human kindness.
He pictured how regretfully the
north took up arms against the
south, reminding his hearers that
they had fired the first shot in
their assault on Fort Sumpter.
Then he went off on slavery, plac
ing the poor whites before him in
place of the unfortunate blacks
a people with souls and all the in
stincts of the whites, but down
trodden for no other reason than
that they were black. He pic
tured the scene when those who
had held human souls in bondage
were called before the judgment
throne to answer for deeds done
in the flesh. It was a touching
appeal, and brought forth streams
of tears and storms of applause
from every man who had but a
few hours before shot at and cap
tured him.
"At the moment when the
most pathetic passages in his
speech were being delivered, Gen
eral Forrest, the confederate cav
alrymen whose command had
made the capture, rushed into the
crowd, all aglow with excitement,
bnt not angry, and exclaimed:
'Here, Ingersoll, stop that speech
and I'll exchange you for a gov
ernment mule.' A short time
afterward Colonel Ingersoll was
paroled. He was demoralizing the
whole of that command, and would
have had it revolting against its
commander had he been allowed
to go on for two or three days as
he had on the first day."

SENATE.
Washington, Feb. 2S. The
presiding officer of the senate pre
sented a message from the presi
dent in response to a resolution of
the senate, in reference to the
seizure and sale of the American
schooner Rebecca at Tampico, and
relating to the resignation of the
late minister of Mexico, Jackson,
and stating that he did not deem
it compatible with the peaceful in
terests of both countries to com
municate the correspondence in
cither case at present.
Brown submitted remarks on the
subject of the message and stated
the facts in connection with the
seizure of the liebecca in 1SS4.
The claim for indemnity had
dragged its slow course through
three years of diplomatic corre
spondence without our getting
redress. It was time the Ameri
can minister should make earnest
and vigorous demands for restitu
tion. f hat was the view taken on
the subject by the late minister,
Jackson, and he intimated that
that had "been one of the causes of
Jackson's resignation. Jackson
believed that American citizens
had been arrested, imprisoned and
shamefully robbed of their prop
erty in Mexican ports, that robbery
had been committed with the aid
of and by the pretended purity of
the local Mexican courts.
The presiding officer having pre
sented the naval appropriation
bill, its second reading was ob
jected to by Edmunds, who stated
his reasons for doing so. He com
plained of the great unwarranted
delay on the part of the commit
tee in sending o the senate reports
of the great S-ppropriatiorl bills,
and announced a settled determin
ation not to have them railroaded
thiough the senate. The senate
