The $300,000 Appropriation for the
Columbia Biver Bar Improve-
ment in the House.
SENATE.
Washington, Feb. 26. Tho
credentials of Reagan as senator
rom Texas, and of Bates, senator
from Tennessee, were presented
in the senate and placed on file.
Plumb, from the conference
committee on the postoflice appro
priation bill, reported disagree
ment on the subsidy action, and
moved that the senate aslc further
conference; so ordered.
The senate then proceeded to
the consideration of the consular
diplomatic appropriation bill.
Piatt inquired of Allison as to
the condition of the appropriation
bills.
Allison said only one appropria
tion bill, the army bill, had been
signed at present. The only other
appropriation bills that had passed
both houses were the pension bill
ami military academy bill. The
postoflice bill, Indian bill, sundry
civil bill and District of Columbia
bill were all in conference. The
legislative bill and the sundry civ
il bill had not been taken up for
corsideration by tho house. Re
ports of the naval bill were utider
consideration by that body, and
had been for two or three days.
It was proceeded with there with
commendable leisure, the house
having adjourned yesterdav at
-1:15 The deficiency bill had not
yet been reported to the house,
nor had the fortification bill yet
reached the senate.
Allison said that in all his service
in both houses he has never known
such a state of backwardness in
regard to appropriation bills. For
this condition of things he declares
that neither the senate nor its
committees on appropriations were
in any way responsible A mem
ber of the senate appropriation
committee declares that, in his be
lief, it will be impossible during
the remaining days of the session,
to finish the appropriation bills.
The consular and diplomatic
appropriation bill was then pro
ceeded with.
Plumb criticised tho administra
tion severely for making unfit ap
pointments, btft said he was not
unmindful of the fact that the
president had difficulty in getting
competent men in the Democratic
party and had consequently left
many Republicans in office. He
spoke in terms of ridicule of the
American minister at London, and
of his predecessor, Mr. Lowell.
He said that he was more a citizen
of the republic of letters than of
the republic of the United States.
Until some American enterprise
was got into the consular and dip
lomatic service it was just as well
to leave it in its present rut. If
not a disgrace, it was, at all events,
no credit to the American people.
It needed recasting and rebuilding
"from turret to foundation."
Call suggested sarcastically that
there was no other way to elevate
the consular and diplomatic service
except to have the senator from
Kansas elected president of tho
United States, but it so happened
that the people preferred to elect
their own choice. Mr. Plumb said
he was informed, and believed
that the present minister to En
gland habitually and systematic
all neglected his duties as minis
ter so far as they related to the
comfort, convenience and interest
of American citizens. He was in
formed, and he believed that the
American minister was practically
"a toady to tho British aristoc
racy." There ought to be some
thing of dignity of American
citizenship observed by our min
ister to England. In his judgment
neither Mr. Phelps nor Mr. Lowell
should -ever have represented tho
United States abroad. IJe would
not say that it was a disgrace that
they had represented this country,
but would say that it was a great
misfortune which ought to be re
paired by removal of the present
minister.
Merrill defended Mr. Phelps.
After a good deal of further des
ultory discussion the amendment
reported by the comraitteo on ap
pointments were all adopted (with
some others) and the senate bill
passed.
The agricultural appropriation
bill was then taken up and passed,
with some amendments.
Messages were presented from
OREGON, TUESDAY,
the president vetoing pension bills
for Anna "Wright and Sarah Ham-
riton.
Plumb, from the conference
committee on house bill to restrict
ownership of real estate in territor
les to American citizens, made a
report which was agreed to.
lloff, from the committee on li
brary, reported a bill appropriate
ing $20,000 for the completion of
a monument to Mary, the mother
of "Washington, at Fredericksburg,
Va.; passed.
Jones, of Nevada, offered a res
olution, which was adopted, call
ing on the secretary of state for a
statement of the conditions on
which the Anglo-American direct
and French cable companies were
allowed to land its cables on Amer
ican shores; also copies of all eon
tracts between those companies
and other cable and telegraph com
panies. Tie also presented the
credentials of Mr. Stewart as sen
ator from the state of Nevada;
placed on file.
Davis presented the conference
report on the Indian appropriation
bill; agreed to.
The senate bill to reimburse de
positors of the Freedmen's Sav
ing & Trust company was taken
up, discussed, amended and pass
ed; yeas 2S, nays 6.
The senate then adjourned.
HOUSE.
- Washington, Feb. 25. Wills,
of Kentucky, moved that tho rules
be suspended and the senate
amendment to the river and harbor
appropriations bill be not concur
red in. After debate the motion
was agreed to by 162 to 33.
Brasrcr. of "Wisconsin, presented
the conference report on the lull
for location and erection of a
branch soldiers' home west of the
Rooky mountains; agreed to.
The house then went into com
mittee of the whole, Mr. McCreary
in the chair, on the naval appro
priation bill.
Sayers, of Texas, offered an
amendment, appropriating $2,470,
000 for tho construction of two
swilt double steel cruisers each of
about 4,000 tons displacement,
and one swift torpedo boat. Bou
telle, of Maine, offered a substi
tute for the amendment an amend
ment appropriating $1,500,000 for
fie construction of ten steel cruis
ers and $4,800,000 for. the arma
ment of"the same. Boutelle's sub
stitute was rejected, 86 to 107, al
most a strict paity vote. Ihorna
of Illinois, moved to amend the
amendment by providing that the
vessels shall be built under con
tract and as nearly as may be in
compliance with the provisions of
the act of August 3, 18S6;" agreed
to. As thus amended the amend
ment offered by Sayers, of Texas,
was adopted, 134 to 30. On point
of order raised bv Randall, of
Pennsylvania, tho last paragraph
of the bill authorizing the transfer
of material from one bureau of
the navy department to another
was ruled from the bill. The com
mittee then rose aud reported tho
bill to the house, and the house re
affirmed (yeas 151, nays 71) the
amendment offered by Sayers and
the bill was then passed. The
house then took recess until 8
o'clock
The house went into committee
of the whole on the legislative, ex
ecutive and judicial appropriation
bills.
The reading proceeded without
interruption for nearly two hours,
when Pettibone, of Tennessee,
moved that the committee rise.
The question was put and decided
in tho negative, when Brad7 made
the point of order that no quorum
had voted. The chairraan(Springer)
decided that no quorum was ne
cessary on a motion that a com
mittee rise. Brady appealed from
the decision, but the chair refused
to entertain.
The Caldwell, I. T., Tribune
says that word comes from the
Payette section that cattle are in a
terrible condition, owing to tho
continued storms. Herds that
could not be bought for any sum
last fall are dying off at an alarm
ing rate, and the prospects now
are that the loss will bo great. A
gentleman from Snake river re
ports stock as dying over there.
