At 1 o'clock Edmunds' resolu
tion electing Ingalls president pro
tem. of the senate, to take effect
at 1 o'clock to-morrow, was called
up and adopted by a strict party
vote, the Democrats voting for
senator Harris.
Hoar's resolution, providing that
no investigation should be under
taken with England, having for its
object the change or abolition oi
existing duties under present cir
cumstances, pending retaliation,
was taken tin and discussed at
length, and finally referred to the
finance committee.
Van "Wyck then called up his
resolution providing for the' elec
tion of senators directly by the
people. J n supporting his resolu
tion Van "Wyek said the senate
was originally wanted to keep
down turbulence of democracy, and
it had succeeded in keeping down
the turbulence of the people in their
demands lor redress or grievances.
Experience was showing that legis
lature was controlled in senatoria
elections by blandishments and
lucre. The necessity for a change
is strikingly manifested by the ac
tions of the legislatures of Now
York, "West Virginia, Indiana and
Nebraska during the last month.
Corporations now ruled the roost.
He predicted that a serious crisis
was approaching the people; the
toilers will be arrayed against their
oppressors. Capital now, in de
fiance of the constitution and the
laws, can demand payment of
debts in gold only. An upheaval
of labor can be repressed by in
dictment and fine and imprison-j
ment for conspiracy. Three-1
fourths of the farms of the conn
try are mortgaged, and producers.

XOTICE is hereby given that the
assessment made by ordinance Xo. 970
of the city of Astoria, Clatsop county,
Oregon, and which ordiriance passed
the Common Council on tho Sth day of
February, 1887, and was approved on
the 9th day ofi February 18S7, for tho
improvement of West Ninth street in the
city of Astoria as laid out and recorded
by J. 31. Shively from the north side of
Water street to the south side of Wall
street as provided by ordinance No. 9G7,
which ordinance passed the Common
Council on the 2.1th daj- of January,
18S7' and was approved on the 2Gth day
of January, 1887, on each of the follow
ing described lots fronting on said por
tion of said street, is now payable at
the oflice of the city treasurer in U. S.
gold or silver coin, and unless paid
within five davs of the final publica
tion of this notice, viz: Friday. March
11th, 1S87, the Common Council will
order warrants issued for tho collection
