The senate by a vote of 35 to 5, passed the bill incorporating the Maritime Canal company of Nicaraugua. The bill specifies that the canal charges must be reasonable, not exceeding 82 50 per ton weight of cargo, or 1.25 per ton actual displacement of any steam vessel, and 1.75 per ton actual displacement of any sailing vessel. The United States is to exercise such control over the canal as is provided for by treaty with Nicaraugua and not incon sistent with any treaty obligations of the United States with other powers. If the work of construc tion is not actually commenced within four years, the franchise is to be repealed. The companT is composed of American capitalists who expect to begin operations within a short period. To-day a resolution instructing the judiciary committee to inquire into and report as the cause of de lay in resuming work on the cas cades of the Columbia river in Oregon in the fall of 1S86, was taken up. Mitchell denounced Col. Parkes' conduct in the matter, characteriz ing it as defiant and unjust. Per sonally he could say nothing against Parkes, but his official acts were subject, to universal con demnation. Conger defended Parkes, saying he was a man of wonderful famil iarity with questions connected with river and harbor improve ments. Hawley protested against the unmerciful attacks made on Parkes before a tribunal where he could not appear in his own defense. The resolution went over until to morrow. Berlin-, Feb. 22. The returns are meagre from the provinces. A careful estimate shows the gov ernment is sustained but by a bare majority. Returns are very slow coming in owing to the heavy vote cast. The streets are now crowd ed with socialists cheering Singer and other socialists. Baron Stauf fenberg, one of the center leaders, is elected for Inerth. Liberals I gain Bunselau and Altenburg. Dr. Theodore Barth, editor of the German Liberal Gazette, is elect ed.
