Mr. Adams having re ceived his training largely as one of the railroad commission estab lished by Massachusetts in 18(50, in which capacity having scarcely more power than to observe the workings of railroads and to report the same, yet was strong enough, through his ability alone, to be of great service, not only to other states, but to railroads as well, brought his experience and views gained from his standpoint as state commissioner to a practical appli cation in the management of the affairs of the Union Pacific, chang ing in many respects reprehensible methods theretofore in practice and exercising a decisive influ ence on other connecting roads. It would be fortunate for Oregon if such a man could control a continuous line fron Portland or Astoria (for if this lease is au thorized the road will undoubtedly, and of necessity, be extended to Astoria) to Omaha, for it would be an earnest that tho entire inter ests of the State, so far as a jus' and wie administration could af fect them, would be guarded against any disadvantages which San Francisco and Puget sound now, or may hereafter, obtain through the influence of the Southern Pacific and Northern Pacific respectiv.;ly.
