The Mail says "It i3 unfortunate for Canadian interests tbat the general elections should be in progress when our American neighbors are legislating against us. it is true the bellicose speeches delivered in the United States senate the other day need not be taken seriously. Never theless, it is abundantly evident from the better class of American journals, that our neighbors are determined to adopt a spirited for eign policy. In plain English, to steal our fish and punish us if we attempt to prevent them. We suffer from American prejudice against England, and from En gland's unwillingness and inabili ty to make our cause her own; and betwixt the two it will be a mira cle if we are not shorn. The for eign office will make n show of protecting our rights, but the cap ital consideration with Lord Salis bury will not be ihe justice of our own case, but the necessity for maintaining cordial relations with the United States. The power to suspend intercourse, which is to be vested in the president by tne Edmunds and Belmont bills, is to prevent our ships from entering American ports and to stop our railroad cats and locomotives at international points, and is merely what the Americans themselvos call a bluff. By bluffing, our neighbors have in the past man aged to cheat us out of whole sea boards and territories. Como what ma, this time wo trust the Cana dian and imperial authorities will press for something approaching a permanent solution ot the ques tion, so that we may know exactly where we stand." The Cabinet Divided. Washington, Jan. 27. There is a serious difference of opinion in the cabinet over the Edmunds fisheries resolntion. The presi dent and Secretary Manning are on one side in support of the sen ate's action, and Secretary Bayard is rather inclined toward the adop tion of more pacific measures. From present indications it looks as though Secretary Bayard had the" advantage of the president and Secretary Manning, and he ha quietly gone to work and cap tured the foreign affairs comnuttfe of the house by urging them to kill the Edmunds resolution. It is understood that the committee will report neither the Edmunds nor the Belmont resolution, but that they will come in with some compromise measure, which will be satisfactory to Secretary Bay ard. Philadelphia, Jan. 27. The Times' Washington special says: Senator-elect Hiscock has been in close conference with a few prom inent Republicans of the house, and has startled them with the emphatic announcement that Blaine has not only formally an nounced himself to certain leaders n New York as a candidate for the presidential nomination, but, with the consent and co-operation of those gentlemen had already commenced the work ot securing the New York delegation, sena tor Hiscock admitted substantially that his own election is due to friends working upon the sup porters of Morton, with that gen tleman's assent, and by arrange ment with them bad restored harmony in the Republican party which would insure the carrying of the Empire state for Blaine. Among the affidavits secured by Special Agent Shackleford bearing on swamp land matters is one made by S. T. Richardson, a lawyer at Salem, on the 18th of last October. The affidavit recites that during the session of the state legislature held in 1885, he was appointed law clerk by the joint committee of the legislature on public lands, to assist them in-investigating the management of swamp lands in Oregon. That while so employed he marked on a map the filings in which H. C. Owen appeared by the records to be interested, either as the original claimant or grantee, and that said filings as near as he can recollect, afnrrep-ateti auout 13.000.000 acres. Affiant States! that a report of said committee was prepared to be submitted to said legislature, but for some rea son unknown to him the report was suppressed. After the prep aration of said map affiant ascer tained that it would be impossible to enter on the same the filings of other swamp land claimants con flicting with Owen's filing-, and thereupon he, Richardson, made abstracts of the swamp land filings, specifically showing the conflicting claims of the respective parties, which abstracts wore taken in charr3 by said c;i: uitte, and whe.v they now are .iffiant know eth not. The affida it recites that the filings of Owen were as a rule made by successions of townships in a lump or br natural monu ments, without respect to the legal subdivisions of the survey. lrFr.AMMATIOjr OF KEYS.
