Ges. TVm. B. Hazen, the chief
officer of the United States signal
servce,-died in Washington last
Sunday evening. He succeeded
Gen. Albert Meyer, "Old Proba
bilities," several years ago, and
was a good officer, keeping that
important branch of the public
service to a high degree of cffi
ciency.

criminal courts of this country
have jurisdiction in cases of murder-on
board foreign vessels while
aajd vessels-are in American ports.
This decision was in the caso of
the king of Belgians, through his
consul af New York, against the
keeper of the jail of Hudson coun-ty.N.J-
The blowing up of a wrocked
Bceooner loaded with giant powder,
near San Francisco last Saturday,
is something unique in the way
of startling incidents. The schoon
er was bound for Astoria, and our
readers will probably agree with
us that it was preferable to have
the .explosion occur near San Fran
cisco than closer home. A good
many steamers and schooners cross
the bar-with giant powder in their
hold1?, and. fortunately, in safety.
JOURNALISM.
A scliool of journalism? Hum, yes.
But by the midnight fire and the
murder in tne slums; beside the po
lice justice; in the divorce court; with
the rummiest politician and at the
ball.of-my lady; between the wheels
of trade and the roar of a thousand
industries; wherever man is at his
best or worst, where he worships
God aud courts the devil, there is
journalism's kindergarted, there yon
will learn its alphabet. For what is
journalism? The lesson of to-morrow
in the story of to-day. Chicago

Those are first lessons, truly, but
therwill not begin to make a jour
nalist unless there is a something be
hind it all. The doctor may lose his
patient and charge the result to the
mysterious decrees of Providence; a
clergyman may fail to convert souls
and,;harge it to the overmastering, in
herent fiepravity of. the human heart;
a lawyer may lose cases and explain
it to his clients that the result is due
to the bias of the judge or the prej
udices and stupidity of the jury;
but.a journalist has no defense. He
muBt generally be right; he must tell
the truth for truth's sake; he must
forget that he has personal enemies;
he must keep his hand closed against
bribes j. he must merge himself into
his work as the actor merges him
self into a character, until the readers
no more think of the man but of the
paper. There muBt be a love for the
work and a pride in it, and everybody
connected must-work together with a
common" -desire, not for personal ad
vertisements, but for the pood and
the glory of tho journal. It there is
a failure in this; if there is any fraud
about-it; any disposition to deceive
the people, the weakness and the
fraud will shine out through the
typ&nlicl'an the public will see it,
and while tbeywitl forgive the doc
tor who loses patients, the lawyer
who loses cages' and .the minister who
loses souls, there is no forgive
ness for the newspaper that jsbuilded
by bhrrgling at- dishonest aiecbinicB.

branch railroad connecting it with
the O & C.
The Oregon Oitv Woolen Mills em

Geo. Eodgers, editor of the Salem
Lance has been arrested for alleged
libel of O. T. Porter, editor of the
Albany Bulletin.
Everding, Farrell & Co. are going
to build a $50,000 salmon and fruit
cannery at the mouth of Five Mile
creek, on the Dalles.
Senator Mitchell, has introduced a
bill appropriating S25,000, for the im
provement of the TJmpqua river from
Elkton to the mouth.
The Oregon Pacific railroad has
bought two steamers, the Eastern
Oregon and the Willamette Valley.
They will leave New York for Yaquina,
where they will arrive the middle of
March.
Wallis Nash, of the O. P., says the
material is afloat and that during the
ensuing twelve months the road will
be extended eastward 140 miles,-which
would take it nearlv to Grant coun
ty. A reward $5,000 is offered by A. E.
Eaton for the apprehension and con
viction of the murderer or murderers
of Willis Skiff, on North Powder, in
Union county. One thousand dol
larsadditional is offered bv the coun
ty. A genuine silver-tipped grizzly bear
was killed in the Blue mountains,
near Heppner, recently, which
weighed a thousand pounds, and
measured eighteen feet from tip to
tip and eighteen inches between the
ears.
There is a project being discussed
in The Dalles to bridge the Columbia
river at a point about iive miles above
The Dalles, where it is claimed that
the span would not necessarily be
more than 200 feet long, aud that the
bridge could be built for about $20,
