Lord Penzance advocates the policy in a contro versial article in the Nineteenth Century i and severely condemns what he terms the "idolatry of free trade." Mr. Boyd, in the Nation al Review also demands the adop tion of such a system as soon as possible. In the meantime allevi ation for the evils of the trade de pression may be secured by a reasonable combination among employers to regulate production, and by state-directed colonization. He declares that there are now in England more than a million who cannot now earn their bread. He nulices the favorable results of combination among workmen, and claims that manufacturers and mining operators in England must limit production by some scien tific principle. The census must likewise be kept down by emigra tion. There is opportunity, he says, for the creation of -10,000 fresh farms annually in Manitoba to supply England with wheat; and thus English labor mav bo benefited. Arnold White in the Contem porary TievU f, a'so discusses col onization, and illustrates its eco nomic bearings. lie asks for the establishment of an infoimation bureau, which shall be assis-ted by the postal telegraph service. This is to publish and put semi-official bulletins of the demand for la bor in different colonies. Tt would do nway with the "present competition muddle." Mr. White says that the commer cial value lor England of an emi grant to English colonies is from five to sixteen times as great as that of an emigrant to the United States, lie also desires a national council which will federate the twenty-five different emigration societies and agencies which now exist, and thus render their work more, efficient. State aid should be granted even from an economic standpoint. The Transvaal and Zulu wars were unnecessary. In South Africa in recent years 18, -000,000 have been spent, the largo part of which might have been prevented if English emi grants had been settled. The cost of settling Bechuanaland is com puted at $400,000, and Zululand at 300,000. The "economic value of Ire land" is analyzed by Robert Gif fen in the Nineteenth Century. In the past half century Ireland has sunk in population as com pared with the United Kingdom from one-third to one-seventh; in gross income from two-seventeenths to one seventeenth; in capital from a material element to wue-twenty-fourth, and in taxable resources from one-tenth to one fiftieth. The English government is a loser by about 2,050,000 per annum, though it receives 3,000, 000 more revenue than Ireland on any fair computation ought to pay. England's trade with Iivland is but $200,000,000, as compared with India's trade of $330,000,000 and Australia's trade of $275,000, 000. By separation Ireland would gain as far as direct government revenue is concerned, but would lose in trade by the withdrawal of the army. The New York Times of the 29th, says it is freely declared by Wall street men, who claimed to possess special knowledge, that an official investi gation is to be made by congress into the circumstances connected vrith the means used a few years ag by officers of the .Northern Pacific railroad to prevent forfeit ure of that company's land grants. It was alleged at the Windsor ho tel that several hundred thousand dollars were spent in Washington, in quarters where it would do the moat good, to prevent adverse ac tion by congress, and now one of the men through whose hands most of the coin passed, has de cided to lar the whole matter bare. He is credited with the possession of convincing testimony. Some time ago, according to report, a man called upon conspicuous members of both houses and ap prised them of the facts, and they pledged themselves to bring about speedily a full and thorough in vestigation. Men of standing are declared to be involved in the meshes of what may turn out a scandal scarcely less noteworthy than was the Credit Mobilier in vestigation. Of course, it will je opardize again Northern Pacific lands valued at an enormous fig ure. Something like half a mill ion is said to have been spent in this illegitimate way. NEW TO-DAY. Machinery !
