ASTORIA, OREGON:
SUNDAY MAKCH 28, 185G
SOME SALARIES.
The best-paid officers of the
government are the president of
the United States, the ministers to
England, France, Germany and
Russia, and the clerk of the Unit
ed States supreme court. The
first receives 50,000, the minis
ters 17,500, and the latter any
where from 15,000 to 23,0.00 in
the shape of fees. The next man
on this list is Gen. Sherman, who
receives 13,500 as retired pay of
the general of the army, and after
him comes Admiral Porter, whose
salary is 13,000. Next in order
are the men who hold the second
class missions, Austria, Italy,
Spain, Mexico, Brazil, China, etc.,
who get 12,000, and the collector
of the poit of New I"oik, whose
salary is a similar amount. Gen
eial Sheridan receives 11,000,
and Chief Justice Waitc, 10,500.
The associate justices of the su
preme court and third-class foreign
ministers are paid 10,000, and
vicc-adminls of the navy, when
they are at sea, which is seldom,
get 9,000. On shore duty they
get 8,000, and when on leave or
wailing orders 7,000. Rear ad
mirals get -SG.OOO, 5,000 and i,
000. Tlieie are quite a. number
of public servants who receive sal
aries of S,009, including the
members of the cabinet, the pres
ident of the senate, the speaker
of the honse of representatives,
the collectors of customs at Phila
delphia and Boston, the naval offi
cer and assistant treasurer at
New York, and the attorney be
fore the court of Alabama claims,
although the latter is not paid by
the government, -but out of the
Geneva awaul. The fourth-class
foreign ministers receive 7,300,
which is the pay of the" major gen
erals of the army. The collectors
of customs at Baltimore, Chicago,
New Orleans and San Francisco
are paid 7,000. The circuit
judges of the United States, the
superintendent of the coast surver,
the commissioner of internal reve
nue, the treasurer of the United
States, the consul generals at Par
is, London, Rio de Janeiro, Liver
pool, and Havana, and some other
consular offices receive G,000, and
the comptroller of the currency
gets the same amount, 1,000 of
which is paid him for looking af
ter the affars of the defunct Freed
man's Bank. Some of the consu
lar officers make from five to eight
thousaud dollars fees, but they are
very few. The entire number of
public servants who are paid more
than G,Q00 is less than one hun
dred. CbfE of the leading dry goods
salesmen of the United States,
says that there are now about S0,
000 traveling salesmen on the road
in this country, and that their ex
pense account alone averages 1,
500 a year each. This for expenses
alone means an outlay of $120,
000,000 a year, and if you will
count in an average salary of $1,
000 a year each, it will swell the
total to $200,000,000. This im
mense sum is scattered .ill over
the United States. It keeps up
the hotels and is one of the most
important items of railroad pas
senger receipts. The character of
the traveling salesman has changed
within a decade past. You will
find very few boys and fewer
drunkards upon the road. The
competition is so great and the ex
penses so heavy that firms have to
send out their best men, and sala
ries of $3,000 and 5,000 a year
are by no means uncommon.
Minneapolis ministers have
boycotted the newspapers that ap
pear on Sunday. The newspapers
so far are good naturod about it,
and generously plead for their per
secutors, turning the other chee'e,
handing over cloaks, etc. But if
they ever start in boycotting the
ministers it will be hard on the
fentlemen who run the Sunday
re alarm system.
Ix the senate on Friday, the
Edmunds resolutions came up.
The first resolution adopting the
report of the committee on judi
ciary was passed by a party vote
of 32 to 26; the second, condemn
ing the refusal of the attorney
general to send copies of papers
called for by the senate, was passed
by a vote of 32 to 25; the third
resolution, declaring it to be the
duty of the senate to refuse its ad
vice and consent to proposed re
movals of officers, documents in
reference to the supposed miscon
duct bf whom are withheld, was
also passed by a vote of 30 to 29.
John H. Mitchell was one of the
three Republican senators who
voted with the Democrats to sus
tain the president.
T. V. Powderly, grand master
of the Knights of Labor, has is
sued a circular to that order in
which he counsels them to tempo
rarily cease the initiation of new
members, and warns them against
taking in undesirable material.
He points out the tendency of the
order toj grow unwieldy, and al
ludes to the desire of politicians
and trimmers to prostitute the or
der to personal uses. He talks
plainly against boycotts and
strikes hastily planned and vin
dictively executed, and tells them
that on the observance of his ad
vice depends success.
The Prohibition Star is mak
ing a lively political fight. Just
how much the Democratic state
central committee contributes to
the support of the paper has not
yet been made manifest. It cost
a good deal to get 25,000 prohibit
ion votes in the pivotal state of
New York for St. John in '84, but
52-i of that 23,000 was all that was
needed to beat Blaine. Business
is business, whether in New York
in November, '84, or in Oregon in
June, '80.
At Taganrog, a little Russian
port, nearly a thousand fishermen,
who were busied at their trade on
the ice, with their carts and horses,
were carried out to sea on a de
tached cake of ice in January.
Hundreds of them were afterward
recovered, but it is feared a largo
percentage were drowned or fro
zen. Having carefully studied the
bearings of a recent election in
Rochester, the Post-Express is
led to express the opinion that
"the pen may be mightier than the
sword, but it is of no account be
side the beer mujr."
For some time past the rinci
pal editorials in the Sunday issue of
the Boston Globe have been signed
with the names of the writers. The
Globe intimates that it may ex
tend the practice to the other days
of the week.
According to Gen. Rosecrans
Democrats are raising money ev
ery day to send "good Democrats
home who are in Washington from
all parts of the country to get
places and have not succeeded."
Thousands on thousands of men
in London live the year round at
the rate of ten or twelve pence a
day, equal to twenty or twenty
four cents of American money, in
clusive of food with shelter.
One of the cute things in the
wage S3'stem is that when a cor
poration cuts down wages 10 per
cent., and then raises wages 10
per cent., it has really made a cut
ting down of 1 per cent.
" - i -i
All who desire or intend to
vote in this county at the June
election should register in their
voting precincts on one of these
three days, viz.: the 5th, 6th or
7th of April.-
Gladstone said in the English
parliament last Friday, that April
8th would witness the inception of
his bill for the future government
of Ireland.
