The British government in ar ranging for a military route to In dia by way of the Canadian Pacific road has decided to create an ar senal at Halifax, send a second regiment to the garrison, and make that port the greatest naval station in America. A CORRESPONDENT of the New Pork Sun, writing from Water bury, Conn., says: The importa tion from New York of cheap Ital ian, or "slave" labor, as it is called, has proved about as burning a questionjn Connecticut as the in troduction of Chinese labor on the Pacific coast. Railroad, street, sewer and like contracts arc let to men who underbid all others, and who go to New York, get hold of au Italian "boss" and offer him $1 a day for laborers. The "boss" thereupon gathers together all the Italians he wants at 50c to 65c a day and transports them to this state, to the exclusion of men who had previously depended on this kind of work at $1.50 a day for a living. Those who i ead the signs of the times declare that this sort of thing will ultimately bring trouble. There has, indeed, been no little grumbling in many of the cities, but it has remained for Waterbury to take the first or ganized action. And it comes all the more forcibly, as this is known us the place where there are never any strikes. The step, which is the result of the confer ence of the Amalgamated Labor and Trade Unions, was taken qui etly and without any intention of violence." A decision was rendered in San Francisco last "Wednesdays in the suit which was commenced last January in the U. S. circuit court, on behalf of fifty-six Chinamen who were banished from Eureka, Cal., in February, 38S5, to recover $132,000 damages from that city. Of this amount 75,000 was claimed lor injuries to property, and $57,000 for being driven from the city and for loss of business. Judge Buck, of Humboldt, ap peared for defendant, the city, and moved to strike from the com plaint all damages claimed for driving Chinese away and for loss of business. Judge Sawyer grant ed this motion, and ordered all claims stricken out, except those for injuries to property. As no property was molested or injured, this action of the court virtually disposes of this important case in favor of the city of Eureka. Henri Cernuschi, the French bi-metallist, has sent the London Times an elaborate reply to the recent letter of Earl Gray upon the subject of currency. Cernu schi contended that Earl Gray's as sertion that gold is scare is untrue. "Gold," he says, "is not scarce. The money crisis is not due to the scarcity of gold, but to the disap pearance of bi-metallism. Only an international bi-metallic system can restore the equilibrium. The accord of the powers is, of course, necessary to the establishment of such a system, but France, Ger many and America are ready and waiting for England." NEW TO-DAY. Special Auction Sale. DEALERS IX The "Wisconsin legislature of 1867 almost twenty years ago passed an act erititled "an act reg ulating the hours of manual labor, and fixing the same at eight hours a day." It is to be found as chap ter 83 of the session laws, and was -afterward with a trifling change, incorporated in the revised stat ute! and remains as a law to this day. It has been practically ig nored from the time of its passage to the present day. Two bales of cotton raised by lave labor in 1862, were sold the other day at Bock Hill, S. C. The owner.had been offered 33 cents in gold a pound, but for some un ksown reason would not sell, and when he died he still had it stored.
