Cl) he gattjj stariaw. ASTORIA. OREGON: THURSDAY MARCH 23. 1SSC .4 PL.4 C TO BE FILLED. The death of Senator Miller cre ated a vancancy on the committee on foreign affairs. Senator Miller was chairman of that committee. Geographically, the committee now is badly one-sided. There is no man a member of it who lives west of the Ohio river. It is com posed of Sherman of Ohio, Ed munds of Vermont, Fry e of Maine, Evarts o New York, Morgan of Alabama, Brown of Georgia, Sanlsbury of Delaware and Payne of Ohio. The Atlantic seaboard is strong on the committee, the south has two members, while the west and the Pacific coast have no representatives. In tho lace of these facts it is almost a cer tainty that one of the senators from the Pacific coast will be ap pointed on the committee. It is said that Senator Dolph nf this state will be the man. It is worth remarking that the Pacific coast has no representative on either the senate or house com mittee on foreign affairs, and yet the only live question in diplo macy that this country has to deal with is that in relation to the Chi nese. As California is ost inter ested in the proper solution of this question, it is claimed that it should have one of its senators on this committee. As the present vacan cy was created by the death of a Republican, a Republican will be appointed to fill it. The new sen ator from California will be a Dem ocrat, and he cannot, therefore, be appointed on the committee. Stan ford will be chairman of the com mittee on public buildings next year, when Mahone's term expires, as he stands next on the list. Be sides that he is on the committees on manufacturers, naval affairs, ep idemic diseases and fisheries. -He has his share of places on commit tees, and it is not probable that he will be put on the committee on foreign affairs. It is the general oppinion in Washington that Dolph will be put on the committee. A FISH PRESERVING PROCESS. A process oC fish preservation referred to at a late meeting of the Edinburgh Fish Trade association is said to be a great improvement. The process is thus described bjT M. August Roosen, of Hamburg, who has spent many years in per fecting it. He thus describes the system: 'vBoracic acid is un doubtedly the best antiseptic for preservation of fish and meat. Ii is perfectly harmless, and can be taken in quantities of 15 grammes or more from dajT to day without the least danger to the human sys tem. On the contrary it acts up on it in a most wholesome manner as a preventive of disease. I have experimented with boracic acid for a succession of years, and have found that for small fi-h, sne!i as herrings, a sprinkling of lhj jov der, united with salt, between each layer, will keep the fish fresh for a certain length of time, provided the temperature be low. With a high temperature and with large fish this method of using boracic acid will not answer, for the fish will go before the antiseptic thor oughly penetrates the tissues. In order to accomplish the complete preservation of the fish, I make use of steel barrels. In preserv ing fish I have my barrels filled one-third with sea water, in which the antiseptic compound is dis solved. When the barrel is filled with fish the manhole is closed and a pressure-pump connected. By pumping an additional quantity of water into the barrel the air es capes through an opening which is afterward hermetically sealed. A pressure of six atmospheres is put upon the contents of the bar rel before the valve is closed. This extraordinary pressure makes the solution quickly penetrate the fish, and prevents the air from finding access to the contents, which retain all their strength and food value. No blood is drawn out of the fish and no brine is formed. The solution remains clear and pure all through. M. Roosen explains that he has pre served mutton for thirty-three days, which, after that date, still bled freely. Fish that had been kept at Lerwick for some days were cooked, and found perfectly fresh and sweet." The above is interesting in con nection with eastern salmon ship ments from the Columbia. XEW USE FOR RURAL POSTMAS TERS. This is the season of the year when the congressmen from the rural districts are working the gar den seed distribution for all the political capital there is in it. Representative O'Neill, of Mis souri, has hit upon a plan which promises to relieve him of a great deal of the work heretofore attend ing this seed business. Since the last distribution Mr. O'Neill, ow ing to the change in the White house, has been able to jlaee in the suburban postofiices of his dis trict postmasters in whose political loyalty he has faith. He proposes to ship his seeds by the hundreds of packages to these postmasters and have them attend to tho dis tribution. In this way he expects to sow G,500 packages so that they will bring tho. most fruit next No vember. With the seed distribution, seed stones arc in order. One of the best is on Congressman Floyd King, of Louisiana. Last year the agricultural department introduced a new kind of beet, which was la beled "The King Beet," because it was believed to be the monarch of that branch of the vegetable kingdom. Gen. King was quite gratified at the selection of this name and at once saw a way to turn it into political profit, lie went through the house of repre sentatives and traded off all his other seeds and documents for the seeds of "The King Beet," and sent a package to every farmer in his district. They all "caught on," and now live under the impression that their congressman is a great man in the eyes of the agricultural department. Tin: political situation in France is exciting a high degree of un easiness throughout Europe. The open support which the municipal ity of Paris is offering to the De cazeville strikers, and the defiant attitude of Deputies Basly and Camelinot, has created a feeling of alarm among the Conservative Re publicans, without whom, in the words of Thiers "the republic can not exist.' Certain journals ac cuse M. Goblet of taking a livelier interest in the support of an indif ferent actress at the Theatre Fran caise than in the just administra tion of the religious budget. Bish op Freppel, in a brilliant speech on Friday, on behalf of the vicars, whose salary is in arrears, alluded to last years's assembby as being happily dead and buried. A mem ber of the Left interrupted him, and angrily sheuted: "You sat in that assembly." "Yes," the bish op replied, "just as Daniel sat in the lion's den." NEW TO-DAY. Tin Store for Sale.
