Hancock was a candidate for the presidency in 13S0, he excited a good deal of cheap wit and ridicule by sa'ing that the tariff was purely "a local issue." All manner of fun was made of the assertion. Yet he was right. The question, like all questions of pocket interest is "a local issue," and will continue to be. In Pennsylvania every one is a protectionist. That is business. He would be at war with his bread and butter if he were anything else. He might as well say the earth was flat as to hint a belief in the principles of free trade. The interests of the locality decide the bias usually. In congress at present is pend ing a bill which if passed will place lumber and coal on the free list. Tins furnishes an apt illustration of how essentially "local," the tar iff question is. Over on the Sound the bill is looked upon with dread, for it strikes a blow at the coal in dustry of that region. The Seat tle and Tacoma newspapers very consistently and justly oppose it. They say, "if that bill passes what becomes of our coal mining? Brit ish Colmnbia will flood our mar kets with coal cheaper than we can mine it.1' Over here on the lower Colum bia, our interests aie directly the other way. Ships coming from Australia, Tind it convenient even with a duty of seventy-five cents a ton to bring coal ballast to the Co lumbia river. Free coal means cheaper Columbia river charters. If we had our Nehalem coal fields developed and had big bunkers full of coal to sell at Astoria docks, we would feel the same as Seattle doe. As if. is, this section looks on with indifference, realizing that if the tariff is removed it will inure to our advantage. Here we have two localities a hundred miles apart, in which the tariff means help to one and hin drance to the other. Hancock wa5 right: the tariff question is "a local issue." TWEEDLEDUM AND TWEEDLEDEE "When the interior deparment be gan to follow up the money paid by the Pacific railroads to the Pa cific Mail steamship company it struck a hot trail. The practice has been a dishonest one, and -it should be stopped or the govern ment might as well abandon an attempt to bring those corpora tions, so heavily in debt, to terms. The Pacific railroads owe the people nearly 6100,000,000. Un der the T hut man act they are re quired to pay into the trcasuiy "2o per cent, of their net earnings. Tf they can reduce their net earnings in various ways their public credit ors will wait that much longer. The same, men who conttol the roads own the Pacific 3Iaii com pany, which maintains a Kiip of steamers from New York to San Francisco. Several vears ajro, on the pretense that the policy ias a necessary measure of self pro tection, the roads agrot'd to pay the steamship company a bonus of 1,000,000 a year for not cutting rates on freight. This money passed from the pock ets of Huntington, Gould, Crocker, Stanford and others, railroad men, to the pockets of Hunt ington Gould, Crocker, Stan ford and others, steamship men and of course in that way was put out of the reach of the government. Besides being a a shrewd device to swindle the people, it was a scheme by which a great property, really owned by the United States, was taxed to set up a monopoly on traffic be tween the two oceans. It has now been discovered that of this bonus the Union and Central Pacific roads have paid more than i,000, 000, and the secretary of the inte rior asks that the railroad magnates shall show cause why 25 per cent, of this sum shall not be assessed against the company as a lawful proportion of the net earnings which have been illegally diverted. The claim of the railroad repre sentatives that the bonus comes properly under the head of opera ting expenses can hardly be ad mitted if the government is ever to receive its dues, for by similar performances in the sleight of hand line the apparent net reve nues of the company might be kept at zero for all time. ANTI-CHIKESE CONVENTION. "When the anti-Chinese conven tion adjourned at San Jose, Cal., it was decided to hold a convention at Sacramento, on the 10th inst., to which representatives from all the coast were invited. "When the con vention met at California's capital city last "Wednesday it was found that there were two rival bodies, each desirous of controlling the proceedings, one being formed of former delegates to the San Jose convention, the other of members selected by the various county su pervisors to meet at that city on the 10th. After considerable dis order and adverse, discussion the bodies coalesced, and organized by the election of Leon D. Freer, of Oroville, over C. F. McGlashan, of Truckee, by the close vole of 201 to 239. Freer is judge of the su perior court of Butte county, Cal ifornia; McGlashan is editor of the Truckee Republican. Freer rep resents the coolness and conserv atism of the movement; McGlash an is an extremist, and wants to do first and think afterward. Yesterday a committee on reso lutions was appointed, and the con vention got down to business. Before the civil war cotton was the most important agricultural product of this country. But within the last few years it has been outgrown by wheat, and still more so by corn. Last year the value of our cotton crop was about 225,000,000, while the wheat crop was valued at 330,000,000, and that of the corn crop at 040,000, 000. It is said that the machinery in Great Britain operated by steam power, is capable of performing more work, and creating more products than could be produced by the labor of 400,000,000 of ible-bodied men, a number great er than all the able-bodied men on earth. A meeting of the American Fisheries society will he held in Chicago April 13th, 14th, and loth, at which will be given an ex hibition of the. different varieties of fish of the United States.
