The committee last wee'e decided on the several amounts recommended for appropriations and it is proba ble that their recommendation will be acted upon affirmatively. The original estimates of the engineers t ere really no more than commen surate with the magnitude of the interests involved, bnt there was a sweeping reduction, so that but little more than one-fourth the amount originally recommended has even received the sanction of the committee, rt is believed, however, that the several amounts recommended bv the committee will not be reduced in session, while the more sanguine hope to see an increase in two or three in stances. Taking the reduction into con sideration, Oregon may be said .to have fared very well. The im provement of the bar at the mouth of the Columbia gets $200,000. The 100,000 originally appropri ated for the inception of the work was a miserably small amount, and of that by far the larger part had to be necessarily expended in the purchase and construction of plant, railroad, locomotive, barges, shops, offices, etc. This will not be needed. All the necessary plant for next season's work is in good condition and nearly every dollar of the 200,000 can be util ized in the diient progress of the work the coming season. The small residue of the 100,000 left after the purchase of the necessary appliances was wisely and econom ically used and a large amount of work accomplished. The work so far is in every way satisfactory and it is within the hounds of moderation to believe that the cicse of SG will show considerable resultant improvement in the con dition of things at the mouth of the river as a result of the coming season's work. For the Cascade locks 200,000 is appropriated, which is a small amount comparatively, but yet will enable work to go on and hasten the day when the great river of the west shall How unvexed to the sea. For the Columbia, between its mouth and the "Willamette, and for the Willamette from its junc tion with the Columbia to Portland $100,000 is apportioned, making half a million dollars for the needs of commerce in this vicinity. For the upper Willamette, 20,000 is appropriated; for Yaquina bay, 00,000; the Suislaw and Coquille get $10.0D0 apiece, making 000, 000 that Oregon gets. As the "whole amount is expected to be un der 14,000,000 it will be seen that the state is treated a little better than her proportionate imp utance would appear to warrant. For this, due acknowledgement should be made our congressional delega tion. In this connection it is but simple justice to Congressman Hermann to say that he did all that any one man could do in the matter and ably represented the interests and requirements of the commonwealth that he represents. And now it appears that "at different, times there have been appropriated for a custom house at Astoria, 116,123 and expended 7G,047," and that "for some rea son only G1 of the 10,000 ap propriated for this purpose some where between lS50-'57, were used." People who say strange things always happen somewhere else have their attention invited to this. Wonder if this govern ment appropriation is like a land grant, to be forfeited when a rea sonable time has lapsed 1 Here is 89,939 of public money suppos ably awaiting expenditure in and around the Astoria custom house. It is only in pure and uncontamin ated communities like this that Sttch a thing is possible. THE SCHOOL DIRECTORSHIP. There seems to be one plain necessity in this case of the school directorship in district No. One, and that is that such action be taken as will prevent any possi bility of future legal questions being raised regarding anything done by the board of directors. The district has just emerged from a vexatious and costly legal battle. That is -all past now and it is for the directors and all well disposed people to see that there shall be nothing that would in any way tend to make future trouble. Whoever is director cannot afford for the good of the district to have the slightest cloud on his legal ti tle to the office. For this reason we suggest that a special meeting be duly called at which a director shall be elected. We have legal gentlemen of great talent and abundant leisure who might pick a flaw and cause the district costs in the future over any action that the board would take. The dis trict can't afford to allow the sem blance of such opportunity. If Mr. Tallantis now a taxpayer it will be less trouble to meet and elect him again, or some other good man, than to let the thing go and then come up against an in junction or a mandamus or a ques tion of taxes illegally levied, or some other little legal game next fall. There are plenty taxpayers eligible to the position. There is no lack of material and a little forethought may save considerable trouble. The district has just paid several hundred dollars for law- 3ers' fees. If you want to take chances on paying more, go ahead. If not, make the thing binding by a special election. Tin: treasury has determined to stop the seal piracy and whiskey traffic in the islands of Alaska. There is ample evidence that both have been carried on largehy. The steamer Bear has been ordered to these islands to watch and catch seals and to prevent plundering the waters by pirates. The Cor 2cin has been ordered north to sup press whisky smuggling. It is re ported the natives have been de moralized hy the use of intoxica ting spirits sold them contrary to law. The strictest orders have been given the captains of these vessels to bring hoth tra flics to an end. THE 1.25 PER ACBE WILL RETURNED.
