Carping critics ma' sa this is caused by the laws of delay. Such is not the case. It is done to gi e them time for repentance. This is where the murderers have the advantage of their victims whom they hurried into the other world unshrived-. The national government now owes the Republican party 3 cents on the count of treasury money. When the Democratic administra tion took charge in Washington last March the cash in the national Treasury was counted and it ap peared that the Republicans had embezzled '1 cents. The recent count in the sub-treasurv at New York shows an excess of h cents, which squares the former deficiency and leaves the government 3 cents ahead. If to this amount should be added the annual interest of that portion of the debt of the different states which, directly or indirectly, was caused by the necessities for mili tary and naval purposes -namely, a sum of 1,003,799,080 the cost of the European peace may be set down at the enormous aggregate of -$1,874,052,502. Judge Colliei:, of Alleghan' county, Pennsylvania, has a pair of gloves which were presented to him the first man to congratu late him upon his ascension to the bench sixteen years ago, the late Marshal Swartz welder, who said: "Judge, it is an English custom, which dates back for centuries, for members of the bar to present a judge upon his ascension to the bench with as fine a pair of gloves as can be obtained. It is a silent admonition that he shall keep his hands clean.'' An exhibition is now being held in Copenhagen of the articles of use and ornament brought from east Greenland by Lieutenant Holm, who was the first white man to become acquainted with the Ebkimos of that tegion, where he spent last winter. It is related of these people that when one is seriously ill he consents, if his rel atives request it, to throw himself into the hen. In cases of lunacy the patient is put to death. From this custom and the general hard ship, persons over sixty ears of age are rare. In general these people resemble those of western Greenland, and speak a similar language. The future action of llio presi dent in regard to filling the ollices made vacant by the senateV to fusal to confirm the appointees to their places is subject to much comment in "Washington. If Cle veland does not make a second appointment to fill these ofiices the men who were removed unless their terms have expired in the mean time, take the places again, in which case it is thought that the only thing the president could do to maintain his position is to reappoint the men who have been rejected after the senate has ad journed. If that course wasadopt ed such appointees would hold until they were again rejected by the next session of the senate. But this opinion is not shared br others. The Trib une's "Washington special says: Com mander Crowmnsuield, of the navy, points out some o the fatal defects in Eads' ship railway bill, -which was favorably reported to the house Thursday. As one who lias interest ed himself for several years in the subject of interoceanic transit, his opinion is entitled to some consider ation. 'The bill," lie said, "proposes that a loaded vessel, weighing, with her load, 4.000 tons, shall be carried across the Isthmus of Tehuantepec. A vessel of 4,000 tons weight would be one of not over 2,000 tons carrying capacity or tonnage. Does congress propose to be satisfied with such a test, or consider that a vessel of 2,000 tons burden will solve the great prob lem ofjinteroceanic transit between the Atlantic and the Pacific? It is worth while to inquire what is the tonnage of vessels that would probably present themselves for transportation across Eads1 ship railway were it in existence to-day. That railway with such a miserable limit to its capacity would have to refuse transport to every trans-Atlantic steamer belonging to the regular lines now sailing out of New Yori; also all or nearly all our coasting steamers, as the Havana and Pacific mail steamers. Of sailing vessels engaged at this very time in carrying gram from Ualiiornia ana Oregon to Europe la'rge numbers are carrying 2,000, and even 3,000 tons of grain. Adding to this the weight of the ship herself, with her entire equipment, and it must be seen that such. vessels would be ex cluded from making use of the ship railway. A ship railway or any other means of transit for ves sels across the American isthmus should, to bo of any practical use, be able to receive and transport with ab solute safety all commerce, large ves sels as well as small ones, and by large vessels I mean those having a displacement of weight of from 5,000 to 13,000 tons, between which limits will be found the ships of the regular transatlantic lines of New York."
