iticians will not be partisans.
"When the Monison bill first
came up the reduction to be ac
complished by it was placed at
$40,000,000, but, says the Post,
this estimate was afterward re
duced to 20,000,000, and now
Mr. Morrison places it at 12,000,
000. As the receipts of the gov
ernment last year were 323,000,
000. the reduction seems a very
small outcome after all the cam
paign talk, and even this reduction
stands very little chance of being
made. The drift of public opin
ion is in favor of liberal expendi
ture. The people want internal
improvements, a new navy and ad
equate coast defenses.

eration are departing along with
its famous heroes. Many men
will help to elect the next con
gress in the fall of 1SSG who were
not born when Lee surrendered,
and many more who ic-tsin boyish
memories of the war which that
event ended. The few sur.hing
politicians of that age have lost
their old audiences. The great
majority of the men whom they
now address never shrfred in the
emotions and the prejudices of the
rebellion epoch, and cannot be
stirred by the most fervid appeals
to passions which, unlike their fa
thers, they have never known.
The passing of the generation
which fought in the war involves
the dropping of war politics. The
election of Grovcr Cleveland, the
first man ever nominated for the
presidency b' either party whose
public career did not begin until
long after the rebellion, marked
the end of an era in our history as
clearly as have the deaths since
his inauguration of Grant, Hen
dricks, McClellan, Hancock and
Seymour. The nation has entered
upon another epoch as distinct
from the last as that which began
with the inauguration of John
Quincy Adams, the first president
who was not of the revolutionary
day in 1825, and which ended in
the organization of parties upon
new lines.
EASTEUX CHINESE NOTES.
New York, March. 1. The different
labor organizations met yesterday,
and the Chinese question was brought
up by roofers, whoso delegates intro
duced resolutions calling attention to
the fact of Mongolians being driven
from the west to the east; that there
was a prospect of their taking the
place of white laborers; protesting
against such inmigration, and calling
upon the Central Labor union to
take such action as it should deem
best to discountenance the hegira.
XewTort, March 1. The Times'
editorial says: It is expected that
the president, early this week,
will send a message to congress rec
ommending legislation to indemnify
Chinese who have suffered from anti
Mongoiian raids in the Pacific states
and territories. It is well understood
that the cabinet has had the subject
under consideration at several meet
ings, and that representatives of the
Chinese government in this country
have filed claims for damages with
the state department. One of them,
of small amount, goes back more
than five years, to the Denver troub
les, but the chief bill of damages
arises from occurrences during the
last six months.
New York, March 1. The Herald's
Ottawa special sayE: British Colum
bia members are strongly urging the
government to make certain amend
ments to the Chinese restriction bill
of the last session, which, they repre
sent, falls short of what is required
to keep the Chinese out of that
province. Although each Chinaman
now entering the country is obliged
to pay So0 into the treasury before
ho can land, they are assisted in
evading the law by their countrymon
who were residents in the country at
the time of the passage of the Btatute.
These are entitled to certificates with
out any fee, to enable them to return
without paying the S50 exacted from
those who never havo been in the
country before. These resident Chi
namen obtain their certificates and
forward them to their friends in Chi
na, who, on arriving on British soil,
simply hand the certificates to the
customs officers and are allowed to
land without paying the regular tax.
In the governor general's message
reference was made to the proposed
amendment to the Chinese bill, and
it will probably be in the direction of
taking away these certificates, which
appears to be the only means by
which the existing evil can be rem
edied. THE OLD TICKCT.
New York, Feb. 25th. -General
James A. Hall, of Maine, speaking of
Blaine, said to a Tribuuc reporter
yesterday: "He is in excellent health.
Ho has his second volume off his
hands, and now he ha3 time for some
thing else. For the present he is
looking over Ins old letters that havo
accumulated through thirty years
of public life."

"Tho old ticket is the thing. Nom
inate Blaine and Logan and then
there will be no need of brass bands
or speeches or parades or fireworks
or even committees. They will walk
into the national capital almost with
out opposition. Even Harper's
Weelrty would support them. I do
believe there is no other man than
Blaine who can be elected. Sherman
mil Logan both have friends who fa
vor them for president, but Blaine is
matchless in strength.''
