She also discharged 1,152 sacks salt She has some more salt and some crates of crockery for Portland, and goes up stream to day. The "West Shore Mills started up yesterday for the season. Since stop ping for repairs, etc.. an extension has been built on the mill, and new and improved machinery has been put in. The mill employs 35 men, and is busy on local orders. The box factory will start up about the 1st of April. Yesterday the firm of It. C. Janion & Sou, a Portland shipping and com mission firm, made an assignment to the manager of the Victoria branch of the same house. It is stated that the firm has made no money for several years, and would in any event have shortly closed up their Portland business. According to Wong Chin Fee, a Chinese lawyer of New York, the Chi nese have received what is alleged to be a genuine copy of an imperial proclamation requesting, before May 15th, all subjects of the Tai Tsing empire to return from the United States, and that the consuls will fur nish them free transportation. An ''intelligent Chinaman" informs the Marysville, Cal., Appeal that there are "now 10,000 Chinese at work in China in the manufacture of fire arms, for the avowed purpose of equipping an army of Chinamen to come to California and kill all the Irishmen." Pixley, of the Argonaut, will then have a chance to distinguish himselt It is a duty that every man owes himself, his neighbor, the community, state and nation, to discourage the Chinese remaining, by refusing to employ one of them wherever and whenever it is found possible to get white labor. This is the way and the only legal way to make the Chinese go, till such time as congress gives other measures that will be legal. There was an anti-coolie demon stration last Monday night The News says 3,500 men were in the line of the procession, 2,000 of whom car ried torches. A large crowd gathered on the court house plaza, and were addressed by several speakers. A committee of fifteen was appointed to see that the resolutions of the late Chinese congress were faithfully car ried out. A San Francisco dispatch of the 22ud, says the steamer Elder for Pu get sound to-day carried very few passengers north. The agent of the O. li. k N. Co., said the number was so insignificant as not to be worth pub lishing. The people are going else where now. They conld go east over land for ten dollars more. The rates north are so high in contrast there is nothing doing. Something entirely new to Asto rians will be given by the ladies com mittee of the Y. M. C. A., next Friday evening. It is called a "Pink Tea," but includes many new social and amusing attractions never before seen here. As the hour will suit for everyone to take tea with them that evening,lhe little money spent will further a good cause. Any donations for the tea and supper table will be thankfully received if left at the hall next Fri day, when committee of ladie3 will be in attendance. The Oregon State Temprance Alli ance met at Eugene last Wednesday. Dr. Watts put in a bill for SG20 which was cut down to S4S0; it was resolved that an effort be made to pay his bill in installments. It was also decided omako special effort "to procure sufficient funds for the efficient pros ecution of the Astoria test case of the Keady law before the supreme court."' The national prohibition party was endorsed, and it was resolved to work for the submission of a prohibition amendment at a special election. A collection was taken up for the cause, amounting to $2LS1, cash, and prom ises to the extent of S2SS.C0. Several speeches were made, and on Friday the meeting adjourned. The purpose of the bill is to quiet apprehension of thesptller;. CHEAP TRAXSIT. Chicago, Feb. 23, Railways from here are selling first class tickets to San Franoisco, via Union Pacific or Bio Grande roads for forty dollars; second class, twenty-seven. ANOTHER MISTAI'lL At an early hour last Monday morn ing a party of white men visited the Chinese quarter in Oregon City, dragged the Chinese out of their bunks and put about forty of them aboard the Latoiia which carried them to Portland, their passage being paid for by those who drove them away, it is tuought that an eilort will be made to have several of the participants indicted in the U. S. court and state circuit court. In the afternoon a meeting of merchants and citizens was held to express indigua tiou about the transaction. All the Chinese that were driven away had been om ployed in the woolen mills at that place. There are fifteen or twen ty left Such action as that is on a par with the Tacoma and Seattle method. Tt is illegal, aud to be condemned. It is natural under certain circum stances, but it defeats just that much the solution of the question. That solution must be by peaceful means only. United as we are on thi3 coast in a firm determination to rid our selves of the 3'ellow devils, yet it must be remembered that the coast is only a small part of the nation, and to our national legislature we must look, and on it we must depend for permanent help. Snch fiery out breaks as have been seen in the last month only arouse antagonism and ill will iu congress and the east, in the minds of men who do not understand the situation, but who become preju diced when they read exaggerated accounts of the "outrages' in eastern journals. Armsby of Chicago, one of the largest dealers of canned goods in the world, is stopping with his wifo at the Occident, and sails ou the Columbia to-day. Mr. Charles O. Pallard, merchunt of St Paul, Or., and wifo are in town en route for Astoria, where Mrs. Pal lard will remain for some time for the benefit of her health. News, 23. Oi-ej-ou Electric Company. The building which is to contain the electric light plant for the state bnilding at Salem, is now being erect ed. Prof. N. S. Keith, electrician of the Oregon Electric company, who have the contract to light the state buildings, chose the site some time since. A portion of the machinery is now on the ground, nnd ere long the state buildings will be splendidly illuminated. Colonel S. W. Blasdel, general agent of the Oregon Electrical company, has propositions under consideration for lighting several Oregon and Washington territory cities. CITY COUNCIL PB0CEED1NGS. The city council met in regular session last evening, Mayor Trulling er in the chair, a full board of coun cilmen present Petitions of E. G. Stephens, E. Munson and A. Gilbert for liquor licenses were granted, if e titions of Peter Grant and Sadie Wihlgren for transfer of liquor li censes were granted. Ordinances granting liquor licenses to E. G. Stephens, E. Munson and A. Gilbert, were passed under suspension of the rules. An ordinance granting per mission to Peter Grant to change place of business was passed under suspension of the rule?. The committee to whom was re ferred the petition of property owners regarding the fencing of the cemetery, reported, recommending that the city surveyor be instructed to attend to the matter: report adopted. The report of the city sexton for January was referred. The following claims were ordered paid: A. V. Allen, $1.70; Astoria Gas light Co., $10.15; Jno. Ohappell. 75 cents; M. K. Kipp, $3; GraggBro3., $4.25; Gill & Clinton, 75 cents; Jno. Feely, S7.80; sundry persons, S15.80; M. Olsen, $4; Snyder Bros., $12.60; C. J. Trenchard, $18.50; Jas. Gard ner, $14. Mayor Trnllinger stated that he had received a letter from Congress man Hermann suggesting that the city council draft a memorial asking congress to make sufficient appropri ations to admit of speedy improve ment of the mouth of the Columbia river. Councilman Sovey moved that a committee be appointed to take the matter in charge: carried. " Mayor Trulhnger appointed Councilmen Carruthers, Cleveland and Bergman as such committee. The matter of street work done in front of the custom house and which was charged to the government was brought up by the auditor aud clerk, and the suggestion made to look into the matter and take steps to get the money that was paid out at the time. Mayor Trulhnger said that it would be well to look up the orig inal conditions at the time the custom house was built Councilman Cleve land called up the matter of Cashing Court street. Councilman Carruth ers thought that West 9th street was a good subject for official investiga tion too. Cedar street was also cited as a matter of dereliction in the mat ter of street building. Councilman Gratke cited instances of difficulty in getting street work satisfactorily done. Several other little matters were brought up and a general agree ment arrived at that street matters need looking after in general. Councilman Cleveland moved that the health officer be instructed to inquire iuto the existence of trichinia spiralis aud make report to the coun cil, motion adopted. Mayor Trnll inger thought that the trichinia spiralis was not found in the Oregou hog; that it was in the Chicago hog; After further remarks upon the sub ject of sausage etc., council ad journed. TIIE WRECKED "ROSENTELD." Port Town'send, Feb. 22. The steamer 'Tacoma was libeled to-day for running the ship Rosenfeld ashore on East Point, straits of Georgia. Libellants claim 'w$150,000, as they say the tug was in fault Ap praisers have been appointed to de cide on the worth of the steamer, and when they report, bonds will be giv en for her release. The owners of the tug have given no excuse for the accident The mate of the tug, who had charge of the watch at the time of the accident, says that the weather "was clear on the American side of the straits, but on the British side was slightly hazy. The American shore appearing nearer than it really was, he miscalculated the distance, and the vessel struck. Had the vessel been a ship's length further out she would have gone clear. Her anchors, chains and the rest of the sails were brought here to-day by the Tacoma. The captain of the steamer is not blamed, as the mate had been with him for many years, and was a com petent man. The captain has re quested the owners to relieve him from command, but his resignation has not been accepted. The vessel has not gone to pieces, but will with the first heavy weather. The Troposcil New Law Regarding State Taxes. At the special session of the legis lature a commission was appointed to investigate the matter of state as sessment and taxation and draft a bill relative thereto. The commission has completed its labors, and the bill is now in the hands of the engrossing clerks. It is believed if the bill be comes a law it will reduce the levy in all parts of the state. Following are among its principal features: The bill provides for the county court to set the county off into as sessment districts, and'that the coun ty assessor shall by and with the consent of the county court, appoint the district assessors. The county assessor shall assess the district in which he resides, and shall exercise general supervision over the district assessors. It makes the county treas urer the tax collector, and the sheriff only handles the delinquent tax roll. It places the road taxes at 1 mills to be collected the same as" other taxes; and road supervisors' receipts for road work will be received in pay ment of road taxes same as money.' The school tax is also to be collected with the general tax, and when a dis trict votes a special tax, it is to be certified to the county clerk, who will add it under a special column, to the assessment roll and the tax collector will keep a special account with the school district. All property is to be assessed at its clear value in money. Provision is made for obtaining necessary plats from U. b. land office and state land departments, for purpose of showing all lands that are taxable in the coun ty, with their precise description for identification. After these maps have been obtained, it is made the duty of the county clerk to place them on the assessment roll, together with the names of the parties liable to pay tho tax. Tne assessor has then only to fill in the value, and list tho personal property. Jfersonal property is di vided into about forty classes to be separately itemized and valued, in stead of assessing it iu gross as here tofore. The mortgage tax law is left virtu- all unchanged except in cases where it has been claimed that inequality exists and a remedy is provided for there. The time for redeeming seal proper ty sold for taxes, is extended to three and five years, under conditions. It provides for a thorough taxation of all banks, at the actual value of their stock. All insurance compan ies (not home corporations) will be assessed 3 per cent on cross receipts. Telephone, express, bridge, electric light, and such corporations are also to be assessed d per cent, on gross re ceipts. Telegraph companies will be assessed bl per mile on single wires. Railroad companies 2 per cent or such other rate as the legislature may hx on their gross receipts. Credits include all claims for mon ey or value by one against another, anl deductions from assessment is to be taken from credits alone, and not from the general valuation of prop erty. All property will be assessed and valued on the firstdoy of April. The assessor is allowed from April first, till the second Monday in June to file a correct assessment roll. Taxes ate due and payable October 1st and delinquent on the 1st day of January following. The county board of equalization will consist of the county court, and will sit on the first Monday in July. Distinct rules are prescribed for it3 government A state board of equa ization is created to consist of one member to be elected from each judi cial district Its duties will be to equalize the assessment of property between counties. The expenditures for the post year were as follews: Portland, $33,727.15; Asto ria, $11,028; Coos bay, $3,205.80; Ya quina, $1,265.30; Port Townsend, $29, 463.31. The only district in this state that fails to pay expenses is that of south ern Oregon, Coos bay, where it cost $7.30 to collect $1.
