FEB11UAKY 10. 18SC The Democrats of Ohio charge that the Republicans in their effort to exclude the Hamilton county Democratic senators have for their prime object the unseating of Sen ator Payne and the election of Gov. Foraker in his stead. It is thought all the anti-Chinese legislation desired by the Pacific coast will be conceded by con gress. There are three proposi tions before the foreign affair com mitteea fifteen-year restriction bill, which will certainly be sup ported and passed, providing that return to China and a residence of two years shall forfeit the right to enter again the United States, and increasing the severity of the pen alty for the violation of laws relat ing to Chinese immigration. The committee is hanging fire on the second proposition, but severe penalties will undoubtedly be af fixed for violation of the restric tion act. At a meeting of the Portland board of trade last Monday even ing a preamble and resolutions were submitted, which in effect asks congress to take away all the land grant of the Northern Pacific railroad. t sets forth that the grant was given the road on condition that it built a contin uous line from Lake Superior to Portland, Or. with a branch line to Puget Sound. It alleged the Northern Pacific had totally failed to carry out its agreement with the government. That the com pany had sold large tracts of land to syndicates of speculators. It resolved that the government issue patents to the actual settlers oc cupying the land and the balance be sold tosettlcrs and the proceeds be used in building locks from The Dalles to Celilo and thus open up the river for 1,000 miles. The matter was refeired. CITY COUNCIL PROCEEDINGS. A Cnlric Air Ordinance Passed Appoint ment of a Ilealth Ofiieer. The city council met in regular session last evening, Mayor Trulling er in the chair; present Councilmen Bergman, Sherman, Cleveland, Sovey, Gratke and Carruthers; minutes of last meeting read and approved. A communication was read from the Astoria Musical society asking that a license fee of $5, recently charged for an entertainment be re funded. On motion of Councilman Cleveland the request was granted. A petition was read from sudry tax payers, asking that the city cem etery be fenced; referred to committee on public property. The committee on health and police reported, recommending the passage of the ordinance for the preservation of health and the prevention of disease. On motion report was adopted. The committee on health, and police reported recommending that officer Kuckerbe transferred from tho day force to tho night force to fill the position made vacant by the res ignation of officer Carlson; report adopted. The report of the police judge for January was received and placed on vfile. The report of the street superin tendent for January was referred to the street committee. The report of the city sexton for January was referred to health com mittee. An ordinance making appropria tion of $154.05 to pay the claim of J. F. Halloran & Co., was read first and second times and passed under suspension of the rules. An ordinance authorising the com mittee on public property to enter into contract with the Astoria Gas light company for lighting tho streets of the city, was read third time. Councilman Cleveland objected to the passage of the ordinance, till he knew from the committee what kind of a contract they proposed to make. He Jiad no objection to leaving it to the committee, but would like to see the contract made so that tho city would be lit from daylight to daylight He thought that the lights should be lit regardless of any "moonlight schedule." Councilman Gratke thought as Councilman Cleveland re garding lighting the streets all night long, and that he understood from C. H. Page that in case the Gaslight company got the contract the lights would be kept lighting all night long. Councilman Bergman thought the company were disposed to do the .right thing, nnd that the committee would doubtless see that the city's interests were not neglected. Mayor Trnllinger asked if it was so under stood that the lights should be lit all sight long and that the lights should be of gas wherever the company's mains reached. On that understand ing be felt satisfied. Councilman Oarxpthers thought that no one had ssade-'any bid with the understand ing that they would be expected to barn lights all nightlong. Council- man Cleveland thought that with our cloudy climate, Oregon moonlight was a very uncertain factor in the business. He moved as an amend ment that the contract be so worded that tli6 streets be lit from dusk to daylight. Councilman Sovey recited the original proposition and thought that according to the bid the gas company could not furnish light all night as suggested except at a loss. He thought that a good, reasonable contractshould bo made just as men would in their private business. Councilman Cleveland again stated his desire to know what kind of a contract was going to be made. Councilman Gratke said that Mr. Page was willing to leave the matter to the control of the committee, and that whenever they thought that enough light was not given, the gas company would do all in their pow er to rectify the deficiency. On mo tion of councilman Cleveland it was ordered that a clause be placed in the ordinance to the effect that the lights be lit every night from dusk to day light, except on bright moonlight nights. Councilman Sovey thought that as the ordinance had passed its. tnira reading it couia not wen ue amended, and asked Councilman Cleveland to let the ordinance go as it was. He thought that the com mittee could be trusted to do what was just to the city, and had average judgment in the matter. Councilman Cleveland moved to reconsider the motion; agreed to. After a little more friendly discussion the ordi nate? was passed by a unanimous vote. An ordinance "for the preservation of health and the prevention of dis ease" was read third, time and passed. Mayor Trullinger nominated Dr. F. H Page as health officer; the nom ination was confirmed. Councilman Sovey suggested that the fee of the health officer be estab lished; the mayor stated that it was in tho discretion of the council to allow such fee as it saw fit. Tho following bills were ordered paid: B. K. Marion, $179.55; Griffin & Eeed, $9.30; Frank Fabre, $5.50; F. Sherman, $3S; Gragg & Co., $37.50. Councilman Carruthers wanted to know how the teamsters' liceuses were being paid; the list was read. On motion the chief of police was instructed to investigate the matter, and collect whatever sums were found to be delinquent. Adjourned. ItOKX.
