Arkansas, Alabama, Georgia and
other thickly populated states.
The disposition of the committee
is for the forfeiture of everything.
Judge Payson says, however, that
congress will pass no sweeping
measures. All unearned lands will
be forfeited, he thinks, but con
gress will confirm title to all lands
covered by grants lying along the
railroads that have been actually
constructed in good faith, regard
less of the date at which that con
struction was completed. If this
policy prevails all the Northern
Pacific grants will be confirmed,
except a few million acres on the
Pacific coast, but all of the Atlantic
and Pacific grant lying east of Al
buquerque, N. M., will be forfeited.

Tin: civilizing influence of the

purchase of a. large tract in the
Alojnve desert, California, on
which it proposes to raise enough
of the Yucca plant to faed its

January 1st, the Minneapolis
Tribune issued a sheet of thirty
two pages, giving a complete his
tory of the growth of the city dur
ing the past year. The city con
tains to-day more than 140,000
inhabitants. In 1SG0 the popula
tion of the town was only 2,504,
and as late as 1 872 it was dis
missed in the "Gazetteer" with a few
lines describing it as a post village
of Minnesota, with two national
banks, a United States land office,
three flouring mills and six saw
mills. It is now the metropolis of
the northwest with a real estate
valuation of over 77,000,000.
The value of the buildings erected
in ISSo, alone was -$9,71G,G10.

The good people of St. Louis are
very much horrified. It is amus

that the house committee on pub
lie lands, of which he is a member,
has now under consideration bills
to forfeit all land grants that were
not actually earned by railroads to
which they were given by con
gress within the time specified by
law. These bills contemplate the
restoration of about 100,000,000
acres of public land to the public
domain, a considerable part of
which has been sold by the rail
road companies and is now in the
hands of innocent settlers. They
