SWIXEFOKI), of writinir about Ins new Alaska, field of labor, says: "Had I realized the responsi bility that would be devolved upon me by the peculiar form of civil government which congress has provided for this territory a form of government which creates a sort of executive absolutism distasteful to me, as it must necessarily be unsatisfactory to the people who have no voice anywhere in the making of the "laws the executive is expected to enforce a govern ment mutilated in form and sub stance, with no remedial force springing direct from the people for the correction of glaring de fects in laws wholly inapplicable to their wants I would have hesitated long before accepting the position I now occupy. The or ganic act makes the laws of Ore gon in force on the 17th da' of May, 1S84, the laws of Alaska, fso far as the same may be applica ble;' but so far no authority or tri bunal has been found willing to decide for us which of such laws are, indeed, applicable, and at the very outset a grave doubt has been raised in our only court as to how juries can be drawn and as to the lesralitv of their fmdiuss when they have been impaneled. The laws of Oregon were enacted for the government of a state having organized counties and townships, and are therefore generally inap plicable to the government of a territory having none of these sub divisions and with no legislative or other authority competent to create them. We are without counties or townships, having no power to create municipal govern ments for our villages, and cannot even establish a common school district. "We have no revenue, nor the means of levying any tax for the purpose of improving streets and sidewalks in fact a more lame and impotent attempt to set up a government for the people of a territory cannot be found recorded in the annals of congress. What the motive could have been, what the underlying principle, except it may have been j i5ons- Each state and territory is a desire to put off to as late a entitled to a certain number of ap day as possible the era of pointments, being so many in one Alaska's developement and pro- i gress, is something puzzling even to the imagination. One thing is certain, and that ii the development of the great and almost unlimited natural resources of this immense territory will be hindered and delayed just in pro portion as congress delays extend ing to it a "more perfect form of (territorial) government" a form of government which will not only give to its people the usual terri torial representation in the law making branch of the general gov ernment, but the right t legislate for themselves on all rpuviions pertaining to their local interest. If the dailies would take up and dis cuss the question of Alaska's lights and wrongs in this regard, they could secure for her people politi cal rights never before withheld from any territory of the United States, and the withholding of which in their case is a violation, not only of treaty obligations, but of the fundamental principles on which the government itself is founded." Queex Victoria formally opened parliament yesterday by reading what is hy courtesy, called "the queen's speech.1' It is an outline of government policy, pre pared by the ministers, and the queen has as much to do with it hs one of the readers of Tub As tokian. Siie is for the nonce the mouthpiece of the prevailing polit ical party. The "speech," in its reference to Ireland, sa3s that "al though in some respects there are favorable indications of progress toward order in that country, yet at present Ireland is disturbed by an increasing tendency to resort to unlawful practices and a disposi tion to set the law at naught. The government therefore recognizes its duty to take energetic steps to enforce the law, in order to pro vide security for life and property and to maintain in its fullest mean ing the integrity of the union; and measures necessary to secure these ends will be submitted to parlia ment." The speech further prom ises a local government measure for England, to be followed by similar measures for Scotland and Ireland, and a bill to cheapen and facilitate the transfer of land. It refers to the hopeful prospects of the Egyptian commission establish ing stable government in Egypti says that the question of annexing Burmah will not be decided until Lord Dufferin reports on the sub ject, but that the deposition of Thebaw is necessary; congratu lates parliamenton thepeaceiul for eign relations of Great Britain; trusts that peace will be main tained in the Balkans, through self control of all the powers interest ed, and concludes by expressing a hope that the now parliament will follow the great traditions of former parliaments. All of which boiled down means that England will keep on coercing and terror izing those who are too weak to successfully cope with her. The United states can boast of more office-seekers to the square mile than any other country in the world. The desire to hold official stations, sa3s the Cleveland Lead er ', is growing into a sort of mania, and young men particularly are willing to sacrifice bright prospects in other directions for the sake of serving in government position. Thousands covet places in the de partments at Washington, without stopping to consider that the com pensation is but moderate, and that a few years spent in the tread-mill life of a clerk unfits the individual for any other business. It was supposed that the civil ser vice act would largely curb this proneness to seek office, but the case proves to be quite different One of the sections of that law ap portions the appointments to be made under its provisions among the states and territories according to population. This was done to prevent excessive office-seeking in ';ne section as against other sec- thousand. Yet the people of some states are more pressing for office than those of others, as is shown by the recent report of Commis sioner Eaton. Maryland for in stance, had double the applicants of all New England, with New Jersey and Delaware added, al though only entitled to nineteen appointments to the thousand. Virginia is just as voracious, while Delaware had more applications than Vermont, Florida, "Wisconsin and Minnesota combined. Ohio, too, in her eagerness for office, has doubled the applications of Michi gan, "Wisconsin, Iowa and Minne sota. Indiana also has more ap plications than the six states Just mentioned. The great mass of office-seekers imagine that public office means big pay and little to do. Those who have tried it know to the contrary. - ii -- A Florida congressman has in troduced a bill into the house, making it law to retire a circuit, or district court judge who is a habit ual drunkard. The bill specifies that upon his retirement he shall have an annual salary of $2,000 for life. This offers extraordinary inducements to a judge who is convivially inclined, and whose prospects for reelection are dim, yet, somehow congress will hardly pass the Florida bill. The American Grocer asks, ''What is the significance of letters being received here from Liver pool dealers in salmon, soliciting orders from here, they reporting that market in shape to meet de mands from this side the 'big pond'? And letters from San Francisco parties having branches in England, intimating that salmon could be laid down via Liverpool, cheaper than from the Pacific coast, either by rail or sari? The San Francisco Post takes apparent pride in the statement that the Pacific coast congressional delegation "could buy out both houses of congress combined." This may be true, but it is some thing that would best remain un said. It smacks too much of plutocracy. NEW TO-DAY.
