SILVER IX COXGRESS.
The treasury officials admit that
they are routed on the silver ques
tion, so far as numbers go, in
congress. Their whole study now
is to decide what course it is best
to pursue in retre.it. There is no
fixed plan or course of action fully
marked out as yet, and they hope
for very little. Senator McPher
son and the few other advocates of
the administration plan are getting
together such facts as are at com
mand on that side of the case.
The treasury people claim that
they have positive information
that the present American stock of
gold is soon to be shipped out of
the country. They claim that
there will be a large amount of
this done in the near future, and
that ruin stares the nation in the
face if something is not done. The
silver people laugh this talk to
scorn and say there is no reason
for fear, and point to the experi
ence of the past few months and
inquire why gold has not gone out
in the past. The administration
people urge that if there could be
a temporary suspension of coinage
and the appointment of a com
mittee of conference composed of
the leading men in and out of
congress, representing both sides
of the case,a great deal of informa
tion could be derived, and the
whole matter could be thus dis
posed of, for the time being at
least, and thete would be time to
consider other measures of import
ance that are crowding on the atten
tion of congress. Tnis plausible plea
will scarcely win, and if it fails the
next thing that will bo urged is
that the limit of coinage of the
silver dollar be fixed at 250,000,
000. That will necessitate the
continuation oi coinage at the pres
ent rate for about two years long
er. But none of these things will
please the silver majority in con
gress. There will be some ar
rangement made for issuing silver
and bullion certificates, and the
coinage will be continued.
Senator Stanford, of California,
in a recent conversation on the
general subject of finance, spoke
of silver money as the people's
money and of paper as the bank
ers' monc3T. Briefly illustrating
the thought, he said that by the
labor of the people silver was got
ten out of the earth, and labor was
expended on it at every stage of
the various processes to which it
was subjected between mine and
mint, and that when coined and
stamped it circulated mainly among
the people among those whose
financial affairs were not so exten
sive as to require bank accounts.
On the other hand, paper money
especially the national bank
notes was obtained by bankers
with bonds. 1 1 was the bankers'
money in contradistinction from
silver, because it was made for
banks, issued b' banks, baii'd on
bonds, represented little expendi
ture of labor, and did not, like sil
ver coins, find its chief avenues
among1 the people.
There will be a convention of
third and fourth-clas3 postmasters
held in Chicago on the J 5th of
next month, to take steps to in
duce congress to increase the com
pensation of postal officials of
these grades. Congress has
limited the expenditure for rent,
light and fuel for third-class of
fices to $490,000, but $600,000 is
wanted. The general complaint is
that third and fourth-class offices
don't pay their incumbents enough.
The fourth-class postmasters have
the special grievance that the law
which reduced the rate of postage,
while increasing their labors re
duced their incomes nearly 33
percent. The government, more
over, takes half of his income from
box rents, even when the boxes
are the postmaster's private property-
There oughl also, it is
thought, to be compensation for
the issuing of money orders.
These are the chief grievances.
In the course of his duties as en
gineer in charge of the river and
harbor improvements of Oregon,
Sraj. Jones has prepared a com
prehensive report on the best and
least expensive means for over
coming obstructions at the dalles
of the Columbia river. After a
thorough investigation Maj. Jones
recommended the construction of
aBrailwa3T3 somewhat on the same
principle as is involved in the Eads
Nicaragua ship railway. For some
reason, whether intentional or
otherwise, says a "Washington dis
patch, the chief engineer of the
army failed to publish, as is the
custom, this very interesting and
valuable report, and as a conse
quence it dees not appear among
the papers transmitted to congress
by the war department. Senator
Mitchell offered a resolution on
Tuesdays which was adopted, call
ing for the report and accompany
ing maps and estimates, which,
when received, will go to the sen
ate committee On commerce, which
will be urged to make an appro
priation sufficient at least to test
the practicability of Maj. Jone's
recommendations.
The JRailicay Age presents a
discouraging record of railway
foreclosure sale and receiver-ships
for the last year, and says that in
1SS5 twenty-two railways in the
United States, with 3,150 miles of
main line, and with a bonded debt
of $141,519,000, and a capital stock
ofS13G.900,000. making a total
bonded debt and capitalization of
nearly $278,500,000, having been
sold under foreclosure ami trans
ferred to new ownership.
Every ono of the 200 apprais
ing officers of the surrogate's court
n New York, is anxious to get
the job of appraising the Vander
bilte state. A commission of 2
per cent would fall to the lot of the
lucky man selected, but the surro
gate insists that there will be no
appraisement.
It is said that the famous secret
circular of Mr. Vilas will be a
work of reference in the executive
sessions of the senate, and that the
circular gives an authoritative de
finition of an "offensive partisan."
In preparing this definition Mr.
Vilas has performed a great ser
vice. The London Spectator antici
pates that the Mormons will soon
find the United States too hot to
hold them and suggests that they
take possession of some south sea
island, since "they have wealth
enough to bur ships and men
enough for an expedition."
A review of the cattle trade of
Montana shows that during the
past year that territory received
100,000 head by trail from the
south, and the Northern Pacific
brought in 27,000 calves from the
east and 38,000 from the west.
The exports of wheat and wheat
in flour from tho United States
from September 1, 1S85, to Janu
ary 2, 188G, inclusive, aggregated
23,015,000 bushels, against 47,307,
000 bushels the same time in 18S4
85. "Augustus found Rome brick,
and left it marble,' but his marble
has perished, while the bricks re
main. Fire turns marble into
lime, while it only makes brick the
harder."
A railroad station is to be
erected on the site of ancient Bab
ylon, and patent medicine ad
vertisements will be the hand
writing on the wall.
During 1S85 Nevada, Utah,
Colorado and the other silver pro
ducing states and territories mined
848,000,000 worth of silver.
Union Pacific earnings for No
vember decreased 182,000 from
same month in 1SS4.
