ing may bo assured of a pleasant ev
ening. The fifteen citizens indicted and
tried at Seattle for alleged complicity
in "riots" iujTacoma were discharged
last Saturday, the jury returning a
verdict of "not guilty" after being
out ten minutes.
There has been a noticeable absence
of theatrical troupes in Astoria during
the past few months. Managers Bay
"Astoria is an expensive place to
play in," and the remark has a good
deal of truth in it
Idaho is building an insane asylum
at Blackfoot. Heretofore Oregon has
cared for Idaho's insane. Dr. Caban
iss says he will be the superintendent
of the new asylum when it is com
pleted. He is now in Salem.
The Salem fire department is ar
ranging to give a series of entertain
ments for tho benefit of the state
tournament fund of 18SG. The pro
gramme includes social, musical and
literary entertainments and a grand
ball.
The sidewheel steamer Olympian
arrived in from Tacoma early yester
day morning, and after circling up
and down the stream two or three
time3 started for the interior to be
tied up alongside her twin sister, the
Alaskan.
Special council meeting to-night
The matter of raising the liquor
licenses to conform to the new law
will probably come up for discussion.
TheAstobian expressed its opinion
about the matter at the time the law
was passed and still thinks the same
way.
On the 17th of January, 18G2, the
thermometer indicated thirty degrees
below zero at The Dalles. It was
one of the coldest days ever expe
rienced in this section also. The
river was almost entirely impassable
above Tongue Point, and ice floated
down for weeks.
At the annual meeting of the Lake
River Mill Co., held yesterday the
following officers -were elected: Pres
ident, E. R. Hawes, directors; B. Van
Dusen, E. R. Hawe3 and H. G. Van
Dusen. The year's work is satisfac
tory and shows a balance on the right
side of tho ledger.
Mayor Trullinger returned from
Portland on the Telephone last Sun
day. While there he bought a large
boiler and an engine, 14x16 cylinder,
with a view to increase the efficiency
of his electric light plant, thus hav
ing a reserve engine and necessary
appliances in case of need.
With sail and steam vessels cross
ing and recrossing, sometimes a dozen
a day, the Columbia river bar is con
spicuous by its absence from the list
of reports of casualties and disasters,
This is duo in a great measure to the
skill and efficiency of the pilots, and
those in charge at the month of the
river.
The ladies of the relief corps will
give a calico ball at Liberty Hall
to-morrow evening. The floor will
be waxed and put in splendid con
dition for dancing. Refreshments
will be served in tho room adjoining
the hall. Tho ladies of the corps are
sparing no effort to make the affair a
success and will bo glad to see all
their friends next Wednesday even
ing.
All friends of Christianity are urged
to attend tho one o'clock meetings
held at the M E. church. During
tho past week evening meetings have
been held with success, and now an
effort is being made to generalize the
work by enlisting tho services and co
oneration of members of other church
es. These meetings are informal, and
businessmen are invited to call, if
only forjfive minutes, and by presence
and words aid in the work which has
been commenced.

that rolled in against the wind. At
dark the wind changed to the east
bringing the snow down thick and
fast and all night the flalses fell the

tor of customs Beecher has gone to
Alaska to head off the steamer Idaho,
which is supposed to have about 700
pounds of opium, hitherto unaccount
ed for, aboard. The opium has been
traced to the Idaho and he hopes to
capture it this trip.

FATAL EXPLOSION'.
Pittsbubo, Penn., Jan. 18. The
tug Modoc exploded this morning
with a great crash, killing the pilot,
Joe Davis, and injuring the fireman
and engineer.
Geo. Hassell, an Englishman, was
robbed hero of $300 and some valu
able papers by a robber disguised as
a policeman.

The Seattlo Chronicle of the loth
says tho reason that customs collector
Beecher is preceding the steamer
Idaho to Sitka, is that he suspects
about 627 pounds of opium, which he
traced on board of that vessel, but
could not find after a thorough search,
is secreted in the Alaskan capital.
The revenue cutter Wolvott, on which
the collector is proceeding north is
about as fleet as the Idaho. It it be
comes necessary he has authority to
detaiu the Idaho en route so as to
reach Baranoff island first, to ascer
tain the correctness of his suspicion.
Knowing ones claim that some extra
ordinary developments may be looked
for.
Weather reports from the interior
are all to the effect that unusually
cold weather has prevailed for the
last forty-eight hours. In eastern
Oregon and Washington tho merenry
was about at zero, with clear sky.
Farther east tho cold was intense,
the thermometer indicating 52 de
grees below zero in Manitoba. Tho
Columbia is closed eastward from the
mouth of tho Willamette, and yester
day afternoon ice was running as far
down as Kalama. The Wide West
had no difficulty in coming down
yesterday afternoon and will leave on
time this morning. Weather sharps
do not think that there will be a gen
eral freeze up.

ORDINANCE NO. 433.
To Provide a Board of Health and to Pro
tect tho Public From Contagions
and Infectious Disease.1?.
The City of Astoria does ordain as
follews:
Section 1. There shall be a board
of health, which shall consist of the
mayor, who shall be ex-oflicio presi
dent of the board, the committee on
health and police of the common
council, and a health officer. Tho
health officer shall bo a competent
physician of this city. He shall be
appointed by the common council
and shall hold his office during the
pleasure of the council.
Sec 2. The chief of police shall
be ex-officio health inspector, and
shall perform such duties as are re
quired of him in this ordinance and
as may be directed from time to time
by the board of health.
Sec 3. In case the mayor, from
any cause, shall bo unable to attend
to his duties as president of the board
of health, the board may choose any
other member of said board as presi
dent thereof, and the member so
chosen shall possess the powers and
perform the duties of the mayor, in
that respect, during the absence or
inability of the mayor to act
Sec 4. The board of health shall
have power, whenever in their judg
ment the public health shall require
it:
L To order any vessel at the
wharves of the city, or in the vicinity
thereof (except vessels of war of the
United States), to the quarantine
grounds or other place of safety; and
may require all articles or things
landed in the city from such ve3sel,
to be seized and returned to the ves
sel, or removed to the quarantine
ground. And in case any master,
owner or consignee of any vessel shall
neglect or refuse to obey an order of
removal, made under this section, the
board of health or tho president
thereof may make the removal or
dered at the expense of such master,
owner or consignee.
2. To require the removal of all
persons landed into the city from any
vessel at the wharves or in the vicin
ity of the city.
3. To direct tho cleaning and fu
migation of any vessel or its cargo,
in the port of Astoria, and the de
struction of any bedding, clothing or
portion of the cargo that they may
deem infected and likely to spread
disease.
L To order to bo thrown over
board or destroyed any portion of
tho cargo of any vessel in said port
that may be in a decayed or injured
condition and likely on that account
to produce disease
5. To prevent communication be
tween any vessel ordered into quar
antine and the city, except under
such regulations as the said board,
in conjunction with the state health
officer, may establish.
6. To appoint such other officers,
in addition to the health officer and
health inspector, as may be necessary
to carry into effect the provisions of
this ordinance; and to authorize tho
said inspector and officers to enter
into and examine all vessels in the
port, except vessels of war, and all
buildings and premises of every de
scription within the city; and to as
certain and report to said board the
condition thereof, so far as the public
health may be affected thereby.
7. To give cuch directions and
adopt such measures as in their judg
ment may be necessary for cleaning
and purifying an. building or prem
ises, and to cause to be done iu rela
tion thereto, everything which in
their opinion may be proper to pro
serve the health of the city.
8. To prevent the spreading of
contagious disease by forbidding all
communication with a house or per
son infected with such a disease, ex
cept such as they may deem necessary
for any purpose; and by causing to
be removed to a place provided thero
for, any person infected with such a
disease, so far as thoy lawfully can;
and by doing or causing to bo done
any other act that they may deem
necessary to effect such object.
9. To provide (by and with tho
couseut of the common council),
whenever an epidemic disease shall
prevail in the city, as many hospital
buildings as they may deem neces
sary, and furnish the same with such
physicians, nurses, attendants, aud
supplies as they may deem necessary
or advisable.
Sec. 5. Compensation for the
health inspector, physicians and oth
ers appointed by the board of health
under the provisions of this ordinance,
shall be fixed by the common council
upon the recommendation of the
board of health.
Sec. G. The expenses incurred in
carrying out the provisions of this
ordinance shall be paid by the per
sons and property removed, or by the
property subjected to sanitary regu
lations in other respects, or by the
city, as in tho judgment of tho board
of health may in each case be deemed
just
Sec. 7. It shall bo the duty of the
health iuspector, under the direction
of the board of health, to search out
all accumulations of filth, street rub
bish, foul draius and cesspools, neg
lected privies aud pools of stagnant
water; to serve notice upon the per
sons whose duties it is to remove
such prolific causes of disease aud to
prosecute the persons who shall neg
lect to perform the duties required
of them by the regulations of the
board of health, or by the health or
dinances of tho common council, and
m general it shall be the duty of the
health inspector to carry into effect
all the orders and regulations of the
board of health; and, under the di
rection of the state health officer, to
carrv into effect the quarantine laws
and regulations of tho state ol Ure
gon Sec. 8. It shall be the duty of
each physician in this city to report
to the board of health, in writing, ev
ery patient he shall have laboring
under Asiatic cholera, or small-pox
or other infectious disease, within
twelve hours after he shall be satis
fied with the nature of the disease
and also to report every case of any
such disease within twelve hours af
ter the Bame may come to his knowl
edge; and, further, it shall be the du
ty of every such physician to report
to the board every case of death, from
any such disease, coming to his
knowledge, within twelve hours after
it shall have occurred or como to his
knowledge
Sec 9. It shall bo tho duty of ev
ery person keeping a hotel, boarding
house or lodging houso in this city,
to report, in writing, to tho board of
health, within tho time mentioned in
section eight, tho name of every per
son boarding or lodging at his or her
houso whom he or she shall havo rea
son to believe to be sick with the
cholera, or small-pox or eny other
contagious or infectious disease, aud
if any deaths occurring at his or her
house from any such diseases; and
every master, owner or consignee of
a vessel lying at a wharf or in the
harbor of Astoria, shall make a like
report and within the same time.
Sec 10. It shall be the duty of
the owner or occupant of every house,
store, building or tenement in the
city, wherein any person may be sick
with the cholera, or small-pox or
other contagious or infectious disease
to give notice, in writing, to the
board of health within twelve hours
after the existence of such disease
shall come to his or her knowledge.
Sec. 11. It shall be the duty of
tho owner or occupant of every hotel,
boarding house, lodging house, pri
vate honse, store, building or tene
ment in the city, wherein any person
may have the cholera, small-pox
or other contagious or infectious dis
ease, to give notice to the public im
mediately of the existence of such
disease in such hotel, boarding house,
lodging house, private house, store,
building or tenement by placing a
yellow flag in some conspicuous place
on the premises where it may be
seen by persons passing on the street
near said premises, and in case the
owner or occupant of any such house,
store, building or tenement shall fail
or neglect to place such flag as afore
said, it is hereby made the duty of
the chief of police, as soon as he is
informed of the existence of such
disease in any such house, store,
building or tenement, to cause such
flag to be placed as aforesaid; and
Buch flag, whether placed as aforesaid
by such owner or occupant or by the
chief of police, shall remainhere un
til such person having such disease
shall havo so far recovered that no
danger by infection shall remain;
and no person shall take down or
destroy such flag, when so planted,
before the removal of all danger by
infection.
Sec. 12. It shall bo unlawful for
any person or persons to bring into the
citytany other person or persons siok
with the cholera, small-pox, or other
contagious or infectious disease; and
it shall be like unlawful for any per
son or persons having any such dis
ease to como into the city.
Sec. 13. No person having cholera,
small-pox or other contagious or in
fectious disease, and no person having j
waited upon or nursed, auy person
having any such disease, without tho i
permission of the board of health, j
shall go out in public, or pass from
house to house or building to build
ing, or appear in any street, alley or
other public place in said city until
all danger from infection shall bo re
moved, and if the chief of police shall
see or be informed of any person vio
lating this section, it shall be his
duty to cause such person to be tak
en "forthwith to his or her place of
residence, if within the city, and if
such residence is not within the city,
then to such place as the board of
health mav direct.
Sec. 14. It shall be tho duty of the
owner or occupant of any hotel or
house, as aforesaid, store, building or
tenement in the city, wherein any
person may havo been sick of any
disease mentioned iu this ordinance,
on death or recovery of such person
from such disease, forthwith to de
stroy, by burning or bnrying, the
clothes worn by such person during
such 8ickne33, and to cleanso and.
purify the room and house, store, ten
ement or building in which such
sick person was confined.

Death of an Aged Pioneer.
Mr. Nathaniel Wither, a native of
Scotland, died at the residence of his
son-in-law, Mr. Wm. Edgar, yester
day morning, in the 82nd year of his
age. He had for several years been
affected with paralysis, and his pass
ing from earth was but a release from
long continued suffering. The do
ceased came to this coast from New
York, in the ship Brooklyn, in 1819,
aud for many years led an active
business life in California. The fu
neral will take place at half past nine
this morning, from Mr. Edgar's resi
dence. The interment will be at
Clatsop cemetery.
