The Canby minstrels advertise a

The registry law is receiving divers
aud sundry interpretations. It ap
pears, however, to ba the settled
opinion that the proper days to reg
ister are the 5th, Gth and 7th of
next April.
The first fire alarm of '86 in Asto
ria was sounded at 7:45 last evening
occasioned by the burning out of a
chimney at the residence of Capt. J.
G. Hustler. It cleared the chimney
aud gave the boys a little exercise.
This Saturday evening at the
skating rink Wm. E. Warren will give
an exhibition of fancy bicycle riding.
Skating at the usual hour. Cushiug
Cornet band will play some fine
mus ic. Admission, tweutj'-five cents
Articles of incorporation were filed
on the 15th of January incorporating
the Scandinavian Commercial Union,
with principal office at Astoria. The
incorporators are O. W. Pederson,
John Enberg and H. E. Minard.
The residents of Deep river and vi
cinity will hold a meeting on the 30th
insL, at the upper school house for
the purpose of taking steps to secure
a mail route and post office, for the
benefit of Deep river and vicinity.
The Alumina cleared for Queens
town yesterday, with 12,979 bbls.
Hour, worth $15,599; the Victoria
Bay, with 63,133 bus. wheat, valued
at $51,000. and the llaglan Castle
with 00,342 bus. wheat, worth $96,250.
The air was cold all yesterday and
a chill breeze blew steadily from the
east It's a little late for a freeze up,
that generally coming in between
Christmas and New Year's, but we've
got to liave just so much, of this kind
of weather and might as well have it
now as next month.
From Monday to Thursday of last
week 850 persons made application
to the superintendent of the labor
bureau in Portland for employment of
some kind. Of this number 350 were
married men, 197, single women, and
the remainder, single men. The ma
jority of them were in destitute cir
cumstances. Specimens of the new registry
blanks have been received. There
is one blank to be filled ont that reads
funny. It is headed "Nationality."
The natural supposition is that every
name on the register is the name of
an American citizen, and that he be
longs to the American nation. The
getters up of the blank probably
intended to have a record of ''where
born," bnt made it as it appears.
A meeting of liquor men and others
interested was held in the building
next to the Telephone saloon last
evening, to discuss the proposed en
forcement of the $300 retail liquor
license law. John Hahn was chosen
chairman, Wm. Loeb secretary and
Wm. Bock treasurer. The purpose
of the meeting was stated and after
some discussion and the procuring of
legal opinion regarding the law, it
was decided to draw up an agreement
for signatures, and the meeting ad
journed to meet agaiu at the call of
the chair.
Since the burial of Private Leni
hau, of the Fourteenth Infantry, who
was killed at Vancouver December
23d, bv James Conuer, it is rumored
that the surgeons at the garrison pos
itively assert that the wound was
made by the ball entering the top of
the head and coming out just below
the left eyebrow, showing that the
man was shot by Conner while stoop
ing down, or when Conner was still
on the stairs, thus contradicting Con
uers statement that he shot Lenihan
when they were facing each other on
the floor. Conner was discharged by
the justice of the peace, but there is
now some talk of putting him on
trial.
The grand jury last evening found
an indictment against Jos. Dows, a
colored being erect on two legs and
wearing the outward form and sem
blance of a man, who is charged with
attempted rape on the person of a
fcfcr year old daughter of Mrs. Wall
Hiran last Tuesday evening. While
the usual newspaper rule is to avoid
mention or criticism of cases pending
trial lest public opiniou should be
unjustly influenced, it may be said
that in this special case it is believed
that nothing bnt prompt arrest
and legal procedure against the brute
has saved him from summary pnnish
ment at the hands of indignant citi

CIRCUIT COURT.
Hon. Seneca Smith was on the
bench 3esterday: the first case was
that of Geo. Flavel vs Jno. Mc
Cann, whereiu judgment was given
as stipulated in favor of plaintiff.
The second case elicited more inter
est than any since the term began.
It was the case of Alex. Grant, ad
ministrator of the estate of P. Grant,
deceased, vs W. D. Baker et al- Tho
suit was originally brought in court
in January '84, plaintiff suing Messrs.
Baker, Wright, Hahn, Taylor aud
Spexarth, who at the time decease!
met his death were members of the
city council, for damages, claimed by
alleged defective condition of Sque
moqua street resulting in his death.
At the J anuary, 'tti, term, J utige Ben
nett nonsuited plaintiff, and an appeal
being taken to the supreme court that
court ordered a new trial, which be
gan yesterday. The following named
jurors were impaneled to try the case:

Warnstaff, W. B. Paiuter, A. Juhrs,
R. J. Morrison. S. Kroger, Howell
Lewis, John Thomas, Wm. Morey, E.
P. Knapp, N. H. Weber. Some of tho
testimony for the plaintiff was heard
yesterday; the trial will continue to
day. The grand jury brought in four in
dictments, one of them being against
Frank Clark who was arraigned upon
the charge of burglary, and another
against Jos. Cows, charged with at
tempt to rape; he will be arraigued
this morning.

DECLARATION OP PKINCIPLES
Of the Kuiguts of Labor of America.
The alarming developement and
aggressiveness of capitalists and cor
porations, unless checked, will inevit
ably lead to the pauperization and
hopeless degradation of the toiling
masses.
It is imperative, if we desire to en
joy the full blessings of life, that a
check bo placed upon uu just accumu
lation, and the power for evil of aggre
gated wealth.
This much desired object can be
accomplished ouly by the united ef
forts of those who obey the divine
injunction, "In the sweat of thy face
shalt thou eat bread."
Therefore we have formed the or
der of Knights of Labor, for the pur
pose of organizing and directing the
power of industrial masses, not as a
political party, for it is more in it
are crystalized sentiments and meas
uses for the benefit of the whole peo
ple, but it should be borne in mind,
when ezercising the right of suffrage,
that most of the objects herein set
forth can only be obtained through
legislation, and that it is the duty of
all to assist iu nominating and sup
porting with their votes only such
candidates as will pledge their support
to those measures, regardless of party.
But no oue shall, however, be com
pelled to vote with the majority, and
calling upou all who believe in secur
ing "the greatest good to the greatest
number,'' to join aud assist us we
declare to the world that our aims
are:
L To make industrial and moral
worth, not wealth, the true standard
of individual aud national greatness.
II. To secure to the workers the
full enjoyment of the wealth they
create, sufficient leisure in which to
develope their intellectual, moral and
social facilities; all of the benefits,
recreations and pleasures of associa
tion, iu a word, to enable them to
share in the gain3 aud honors of
advauciug civilization.
Iu order to secure these results, we
demand at tho hands of the state.
III. The establishment of Bureaus
of Labor Statistics, that we may ar
rive at a correct knowledge of the
educational, moral aud fiuaucial con
dition of the laboring masses.
IV. That the public lands, the
heritage of t'e people, bo reserved
for actual settlers; not another acre
for railroads or speculators, and that
all lands now held for speculative
purposes be taxed to their full value.
V. The abrogation of all laws that
do not bear equally upon capital and
labor, and the removal of unjust
technicalities, delays aud discrimina
tions in the administration of justice.
YL The adoption of measures
providing for the health and safety
of those engaged iu mining, manu
facturing and building industries,
and for indemnification to thoso
engaged therein for injuries receiv
ed through lack of necessary safe
guards. VII. The recognition by incorpora
tion, of trades' unions, orders and
sue . other associations as may be or
ganized by the working masses to
improve their condition aud protect
their rights.
VIII. The enactment of laws to
compel corporations to pay their em
ployees weekly, iu lawful money for
the labor of the preceding week aud
giving mechanics and laborers a first
lien upon the products of their labor
to the extent of their full wages.
IX. The abolition of the contract
system on national, state, and munic
ipal works.
X. The enactment of law3 provid
ing for arbitration between employers
aud employed, and to enforce the de
cision of the arbitrators.
XL The prohibition by law of tho
employment of children under 15
years of ago iu workshops, mines and
factories.
XIL To prohibit the hiring out of
convict labor.
XIIL That a graduated income
tax be levied. .
And we demand at the hands of
congress.
XIV. The establishment of a na
tional monetary system,in which a cir
culating medium in necessary quanti
ty shall issne direct to the pec pie
without the intervention of banks,
that all the national issue shall be
full legal tender iu payment of all
debts, public and private; aud that
the government shall not guarantee
or recognize any private banks, or
create any banking corporations.
XV. That iuterest-bearing bonds,
bills of credit or notes shall never be
issued b the government, but that
when need arises, the emergeucy shall
be met by issne of legal tender, non
interest beariug money.
XVI. That the importation of for
eign labor under contract be prohib
ited. XVIL That in connection with the
post otlice, the government shall or
ganize financial exchanges, safe de
posits and facilities for deposits for
the savings ot the people in small
sums.
XVIIL That the government shall
obtain possessou. by purchase, under
the right of eminent domain, of all
telegraphs, telephones and railroads,
aud that hereafter no charter or li
cense be issued to auy corporation for
the construction or operation of any
means of transporting intelligence,
passengers or freight
Aud while making the foregoing
demands upon the state and national
government, we will endeavor to as
sociate our own labors.
XLX. To establisb co-operative
institutions such as will tend to su
persede the wage system, by the in
troduction of a co-operative indus
trial system.
XX. To secure for both sexes,
equal pay for equal work.
XXL To shorten the hours for
labor by a general refusal to work for
more than eight hours.
XXIL To persuade employers to
agree to aroitrate an uinerences
which may arise between them and
their employees, in order that the
bouds of sympathy between them
may be strengthened and that strikes
may be rendered unnecessary.
No uerson who either sells or makes
I his living, or any part ot it, by the
sale of intoxicating drink, either as
manufacturer, dealer or agent, or
through any member of his family,
can be admitted to membership in
this Order, and no lawyer, banker,
professional gambler or stock broker
can be admitted.
It is one of the fundamental laws
of the Order to exclude forever from
the Order any person who derives an
incomo from labor without rendering
an equivalent, or who is engaged in
any business that degrades the mor
als; all monopolists, whether land,
transportation, currency or any other,
and all who make oppressive laws iu
the interest of capital.
It is tho duty of every member of
the Order of the Knights of Labor,
to assist in every honorable way, by
voice and pen, by petition aud vote
every honest effort looking towards
the amelioration of the condition of
the wage slave, and the abolishment
of the wage system, by a rednction of
the honrs of labor; by opposition to
child labor; by co-operation; by de
manding the repeal of unjust laws;
by demanding the abolishment of the
convict contract system by opposi
tion to land, transportation, and cur
rency monopoly; by opposition to all
laws or systems of government that
deprive labor of that jnst proportion
of the profit of the thing produced
that labor bears to the cost of pro
duction. The rapid concentration of the
wealth of the country into the hands
of the few controlling legislation, and
sapping the very foundation of free
government, should direct special ef
fort against every species of monop
oly, especially that parent of all mo
nopolies at which the last clause of
the preamble is aimed, the national
banking system under which, the con
trol of the volume of currency is in
the hands of private corporations in
stead of with the people, where it be
longs, agitation, education and or
ganization are all neeessary.
Among the natural rights that
should be taught in every local As
sembly of the Knights of Labor are
man's inalienable inheritance to his
share, for use of the seil: that the
right to hi3 life carries with it the
right to the means of living, and that
all statutes that obstruct or deny
these-rights, are wrong, unjust, and
must give way. Every member who
ha3 the right to vote is a part of the
government in the United States, and
has a duty to perform, and the proper
education necessary to intelligently
exercise this right, free from corrupt
ing influences, is another of the high
er duties of a L. A. In short, any
action that will advance the cause of
humanity, lighten the burden of
toil, or elevate the moral and social
condition of mankind, whether incor
porated in the constitution, or not, is
the proper scope and field of opera
tion of a local assemblv.
