California has a board of railroad commissioners, 'who have just made to the governor of that state their annual report for the year 1SS5. Considerable space is ueoted to a defense of themselves, and of the railroads that they are supposed to supervise. Regarding the Oregon division of the Central Pacific railroad, the commissioners say: "Of the intersecting roads which we have briefly outlined, eleven have participated in the reciproc ities of the Transcontinental Rail way association. "With one excep tion, by original purpose or subsequent compact, they all converge to western terminals in this state the Noithern Pacific being the only all-rail line this side of the Missouri river in which the Central and Southern Pacific have not held in the interest of this state a prominent position. It will be observed, also, that the Union Pacific, by the "Oregon Short Line," is the only one of them which has through connec tions with the separate transpor tation systems of California and of Oregon and the territory of "Wash ington. To connect these sj'stcms and to complete the interstate connections of the central and southern groups is the compre hensive purpose and object of the Oregon division of the Central Pacific railroad. By its lelations to these systems, and especially to the mighty continental thorough fares of the north with which it will compete at the very gates of the maritime and inland commerce which they now command, it is destined to become a multipotent agency in the future progress and prosperity of this state." "It now terminates at Delta, to which it was opened for public use September 1, 1SS. To make the connection, in which its chief value to its owners and the state con sists, there remains to be completed about 129 miles, over one of the most rugged and forbidding routes that ever challenged the energ3r and enterprise of its projectors. It is estimated by "William Hood, chief engineer of the southern Pacific company, who is directing the work, that the cost of bridges and masonry in the first twenty miles beyond Delta will be not less than 200,000, and that to complete the road in two years will require, besides the requisite material and machinery for expen sive bridging, tunneling and grad ing, a working force of 5,000 men. Taking the work accomplished on the last forty miles as a rough cri terion of what remains to be done, nothing but the overruling impor tance of the road can compensate for its cost. Following the trend of the mountains over a roadbed chiefly of solid rock, first on one and then on the other side of the Sacramento river, it passes thtough seven tunnels, one of which meas ures 1,G94 feet, and all of which aggregate more than 4,295 feet in length. There are on the same division, of completed work, seven spans of wooden bridges, mnging from 50 to 17G feet and having an aggregate length of SG2 feet, and nine spans of iron bridges, ranrinr from 50 to 194 feet and ajrnreo-at-ing more than 953 feet in length. All these bridges are upon piers of -solid masonry and abutments of the best material and construction. There are also 21 open, 4G arch, and 138 box culverts of the most substantial masonrv." Lieutenant Taunt, of the American service has inspected the Congo country and advises the king of Belgium that below a certain dam it is not worth one, while above that the resources are good and quite capable of develop ing commerce. But the Lieuten ant taunts us by adding that the blacks won't' work, the whiles oan't, and, therefore, the Chinese Must go there to do the toil necessary. A PROCLA3LVTION upon fiery red paper has been posted in China town, San Francisco, and is inter preted as follews: "Sons of the middle kingdom connected with the Chinese cigar makers' associa tion. Concerning this introduc tion of foreign devil (Fan Kwey) cigar makers from the eastern lands. Fear not. It is nothing. It is because the foreign slave (Mongolian epithet for Caucasians) wish to force us to accept lower wages. Be of good courage, there fore. "We will fight for you." The court of Alabama claims has finished its business and gone out of existence. It was the hist official relic of the war, and discharged its duty of repaying the losses to our merchant marine, indemnified by England, with com mendable fairness, if not with the dispatch of a lightning calcu lator. The Genoa, Nov., Courier tells this: A Red canyon prospector gathered rabbit meat enough dur ing the late storm to do him till June. He cut down a lot of trees, painted the ends black, and the rabbits butted their brains out try ing to jump into what they took for holes. He got 140 the first night. In connection with the anti-Chinese movement in Sacramento, the Mce announced that it would print the names of all white women who desired to take in sewing, and many responded. Then it made a similar offer to washer-women, and not one was heard from. This is what the ficc calls false pridi. It costs 33G per citizen per an num to run the city government of New York. It costs 7 per citizen per annum to run the city government of Astoria. The Southern Pacific railroad company has made an offer to take Oregon's exhibit to London, for the American exposition, and pay all the expenses.
