IMMIGRATION PROBLEMS.
There are indications of a
growing tendency to put up the
bars and hold the United States
more closely as the heritage of the
people already in possession. It
is an incident of growth. Instead
of having more spare land than we
know what to do with, we are be
ginning to touch the limits of our
domain. Both great political par
ties in the last presidential cam
paign incorporated in their plat
forms planks opposing the acquisi
tion of large tracts of land by
aliens. It has been suggested
that the discussion of the Chinese
question by congress this session
be accompanied by an inquiry re
garding the desirability of contin
uing our present liberal policy to
ward immigrants of all nations;
with the hint that, although special
objections are urged against the
Chinese, some reason may be
found for shutting out objectiona
ble classes of other immigrants.
Admission to this country isa
favor to be sought by aliens, not a
right to be demanded. We have
thrown open our doors of our own
free will to let them in. Hence
forth we may more and more exer
cise discretion about admitting
immigrants. What shape that dis
cretion may assume is yet in
doubt. It is certain that more rig
orous scrutiny will be observed re
garding the character of immi
grants and their power of self-sus-tenalion.
Guarantees may be
demanded of ability ol mainten
ance for a required period. The
criminals, the paupers, the ne'er-do-weels,
the "sick, lame andiazy"
may be weeded out. As popula
tion increases and opportunities de
crease, we shall demand the best
material as a surety against the
immigrant becoming a charge up
on the community.
As freedom of entrance into the
country is curtailed, so admission
to the privileges and advantages
of citizenship will be better de
fined. Alien landholding cannot
long endure. For residents not
citizens, but who propose perman
ent settlement, some provision for
the acquisition of real property,
similar, perhaps, to the rights of
denizenship under English law,
will relieve them from any undue
hardship.
Beyond some such conditions as
above indicated it is doubtful if
any attempt will be made to re
strict the immigration of Cauca
sian races. So long as personally
objectionable individuals of those
races are barred out, the problem
of over-immigratioUjWill constant
ly tend to solve Itself. As our
waste places begin to fill up, op
portunities will become fewer and
inducements less, resulting in the
decline of immigration, until an
approximate equilibrium is es
tablished. New countries aie alo
being opened to the overflow of
European population, and by and
by South America, Africa and
Oceanica will take our place as the
"refuge for the oppressed."

sued a decision to the eff-ct that
the Northern Pacific railroad com
pany has no land grant between
Portland and Tacoma. The pres
ident of the company says he will
appeal to the supreme court. The
decision affects the odd numbered
sections of land along the Colum
bia river and from Kalama to the
Sound, a distance of over 100
miles, aggregating nearly two and
a half million acres of land.
Eastern people are accustomed
to think of an Indian reservation
as being about the size of a lare
farm, or, in exceptional instances,
as large as an average township.
But the Sioux reservation of south
Dakota is as large as the states
of New Hampshire, Vermont,
Massachusetts, Connecticut and
Rhode Island put together. The
Indians are the true landed aris
tocracy of this country.
As soon as a silver dollar is
coined, says the Denver jVciv, it
is put in a burglar proof vault and
fastened in with a time lock. Then
the coyotes of the national banks
sit around and howl because that
dollar doesn't "circulate." now
can it circulate when it can't get
out?
